Carroll, 37, an attorney and pilot, was defeated in his attempt to unseat one of the two Democratic incumbents in the U.S. House of Representatives.

Like several other candi dates, he got a late start and now sees the necessity for months of planning and organization. Carroll has indicated that he may take another crack at the Congressional race in 1968. If so, he undoubtedly will lay some detailed groundwork. Other candidates, who were successful in their first political races, included: Andrew Poepoe, 8th Representative District: Stuart Ho and George K. Noguchi, 15th; and Cliff Krueger and Wilfred Soares.

For instance, his first campaign posters proved ineffective. He took all of them down and designed another which was bigger and brighter with a shamrock.

"We took great pains with the primary. We geared our whole campaign for this and were not prepared for the general," he said. "A few things back fired until we got organized again." Another time a housewife ripped up his brochure in front of him and said over and over: "I'm a Democrat I'm a Democrat I'm a Democrat." Republican Tennyson Lum is a 25-year-old insurance salesman and former teacher who is the youngest man ever to be elected to the State House of Representatives. He won a seat from the 17th District.

"I started early." Lum said when asked his opinion of the key factor in a remarkably successful campaign. Lum's biggest problem was scheduling time and evaluating activities as to their vote potential, Lum said. "If I had it to do over again. I would spend more time out in the field. I wish I could have gotten to another 3,000 homes," Lum said.

Francis Wong One of the most effective and well calculated campaigns was conducted by Democrat Francis A. Wong in Oahu's Leeward-Aiea 10th District. In his first try for office, Wong led the field in both the primary and general election. He was 1,500 votes ahead of the closest incumbent on November 8. His campaign paralleled a well planned battlefield offensive, and it paid off.

Wong and his co-workers attribute their success to a formula which they nicknamed the three P's proper prior planning. The 30-year-old attorney sat down with his committee as early as May to map the strategy for his election to the House of Representatives. "We tried to improve on old approaches," Wong said. They also weren't afraid to try the new. In Nanakuli where the traditional coffee hour was ineffective, the Wong campaign sponsored a free movie and got a turnout of more than 400 people.

Brochures were not just dumped in the mailbox by the thousands. A brochure was mailed on Tuesday, for example, to a certain household and followed up by a personal call on Saturday. Campaign workers telephoned about 8.000 registered voters in the district asking if they needed a ride to the polls. Beginning last June Wong's wife began sending a letter to every mother who gave birth in the 10th District. "This got good response." he said.

Rather, it is the result of a smooth running organization, advance groundwork, endless hours of hard work and ingenuity. Crossley were defeated by a slim margin but Mills said: "Actually, I enjoyed the campaign very much. I don't regret a minute of it." The awareness of the people of Hawaii made the greatest impression on Dr.

Dennis O'Connor Dennis O'Connor is a 36-year-old attorney who made a bid for a seat from Oahu's heavily Republican 17th District. He is a Democrat. O'Connor was defeated but substantially narrowed the margin between Democrats and the G.O.P. in this district. "No Democrat had ever gotten more than 4.500 votes there." O'Connor said.

He polled 7.153 votes. O'Connor termed himself a "tail-end Charlie" since he didn't file his nomination papers until the day of the closing deadline.
