Foreign nationals hired by U.S. pose problems Thomas A. Tinsley, director of the Bureau of Employes' Compensation, U.S. Department of Labor, is winding up consultations with the Military today over problems arising from employment of foreign nationals. The bureau's jurisdiction over employes' compensation affects between 2.5 and 3 million workers, including foreign nationals working on U.S.

projects in such areas as South Korea, Okinawa and Vietnam. Where foreign nationals are concerned, Tinsley said, the Bureau in general tries to comply with foreign law in setting benefit scales, although it retains control over determination of eligibility. Where nationals of one nation are employed by an American contractor on a job in another foreign nation "problems of considerable delicacy can arise over compensation," Tinsley said. Another example of sometimes difficult involvement arises when there is a warconnected fatality or disability affecting an employe of a private contractor in a war zone. "We've had 100 such cases in Vietnam in the past 60 days," Tinsley said.

If the fatality or disability is determined to be war-connected. Tinsley said, "we pick up the compensation payments under the provisions of the War Risk Hazard Act." TINSLEY also came here to confer a high Department of Labor honor. Tinsley presented a Notable Career Service Award to Charles F. Hanson, recently retired as the Bureau's deputy commissioner in the Pacific. King Hawaii Contract set for 17-story phone building, Reed and Martin, has been awarded the prime contract, on its low bid of $7.471,112, for Hawaiian Telephone's 17-story headquarters and equipment building. The utility company's new headquarters will extend from Bishop to Alakea streets and will have a total floor area nearly two and one half times the size of the existing six-story headquarters building. In announcing the contract award, Douglas S. Guild, president of Hawaiian Telephone, noted that the overall cost of the new building, including such items as site preparation, relocation of utilities, and architectural and engineering charges, would exceed $12 million. The pile driving phase of the project on the site has been completed and construction of the building will get under way immediately.

Scheduled for completion by the end of 1970, the new headquarters will also house equipment which will expedite the handling of long distance calls and pave the way for direct dialing service to the Mainland.
