It was an idea tossed up by Fred Hemmings Sr. over a bottle of beer and examined by Patrick McNulty, manag-; ing editor of Surfer Magazine. Such an undertaking would have had three fold benefits: ridding the island of rusting hulks, creating breeding grounds for fish, and, of course, making waves. So it was with interest we learned of a similar California movement spearheaded by Ron Drummond, a veteran surfer.

-Drummond's battle cry "Write your Congressman" is a far-reaching plea for artificial reefs along California's coastline. Drummond has made studies of Southern California beaches and submitted his findings to the Corps of Engineers for their use in further studies," Brig- General John Dillard of the Engineers calls Drummond's report a vivid and useful account of wave configuration. "The popularity of surfing and the need of more usable beaches and will be considered in the development of benefits to help justify coastal engineering projects," commented Dillard. Effects from this corestone may be a clue'to. one of-Ihe. simplest forms'of making artificial reefsvand the cost would be relatively little. "In time, after, jnore I feel certain that specialized surfing reefs could be perfected to produce practically ny type of wave Stressing the gent need for? more surf for already over-taxed California, Drummond said," "A number of such reefs properly situated would not only offer variety, but open surfing still further." Included in Drummond's experiments was the home-remedy construction of a 120-foot section of plywood below sea level at Doheny Beach. Doheny, a picnic park which draws people from three sprawling counties, needs more -than artificial waves.

Lifeguards have counted as many as 500 surfers in the water together. Drummond's next move is to influence coastal cities to back his play, and their reasons may not be unselfish. city of San Diego appears particularly interested in fostering surfing (San Diego sponsored the World Meet last year) and other coastal towns have their well-attended surf cohtests," prummQnd says.
