Ellis' letter asks the department to "promulgate legislation or administrative rules" that would officially list Acquired Immune Deficiency Syndrome as a cause or contributing factor to a death. Although he would not discuss the specifics in the response, Scislowicz termed Ellis' request impractical because death certificates are completed "several weeks" before tests can be completed to determine whether a death was caused by AIDS. Ellis also said doctors should required to notify the county coroner in the event AIDS is found to be a contributing factor in a person's death.
