She married the High Chief David Kalakaua December 19, 1863 and became Queen when he was elected King in 1874. Kalakaua wanted his queen to see the world just as he had done, so in 1887 he sent his wife, his sister Lili'uokalani and a suite to attend Queen Victoria's jubilee coronation in London. DINED WITH PRESIDENT On her way, Kapiolani was entertained in Boston and had dinner as a guest of the President of the United States in Washington, D.C. In London the reticent little Queen was introduced to the crowned heads of the world and had her picture etched one of them at Westminster Abbey.

After Kalakaua's death, Queen Kapiolani retired to her own estate at Waikiki (then within the boundaries of the present Kapiolani Park). She died there June 24, 1899 at the age of 64, a beloved woman whose character was in strong contrast with that of her husband Kalakaua. She was a true Kalani. No other queen since Keopuo-lani, state wife of Kameha-meha could outrank her. She was the granddaughter of Kaumualii, the last king of Kauai. This gave her high blood rank. Her grandparents were half brother and sister which gave her high kapu (sacredness). NOT LITERATE For a queen who could not read or write her own language and could speak only a few words of English, she went far. Kapiolani (the bent twig of heaven) Napela Kapu Kakae (the sacred flesh of the Maui King Kakae) was born December 31, 1834 at Hilo and was reared in Kona. Her first husband was Benet Namakeha (uncle to Queen Emma) whom Kapiolani married in 1856. During her life with him, she was appointed chief kahu (caretaker) to the baby Prince of Hawaii. The Prince died in 1862, For Federal Employes Civil Service 400,000 as WASHINGTON, D.C Civil Service Commission has told a House Appropriations Subcommittee that Federal agencies will hire almost 400,000 employes during the 12 months starting July 1 solely as replacements for those who quit, are fired, resign or die.

About 375,000, it estimated, will be jobs in the so-called Competitive Service, which means they are under Civil Service. It predicted replacements will be needed for 16.5 per cent of all Competitive employes during the coming 12-month period as against 17.2 per cent in the current period. During the 12 months, the Commission said, it will conduct roughly 9,000 Civil Service exams. But more than 5.700 of this total will be exams for the postal service. GUARDS UNDERPAID? Most Government building guards work for lower salaries than janitors, cleaners and laborers in the buildings they guard.

And in most cities, their pay lags even farther behind the rates of guards in private industry. This was the testimony of Ross Messer, legislative representative of the National Association of Post Office and General Services Administration Maintenance Employes, in a recent appearance before a House committee.
