Funds slashed Last November the U.S. Bureau of Public Roads slashed Hawaii's 1966-67 Federal road allotment from $30 million to $25 million as an anti-inflationary move. Worse yet, it froze an additional $53 million in unusued funds which Hawaii had stored up for its road program just as it was rolling into high gear. This forced the State Highways Division to drastically cut back its program, reevaluate priority project and determine which jobs had to be deferred.

In general, the Highways Division inherited one big headache. Then, things began to break in late February with the announcement that $1.3 million was being restored to Hawaii, although it carried qualifications of design and rights-of-way acquisition. On April 1 another $2.7 million was unleashed, bringing Hawaii's fiscal year total to $29 million. Best of all, on April 10 one-half of the frozen funds the most painful cut last November, were released to the tune of $26.5 million.
