Alvey Wright, acting State transportation director, said the same principle would apply to the H-2 freeway which is now under construction. Both offers of freeway space for buses involve only morning and afternoon peak traffic hours. Wright explained that conversion of the lane from auto use to bus use would be easy with a new process that has been used on the Mainland. THE STATE would drill holes in the freeways and insert tapered plastic sockets which accommodate three-foot-tall rubber pins. When the lane is blocked off for bus use, transportation employes merely drive along the lane dropping the rubber pins into the sockets. The rubber pins are soft and cannot damage automobiles which may brush by them.

Last week Wright said the six-lane Moanalua corridor by the park could be used for an express bus service when the highway widening is completed about December. The offers of freeway space are being made available to the City Department of Transportation Services. George Villegas, department director, has responded to Wright by outlining the City's bus service plans and asking for further meetings. Villegas wrote: THE CITY is ready and willing to work jointly with your department, on worthwhile and feasible express bus routes along State highways, including the H-l and Moanalua freeways. "What we need now is to amend the City and State agreement approved by your former director, Dr.

Fujio Matsuda, and myself so that the State can provide the needed changes in design and construction within your interstate system. The City will then agree to provide the transit equipment." Villegas also said it is important to understand that improved bus service is required as an interim measure "until the fixed-guide-way system is in operation."
