The incident began when the Bluejacket was scurrying along the edge of the deck performing his job as an aircraft handler. Suddenly noticing a Skyraider bearing down on him, he made a dive for the catwalk. "Then my troubles started," he said later. Misjudging his leap, he hurtled over the net and plunged 65 feet into the waves.

LOOKS AGAIN' The frantic persistence of the few who had seen Nelson plummet into the water finally sent the helicopter back for another look. This time the pilot spotted Nelson and hauled him to safety in a sling. Pacific Frontier Broadcasting Co. which operates radio station KULA has filed with the Federal Communications Commission for channel 2. The Associated Press reported. FOR CHANNEL 11 Radio Honolulu, says it will file today for channel 11. It said the July 1 deadline on filing means midnight tonight rather than midnight last night as some people had thought.

Previously filed were applications by the Advertiser Publishing Co. (KGU) for channel 4 and Royaltel of Honolulu (a new firm backed by Royal Amusement Co. interests) for channel 2. Thus there will be competition between Royaltel and KULA for channel 2. A KULA spokesman, George B.

Morgan, business manager, said today his firm filed for the same channel as Royaltel "because channel 2 and channel 4 are the choice channels in the Islands. They have a better chance of going over into the valleys than any Mr. Morgan said KULA also will press for use of a Tantalus transmitter site recently leased to Mutual Telephone Co. at an auction where KULA was disqualified from WANTS SITE SHARED He said KULA thinks the site should be shared by Mutual with all TV stations and wall press for this solution. B. Fisher, of Mesa, Ariz. City Attorney Believes Fong May Have to Pay The City-County Attorney's office indicated today that it thinks Auditor Leonard K. Fong may have to shell out the money himself if he loses a $48,000 damage suit against him. The suit is for his refusal, for three years, to pay a wartime excess costs claim of James W.

Glover, Ltd. Frank A. McKinley, acting attorney, wrote an opinion today saying the government is liable for damages assessed against its officers who act in a bona fide manner. METHODS IN DOUBT He reviewed the history of the case, which showed Mr. Fong going against City-County directive and court orders, and said "there is serious doubt whether Auditor Fong can establish that he acted in a bona fide manner." Fong personally may be liable for the damages. the attorney said, the attorney's office can be directed by the Board of Supervisors to defend him. Mr. Fong has requested such legal aid and the question of granting it was up before the Board this afternoon.
