dent Harrison's circular relative to the Quarantining of vessel carrying immigrants finds general approval find even admiration here. There la some feeling of envy also that the American Uw enables tn government to take such prompt and thorough steps to op tiw Importation of cholera. The halting and tmpcilCt measures of the British local government boon directing that no filthy unwholesome petsons coming tram foreign ports" hall pass unchallenged is unquestioned by high legal authority as exceeding the poweri of the board. The only. act ex.

isting giving the boned a shadow of right to prevent the landing of aliens either en route to another cdunW or having England as their permanent destination Is the act of 1836 for the registration of aliens. After such registration the power of the board to interfere with aliens vanishes. The government In cooping up Immigrants. at Graveseud. and elsewhere Is acting Illegally and will be obliged to ask parliament to pass a.

retrospective act legalizing what has been done. Local board officials and the board of trade officials desire to go further. It is feared that one result of President Harrison's measure will be to stop the stream of alien immigration to America. anti make England the permanent tion of many families who had intended to seek new homes across the water. The prolonged quarantine declared by the United States Is not regarded anywise as hostile to England but with the view to counteract Its undoubted tendency to throw a.

crowd of Infected Immigrants into Great Britain the officials of both boards urge that the government make Immediate assent to the prohibition of tha landing of Immigrants from Infected ports. and tpji jping Quarantine on xesscIsfrpin such In the absence of an act empowering such measure it is held that the privy tuned could issue the edict Gladstone Awl Fowler have today teen communicating with Sir Charles Russell attorney general end Rlgby solicitor general to obtain their advice vtth regard means to meet the legal difficulties. The Associated Press representative who has interviewed agents of the lead. Ing steamship companies finds the con- census of opinion to be that the president's circular la needlessly severe. It fell like a thunderbolt Although prepared to refuse to book any more steerage passengers the companies tould not regard withcomplacency the order that the circular take immediate effect the result being to throw three vjeks support of many immigrants upon theta to oblige them to return the unfortunate ple whence they sailed.

Despite the circular however some vessels are certain to take their full complements of immigrants. geveral steamship companies now refuse bookeven that and second class passengers failing from Germany and other continental points but. the same companies tinting thousands of steerage passenger already booked are In a quandary how tastanter to discontinue this Vice having contracted to provide for booked immigrant until they are landed at their port otdeitInation In the meantime the cholera In Great Britain seems to have beea jfolriy mastered. The Chief physician pf tile local government board told tile Associated Press representative today that file outlook was entirely satisfactory. He said that although about tnirty cases of cholera at all ports of Great Britain bad tn dealt with during the last ten days there was no single Instance of the disease spreading beyond the person first attacked.

While it has been proved that every case of cholera occurring Is. this countryfris contrasted abroadand that the board puts the' St face on the situation still tile fact is palpable to everybody that. the public has become ut terly unconcerned and has become imbued with the conviction that. the disease will not be allowed to spread and that it will never assume any cptiemic form. Mteun lr loo el Circular. A swan sized tempest raged around the health officer of the coyCtor of the port today.

It all grew out of a misunderstanding of the presidents circular. and for a time the issue seemed to be whether Dr. Jenkins health was a bigger man than the president. The doctor fancied that the presidents circular' was designed to interfere with his work and compel the establishment of twenty days quarantine regardless of the state authorities and was disposed to assert the rights of states in the premises. lie declared he would give clean bills of health to ships whenever he thought it could be done safely regardless of the number of days quarantine.

At the collectors office is was announced that Jenkins could give clean bills of health to any vessel he chose but they would not permit any landings until the twenty days were up. There' seemed material for a row but. steamship men all said they would stand by the presidents order and officials at Washington. mollified Dr. Jenkins and averted trouble by telegraphing that the circular expressly said that the twenty days' quarantine was only ordered where not in contravention of state laws or regulations and that they hadno fault to find with the doctors position.

Dr. Jenkins hi an interview this moraine mid I don't want to be understood as defying the chief executive I shall' do all in my power to assist the national authorities in keeping the cholera from entering the country but 1 certainly think I have the right by virtue of the authority delegated to me ashealth officer of this port to' decide on the number of days that a ship shall be kept at quarantine. I shell decide the question in case of each ship' according to the. sanitary conditions prevailing on board at time of her arrival here. I' am acting independently of the president I don't mean by that I am going to allow a choleralnfected vessel to enter the port of New York.

I realize my responsibility just. as much as the president. realizes his responsibility. The. conditions might bo such.

that a quarantined vessel could. safely be. released in five days and again if disease kept breeding she might be de tained a year. Collector JHendrieks said Our instructions aft clear. We will hold vessels under the orders twenty days unless a modification is received from Washington whether the health officer says they may come nfror not.

are complications which may i in the democratic party losing the 0 the state La the presidential election The electoral rote of Alabama may 9. come. a commodity. It is possible that electoral ticket instructed. for nobody an pledged to nothing may be elected.

The democratic convention which nominated Jones for governor on the 8th of Jane nominated an electoral ticket. The republicans have not put out on electoral ticket and' will not They are waiting on the disgruntled Kolb democrats and the third party. This combination will hold a convention on the 15th to nominate an electoral ticket uninstructed. but divided Wween democrats and third partyites. Th republicans have agreed to support this ticket Such a combination would compete a majority vote of the state and may feat the democracy.

The complication and Internal warfare is the retJt or the fight the time democrats have made against Kolb the lender of the alliance movement. A lilt of History. Two years go Reuben F. Kolb. a farm- er and leader.

of the Farmers' Alliance in this state a thoonneed himself a candidate for the denocratic nomination for governor. Kolb blli. been conunisslQnerof of agriculture of the te for several years and was the. most popular man in the state with the farmers. Thrtg were four other announced candidates a of whom were fighting the alliance.

Kols went into the convention with a very strong following. He had within twenty a majority of the convention. The remainder of the delegates were dividd among the other candidates almost equally. The balloting went on for several days and when it became evident that unless some coup was practiced upon Kolb he would be nominated the other candidates each appointed friends to arrange Ii combination to defeat him. The.

man with the smallest vote In the convention WAS. Thomas G. Jones. There Ms home Instructed to vote as unit for him but eight of them were Kblb meria second choice. Had Jones gotten out of the race in favor of arty other candidate eight of his men would have gone to 3 olb and it was feared he would be- nominated.

Finally it was agreed that the only combination possible to defeat Kolb was for the other candidates to go to Jones. They did it. Jones was nominated by a small majority. Kolb accepted defeat not as gracefully as he might have yet he supported Jones. The Situation This Year.

This year Kolb again announced himself candidate for the nomination. Jones kewise became a candidate for a second tPm. Jones captured the majority of th delegates to the convention. The Kolb delgates had a convention of their own and nothaj Kolb while the regular conven- tionnominated Jones. Kolb claimed to be the regular democratic nominee and an- nouned himself the Jeffersonian demo- cratitcandidate.

Praticnlly all the democratic Farmers. Allian men in the state were with him. They ormed a coalition with the new third Pitt and republicans. Kolb tiled all this vote in the August election. small majority of the white people the state he claims voted for him.

The rsgula democrats captured" a- large' percentage of he negro vote. The' Kolb people darned ho was elected. The returns as thej came in showed it. to be very close. Contest were raised lit many counties where liolb hat majorities.

The regular democrats had contol of the machinery. They threw out the Yte of Teral counties on account of lrregubyjtles ant on the official canvass the result yas chan several counties. Finally wbgi the oUcia1 count was made public It sh wed Govtrnor Jones to have been re by neat eleven thousand majority. Kolb and followers immediately raised jhowl of rage swore ngeanc in all I. of shape The democratic leaders Iwever assert that lanes yes elected ijrly.

They add to this the statement that. th majority' of the democrats of the state catnot afford to allow a minority forming arialliance with republicans and third par- tyies to control its Against ClevLss Sortljr after the result WM announced Mr Kolb delivered a speech announcing thahe had been fairly elected by exceeding twUy thousand majoritrand that he' ha it.
