You read about it daily in newspapers. You pay for it when you buy a gallon of gasoline, and you detour around the construction which is already under way. What is it all about? Dr. Fujio Matsuda explained some of it yesterday in his talk to the Better Roads Association. This is what he had to say.

What is the Interstate and Defense Highway System? "It consists of about 41,000 miles of freeway, designed to the highest standards yet devised for safe, nigh-speed motor vehicle travel. "At the end of 1963 it was 40 per cent completed. The entire system is to be completed by July 1, 1972. How much does Hawaii have? "Hawaii was allotted 50 miles on the system from the 235 miles originally proposed. "In other words, we would justify only 50 miles based on the criteria used by the Bureau of Public Roads throughout the country.

"Hawaii's portion is located entirely on Oahu. It consists of three freeways radiating from Honolulu to major military installations." Where are they located? "Interstate Route H-l extends from Barbers Point to Aina Koa Avenue. "The corridor alignment has been selected except for the portion through central Honolulu, and we hope that we will soon be able to determine this. 'Route H-2 extends from Pearl City to Schofield Barracks and has been selected. "Route H-3 extends from Honolulu to Kaneohe Marine Corps Air Station.

No corridor alignment has yet been selected for any part of H-3." Who pays for it? "The Federal Government is to pay from 85 to so per cent of the costs of these super freeways. "Our allotment for 1964 will be over $20 million. In addition, we receive $4.5 million for ordinary Federal-aid construction a total of almost $25 million. "These allotments are from the highway trust fund to which we contribute by paying four-cents Federal tax for each gallon of gasoline we buy. "Our annual contribution is about $7 million, so that without Interstate, we would be contributing $2.5 million more than we receive." What about State funds? "Most of the State revenues for matching Federal aid come from Hawaii's five-cents-a-gallon motor vehicle fuel tax.

"In recent years these revenues have not been sui-ficient to match federal funds, even for the regular highway program which is financed on a 50-50 basis. "We have been meeting our financial needs through use of general obligation bonds. Future highway financing? "The people of Hawaii will have to face the problem squarely in the months to come. "I feel that revenues for our highway program will be one of the major topics of debate in the next Statewide election."
