Americans and Other' For eigners Are Being Driven From Several Districts in Oriente Province. MASSACRE OF WHITES THREATENED BY BLACKS Leader of Rebels Says That Outrages Will Continue. Until United States Inter- venes President Menocal Is Forced From Office. New York. May 6.

Charges that Cuhn negro rebels are burning and pillaging the home and properties of Americans and other foreigner In the districts of Palmarlto Bayate and Mi rande. Orlent province were made tay twenty-four American and British ret ugees who arrived here. today. They predicted' that there will be a massacre of th. white residents remaining unless the United States Intervenes and as- erted that the Cuban government is powerless to cope with the situation.

Most of the refugees escaped with only the clothes they wore. The accusations were substantiated by an appeal for aid signed by 11 Americans remaining In the territory occupied by the rebels. The appeal the refugees said. will forwarded to the late department at Washington. Threat Massacre.

Mr. McCord said last night that owing to some misunderstanding about the treasury certificates which were re cently offered. he had not yetsent out his Liberty Loan" circular to member banks but intended to do so on Monday or Tuesday of this week.

He was waiting- he said to get the treas un' certificate business out of the. way before taking up the bonds.
