Mr. Steed states that tide action of the state committee effectually puts him out of th running as It prevents him from making canvass of the state and says some plain things about early primaries.

He intimates that the early primary set for this year was the result of a conspiracy to accomplish his defeat The emphatic manner In which Colonel Steed refers to the state executive committee will be received with more than usual interest. as he wee one of the well-known reform leader In this part of the state in the campaign of two years ago. he then having been elected to' the tat senate on a reform platform. It is butJust to him to say. however.

that he was consistently opposed to early primaries and no one was more surprised than he at the action of the state committee in tailing an. early primary this year. Among other things. Colonel Steed alt in his card Borne months ago. at th earnest.

There is In the vaults of the Central Bank and Trust Corporation 12000 which is a part of the 20 per cent payment reclnCy made to the Neal bank depositors and for which no checks have been presented. It was three weeks ago that this bank mailed to each or the 9000 depositors checks for their rata share of the first payment. of their deposits.

The sum total of the checks was 1350000. and over. Nearly all of these checks have been returned to the bank for collection either in person or through the clear- Ing house. But 12000 of this sum has never been called for. It Is evident that the ownefs otthe checks are either carrying.

tile checks around In their pockets have lost or destroyed them. In the meanwhile the bank waits and wonders. To have a thousand or so depositors clamor for their money- Is not an unusual event In the country. but to have that many depositors let their funds stay in trust is unusual. to say the least.

Then too there are a number of checks which have never been mailed. Depositors have left their books with this bank to get their 20 per cent payments and have neglected to leave an address. This. too. ties up the syh tern of payments.

The bank officials state that they are anxious to clean up each payment before making another. and for this i reason urge those who have checks to deposit them for collection. and those who have not received them when due to leave their address with the bank.
