BARTLETT. FRAZIEH CO. New York, April 12. In spite of lower prices from London the market opened at only very moderate declines from the closings of last night and there' were evidences of fairly good local buying. Pending any definite information there not very much disposition to enter upon a vigorous bull campaign; the only stock which shows marked activity and strength being tobacco In which the buvlnir Is called good.

It Is' accompanied by rumors that negotiations are nearly completed which will result in the cessation of war between the Am. Tob. Co. and the. other firms which produce cigarettes and plug tobacco.

London sold almost all the International stocks but their sales did not in all amount to more than 10,000 shares. Considerable interest Is taken in the actions of Congress this afternoon and by them the course of the market will be largely governed. utcomeody. DEMARY, HEINTZ LYMAN. Chicago, April 12.
