It was not uncommon during his administration declare twenty per cent. dividends and it was a rare thing that any of the stock could be bought. Mr. Powell was one of those able managers who could grasp all the details of a large business and made the property one of th best that could be found. Mr.

George Felkerand Mr. Htotonhave jtaore recently been presidents and the corn. pany is to a most prosperous condition. For satUfaclory reasons the directors have not seen fit to make known their dividends of late years but none of the stock can be bought and this fact indicates more strongly than any stack quotations that the company is making money. How much they are making is no business of the public but it is gratifying to know that the factory is not able to keep up wUhits orders and that this as well as all ether southern cotton factories are snaking good dividends for theta owners.

The company manufactures shirtings checks and yarns the two first being sold exclusively by Messrs. OFarrel Rodgson of and the litter by a house to Philadel phis to be used as carpet warp. Five thousand six hundred spinolei are run end sixteen to eighteen hundred bales of cotton are spun into thread every year. High Shoals is located on the Apalachee rhAr 16 miles from Madison and 14 miles from Athens and contains a population of about nine hundred made up mostly of oper. atives and their families. A more contented et of laboring people it would be hard to find and' there is moral tone about the place which to the pride of the whole community Immorality amongst the women is a thing almost unknown and drunkenness amongst the Men soon leans to aloes of position. Theman- gsment of the factory with Mr. Hinton as president cad Mr.

It suer- ifttic people have determined to have connection with the world by a railroad and have offered a largo subscription to obtain the Macon and Covlngton. Anticipating a possible failure In this direction a number of the leading men the community met here and opened subscription list for the. purpose of building a narrow gauge road to Monroe or some other point on the GainesvUl Jeffereoa and Southern railroad.

It seems to be the idearof those interested to strike this road at its points of Intersection with the Georgia Carolina and Northern railroad. A handsome subscription was obtained to a few hours and the feeling now favors this connection in pref. erence to the ne with the Macon and Covrng- ton. The promoters of this scheme favor it because it will give them an outlet to Atlanta as well is to Athens and in this conclusion they certainly display sound Judgenieni. It is acid very confidently that 20000 con be raised and as the distance is only twelve miles over a nearly level country it Is believed that this mount will insure the building of the line.

With a railroad connection to any point new factories cad other industries would be started at onoe and High Shoals would be ranked as one of the factors in the worlds progress. S. S4VAIAH IS PROGRESSING The Ancient City Growing Young and Spry. SAvASXAII March 3. Special This city Is quite well pleased with itself justnow. Never in its past history has there been anything approaching its present united activity.

Public spirit behind public improvement promises to make a change in this borough that will astonish its most sanguine inhabitant. No mania no craze no fad but concert enterprise and a new-born spirit of hopeful- ness. Better pavements better architecture better hotels better public buildings indeed everything in the line of superior advertising. New residences a new government building a fresh court house a large depot for the Plant system nearer the city's center a large and stylish hotel edifice on Bull street where the barracks cow stands these are many of the contemplated betterments of the city. A source of inspiration is found in the census just completed by the directory men.

They figure out by actual count over 52000 inhabitants. An increase of per cent since 1880. Directory men aresometimes set down as suiting only too well those affectionate persons who declare that they love a liar but it Is really true that Savannahs nopulauon is as here enumerated. The question that the peo- pie recognize as important is how to secure the proper standing in the official census. of the United States.

A lot of political hum mers are deputed to count heads and they do just about in the same style as inspections ire often made by United States revenue officers. July is the favorite month for tie census taker and a very hot mouth for men unused to hard labor except In convict camps. The city will possibly take Its own census and hold this as a check upon the government heelers. The rank of a city in population has an immense deal to do with a towns growth and the fact is being recognized by Savannahtans who find they are being cheated out of their population just as the entire south was in 1870. It Is certain Savannah has above 50000 inhabitants now.

It is very much doubted by many here whether it has increased 58 per cent in seven or eight years. But it I has grown stupendously and is growing at an increasing ratio. What will contribute to Its prosperity is a belt road nearly completed running entirely around the city. Starting beyond the central railroad wharves it crosses Bay Street. skirts by the Savannah Florida and Western depot goes on out East Broad runs south of Anderson and proceeds north passing by the Central passenger depot.

It witt go as far up the river as the vale Royal mills. nearly to Jasper Springs- which" tare some two miles west of the city- exchange. A company has bought a large tract of high wooded landtliis side of the springs. The tract will be laid off into lots and a new suburb will soon spring up of industrious freehold en. A great many more or less distinguished strangers slip through Savannah' on their sad way to the land where the wintry boughs are supposed to inhale from vernal Sewers sweet fragrance.

After this year Savannah hopes to catch a great portion of these capitalistic tourists. One of these travelers possibly titter in intellectual wealth than in other securities namely Mr. William M. Wakefield of New York called at a newspaper office today and met your correspondent. Mrs.

Wakefield furnishes art notes to the Boston Commonwealth and other leading papers. One of her remarks was a commentary on the south or at' any rate a revelation of northern opinion.
