THE signal service bureau report indicates or Georgia to-day fair weather followed by increasing cloudiness and local ruins winds mostly southerly stationary or lower temper attire and pressure.

LlEnuNT DeLoNGs death and the destruction of the Jeannette are told of in detail to-day. The antithesis is fitting. The ship and her commander are both taken leave of in Arctic regions with regret for and sor. row at the ending of so brave a struggle in so pitiable a manner. WHILE we are importing just now more goods than we export yet the fiscal year will show a favorable balance of trade and if the growing crops turn out well the next fiscal year will show even a better result.

The present lile turn against us is due to poor crops and our own extravagance. With good crops we can allord to indulge in some' silks and champagne. MR. STEPHENS introduced by unanimous onsent last Wednesday a bill to transfer certain counties from the southern to the northern judicial district of Georgia. and to divide the northern district into two puts to be known at the western and eastern divisions.

The bill was referred to the judiciary committee and ordered to be printed. When a copy of the bill comes to hand we will be able to state its terms more distinctly. SOME very significant town elections occurred in Indiana last week. In nearly every case there were democratic gains and the elections as a whole point to a democratic sweep in November when members of congress are to be elected. Indiana like toe ret of the country is preparing to kick the Keiler-Robe on crowd out of power.

The papers that do not see any significance in the recent town elections are the papers that see no offense in the star-routers. WE desire to call attention to the fact that it is a penal ofFense for any person to conceal a case of small-pox. The statute makes it a misdemeanor and under the law it is punishable by a fine of cue thousand dollars and imprisonment in the chain gang for twelve months. It is the purpose as we are informed of the city authorities and the civil authorities to enforce this law to the letter. Any person who is a party to the conceal- suent of any case of smallpox is liable to in tlictment for misdemeanor and will be punished.

It is the duty of every citizen to report promptly any case to the authorities that it may be so disposed of as will protect the city. MR. STEPHENS AND THE GOVERNORSHIP. We print this morning a verbatim dispatch from Mr. Stephens.

We prefer to let our read- era put their own construction on such parts of the dispatch as may appear doubtful in their meaning or purpose. There are some points that call for discussion at our hands. In saying specifically that he would "certainly accept the democratic nomination if ii were tendered him. Mr. Stephens becomes.

whether he wishes it or not a candidate for that norninalion. Presuming upon his words his friends will attempt to secure that nomination for him. As long as these words stand Mr. Stephens is a candidate for the democratic nomination and as such a candidate the party has a right to ask his fullest fealty and the frankest expression of it. The public journals have the right to discuss his position.

comment on his attitude and hisut terances. We frankly say we believe Mr. Stephens is with the organized democracy the state in this fight and that he will stand by its decrees. He certainly occupied this position sonic weeks ago and certain lines in. his interview justify the belief that he has no changed.

In this spirit then we-renew a discussion of the coming race. We say to Mr. Stephens with the utmost respect that he ought not to receive the nomination of the democratic party if lie compromises with its enemies. There is no man no matter how bright he may be who can carry the standard of the democratic party of Georgia it he comes to its convention bearing the standard of the coalition. Mr.

Stephens may flatter himself obsequious friends may lead him lute the belief that indorsed by the coalitionists he may override the democracy and beat down its chosen leaders. He may do this. But in doing it he will not conduce to the harmony he now so earnestly invokes. On the contrary he will intensify the bitterness of the inevitable struggle. by lending the coalition the prestige of a great name and giving it a strength it could not otherwise command.

As matters now stand there la no division in the ranks of the Georgia democracy of which Mr. Stephens- is an honored and illustrious leader. It was never so solidly united WI it is now since the days it turned from power the same enemies that under scarcely a veil of dissimulation confront it to-day. Mr. Stephens.

has but to look and he will see the Norwopd and Colquitt factious shoulder to shouldet the organized and indpend ents" hand in hand after years ofstrife and separation. If left' to itself the democracy will beat any candidate the coalition puts up by irons 50000 to 80000 votes and we shall once again see GeorgiJwmonioutJII14 and solid. If Mr. Stephens lends his influence to this petty faction. lie will dignify into a contest what would otherwise be a walk-over and prolong into a bitter and lasting feud what would otherwise end with the ides of October.

We write these words in no passion or haste. The aggression lid 1 ouu Witirthe democracy. The uero republicans in convention unanimously agree to give it tbelrb1id strength.

All the democratic elements are unitedvand with but one one incentive one battle- cry and that Death to th Democracy It is now proposed that this coalition shall at its June meeting propose the' name of a candidate and that man onwhose name has been standing at the head of its leading organ for mouths that this man shall accept the nomination of this coalition and that the democracy when it meets in convention shall ratify the suggestion of the coalitionists. Why Mr. Siephens himself would despise such cowardice on the part of an individual much less of a great party. He has already led one campaign against his own party when it accepted the candidate that a combination convention called in advance of its own had suggested. We understand that our advice upon these points may probably lead the party into a desperate battle.

We underrate in no sense Mr. Stephens's holdon the people in any event and the strength he would rally about him if he should conclude to oppose the party that has honored him so repeatedly. We understand all these things and understanding them spcak all the more plainly. We are ready for conflict when peace can only be purchased by submission We do not shrink from defeat when victory demands dishonor as its price. TO THE CITY OFFICIALS.

In New York city small pox has not been allowed to gain a foothold and in Chicago the-board of health is rapidly stamping it out. In scores of places throughout the country the pest has been driven out by vigorous measures although it came from many quarters and in its worst forms. Now what has been done in nearly every state of the Union certainly cen be done in Atlanta. The dis ease is not epidemic hers it is almost wholly confined to one locality and to one class of people and yet it is permitted to linger in thg city to the detriment of business and to the uneasiness of all the people in or near the city. This should not be.

The disease should be stamped out regardless of expense or effort. Not only the board of health but the city council should adopt the most decisive measures. The course of inspection should not wait upcr' the development of cases hut it should be brought to bear Upon all localities where there is any probability of a case. Such localities as Us Alley should be thoroughly inspected vaccination should be compulsory in all suspected localities and fumigation and all other means of ttisinfection resorted to. If we are to wait until some one reports a case from some alley the disease can never be strangled.

Infected houses should he boycotted without hesitation and all who have been exposed to the scourge should be strictly quarantined. We have no disposition to find fault with anybody but it is as plain as the nose on a mans face that the council and the board of health have delayed a valuable opportunity to stamp out the pest much to our common sorrow and loss. Vaccination and decisive measures of isolation and tilsin- faction should go on hand in hand and we call upon council and the board of health to give their bet attention to this matter at once. The obstacles in the way of stamping out the disease are by no means so great as they were in Chicago or in a dozen other cities of the country where the pest has been recently faced and driven out. The authorities of Atlanta should take hold of the matter at once and in earnest.

We cannot afford to overlook a single precaution or a single effective step. With proper vigor and skill on the part of the city officials together with hearty cooperation on the part of all citizens the pest can be driven out of the corporate limits inside of thirty days. There have been less than fifteen deaths so far and less titan forty- five cases. This surely can he promptly managed. THE LUSTY GOURD.

There are few of our readers whose memories antedate the war who will not join us in sympathizing with the movement which has just been organized hereabouts for the purpose of stoking the markets of the world with the gourd. It is a movement which is not without its patriotic impulses and those who are familiar with this lusty fruit of the vine which it is proposed to propagate will bid the projectors Godspeed. Speaking of memories that extend back lull the pat it is wonderful how large' a variety of gourds one small recollection will cover. Far be it from us to throw even a small drop of cold water upon the project the details of which have been set forth in these columns but an memory compels us to state that the gourd cannot be introduced into good society until the frosts of winter have shorn it of its pungency. When the luxuriant vine flourishing in some sun-smitten spot where no other vegetation will grow climbs up on the fence and gets astraddle of it and crawls along thirteen or fourteen panels it is needless for any one in the settlement to protest.

It seems to be ab solutely necessary that tbe average vine should see more of the world than any of its neighbors. The story of Jonah's gourd is probably not exaggerated in the slightest One small gourd- vine properly let alone will climb over a negro cabin and crawl all over the fence in one night and the whole atmosphere will be filled with an odor the pungency of which may be briefly alluded to but not adequately described. One tolerably fair specimen of a vine growing near by has been known to destroy the flavor of the fruit of an entire watermelon patch and this too without ay apparent effort. The yellow blossoms are attractive to the bees and a half dozen ofjthese insects can carry enough gourd pollen into a watermelon patch to destroy a crop. We mention this as a fact for Editor William Moore and our other August friends to bear in mind.

It is very very jank too rank indfedto carry around in the pocket-handkerchief. But when the fruit has been properly seasoned and cleansedahd made into the form of dipper nothing imparts a finer flavor to the water. Indeed it is questionable whether er drank from tin or cocoannt dippers can be called pure and even if it Is its purity not of the sort familiar to us all lhen in the old times we gulped it from the gourd that hung on the stick near the spring-or from the gourd that lay on the welL And there will positively never be such another gourd as that which the boys were in the habit of handing to the girls in- school because there was a leak in the handle. A gourd in those days was a friend to all kissing the mouths of all who might be thirsty.

People not only had their favorite gourds but favorite methods of drinking. We have all heard of that fastidious stranger who called at a country house and asked for water. Taking the gourd in his left hand he placed his mouth near tbe handle but was struck dumb when one of the children screamed out Mister that's granny's corner All this was long ago. The new boom in gourds like the so-called testhetic movement is merely an effort to return to the comforts of the good old people who lived in the good old times. A TALK ABOUT MACON.

We give a page of this mornings ru TIOX to the interests of our sister city of Ma- con. As we have before remarked the state Georgia is the field of Ties COSSTITUTIOJI. Our columns have shown the most abundant proo of this and will show it even moreabondant. ly in the future. It gives us especial pleasure to write of Macon.

It is without doubt a solid city full of solid people. When such a city takes on such a boom as Macon is now blessed with there is. no feverish or mush- room growth about it. It never loses a step in the progress it makes and it is making strides now that would do credit to Atlanta or any other city. We take pleasure in calling the attention of our readers to the fine exhibit made of Macon and Macon merchants and enterprise which THE Coxstixutios presents this morning.

NEWS FROM SENATOR HILL. There is nothing very decided in the past few days from Senator Hill. A short time ago a letter received here stated that all the liquids swallowed by Mr. Hill he being unable to eat solid food altogether. issued from the wound in his neck.

and really was not wallowed at all. Under this statement ap prhenions were felt that there might be definite news to follow very quickly. On the next day letter to Mr. Edgar Thompson from Ben till jr. stated that Ms father was very much brighter and more cheerful than when.

they ar. rived that he was comfortably fixed and that he intended to stay in Eureka all the summer. The writer added that he would remain with his father for several weeks at least. As he feared vhcu he left Atlanta that his father would not be alive when he reached Eureka these statements seem to imply that he was much stronger than when he had If ft him at Washington. or than hi- had hoped to find him In Arkansas.

He stated also that there were many miraculous cures effected at the springy and that many of these hat been brought to his fathers attention and tha they had given him much hope. A later letter stated that Mr. Hill was ittit up for the tist time since his arrival on the day the letter was written. We heard last night that he was not doing quite so well. We print title information pimply that the people may understand the situation asfhras possible.

There will prayers ascend for our noble senators life from thousands of hearts in Georgia this Sabbath day. May they be answered. Tint federal office-holders are acting a though they are the assignees of the independent party. This La in the direct tine of democratic prediction. THERE is no reason why Albert Cox shouldn't take his accustomed seat around the democratic board. Indeed there isevery reason why he should. Thera Is tea longer any lndepeudentfsm in Georgia.

The issue between the worst form of republicanism and the democratic party was never more clearly male. TILE result In Georgia will show that our nice new president is no such a consummate politician as he is cracked up to-be. THE claim of Colonel Farrow that the white eel office-holders in Georgia have it in their power to dictate how the great mass of negrose shall vote amply justified by the action of Jeff Longs convention. WE judge from Farrows statements in reply to Smith Clayton that he is not only the leader the coalition but the conductor of the independent party. This is quite a revelation.

There were seven cases offi ciatly reported but one of them Henry Eecham at 54 Foster street. was announced in yesterdays CONSTITUTION as one of the cases of the previous day and properly speaking.

therefore there were only six new cases yesterday. The cases of yester day aside from Leekhm were Mary hardy. Ella RJlm and D. IV. Ryan who were taken from Lynchgalley Emma Montgomery at 181 Butter Sam Harris who lives on Harris street.

near Fort and O. S. Thomas. who was taken from the Willingham building. All the cases were negroes and all were sent to the hospital except Harris.

who will be sent out this morning. Last night there was a. ease of varlotold reported on Fillmore street near toe Fifth Baptist church. but was too late to make an investigation. and it will not be known until to-day whether or not the report is true.

The city is more quiet than on Friday. The work of looking into the supposed cases and fumigating rooms and quarantining the exposed persons progressed as usual. Vaccination continues as lively as ever every man seeming to be alive to the fact that he It his own keeper. and that lee must see to it himself that he is protected. A wtvroav OF POX IS ATLANTA.

The reports of tine extent of small-pox in Atlanta which i out nave increased in size as they went until very few people outside ot the city know the real situation. I sea CONSTITUTION ha presented the facts fully and his kept its readers informed a to every casio that has occurred. It Is now just a lilUe more than a mouth since the fleet case was developed and below is presented a short but Complete history of the career of the disease in Atlanta up to date The first case that occurred was that of Myra te a negro girl who was taken tee the Beaver Slide and who died a few days afwr at the hospital. The heaver Slide was burned and everything grew quiet but as wasanticipatedaDouttwo weeks after the first appearance of the disease there were sev eral sea developed. all traceable directly to contact-with the Beaver tilde case.

There was a lull for a Week and st Sunday the time for the third crop a case was developed and since that time the reades of THS CoysTITcrioN can remember the number or casts that were reported each day. Since the first appearance of the disease every man woman atd child who has been exposed has been vaccinated and put under quarantine. In some of the eases the vaccination came too late to keep off the die- ease but considering the large number who were exposed and afterwards put under quarantine it Is regarded as a matter for cotsgralulauon that so many have escaped. Of the scores who have been seat to the quarantine camp only twelve have taken small-pox since their arrival there and all of them are doing well with one exception. There have been some cases of varlolold but nothing worthy of mention has grown out of them ex.

Cent the moral which each case teaches and tbut is vaccinated. Yesterday a representative of Tire Co went out to he quarantine camp suit JaJ a long conversation with Dr. Nathan Harris. ho has charge of the hospital. The doctor isthutoff almost entirely from cousmunlestlon with the outside world mid is taking things quietly with his patients.

He says ihat in nearly every death that teas occurred the patient was seutout in almost a dying condUlin. Since the first ease In the Beaver Slide and including that case there have been up to date one cases. Three of tho cases were allowed to remain in we city. and the premises were guarded at the expense of the patients. They were William lyle on Col- liiuEtrtet Neville Mower on Mdflonough street.

and a man named Guess on Fair street. The two former died. Guess was reported as doing very well yesterday. The other cases which were developed in the city and sent to the hospital are as follows Yyra Tate. Rachal Willis Sorretl Jake Berries Aaron Johnson.

It is proper to say that Willis Sorrells who is put in the above list died herein the city but he was burled at the hospital. There have been four cases only among white peoptelbey were a follows Willie Irte Nivlle Mower Mr Guess and Mrs. Dyer. Mrs. Dyer was.

sent to the hospital where she was given a special tent. The others remained In the city. All have died except Guest It is definitely settled that the following cases will rev-over the patientbeincalready ont ogee Morgan Frix G. H. Holmes Lute Jones Jamison Harris John Willie Carter John Trice Henry Sorrell Sarah Henderson Manda Carter Josephine Carter and Halite Cobb.

There are of course other cases that will recover but these are out of danger and are waiting for the scales to get off their faces before returning to the lity. To sum it up there have been one cases of which thirteen have died leaving thirty now on hand of which twelve are already safe. This leaves twenty six doubtful cases nineteen of which have been developed within the lat week. Those who are now in a critical. condition are lUzabetl1 Davis and Henry kham.

There are now only about twenty persons at the quarantine camp. The accommodations at the camp both for those under quarantine and the patients re In every way satisfactory. Dr. Harris is much pleased with the tents for the patients. By their use the patients are not crowded into one or two rooms.

Everything seems to be working in a most satisfactory manner at the camp. and the reporter who was there yesterday saw nothing that could be complained of. Officers Parish and Christyphine of the police force are still guarding the qurantilecamp.

VACCINATION rut CITY. Vaccination in the city Is progressing in a very tatisfiCtDry way. It estimated that from a thousand to twelve hundred persons are vaccinated daily. Many of these vaccinations are upon persons who already have scares but prefer to test the matter as to whether or not they are fully protected. Dr.

Logan. who has charge of the city vaccination office at the police headquartersgives it at. his opinion that fully thirty thousand out of the estimated population ferty thousand in Atlanta are absolutely pr Uced against fm pox Vaccination is gol on In the wards by specially detailed physicians who report an. averaze of one hundred vaccinations ire each ward daily. making 500 in the city every day for the live wards.

Dr. Martin is vaccinating in Ole rounds from El to 100 daily anti other physicians are firing lively work in their private practice. Dr. Logan. at the free office has vacdaated as follows since the offici was opened Aprilt4th.
