and what are the good people there doing about it Governor Terrell has offered a large reward for the arrest with proof that will convict of the men who took part In the overthrow of the states power there. This lynching occurred within 4 miles ofCarriesvllle the victim be ing taken from the sheriff who wet trying to get him safe in Carnesvllle' jail. It occurred in the daytime and it is a natural assumption that som of the men who committed this crlm against the state are known. Are the I good people of Franklin county doing everything in their power to bring the miscreants to justice Are they i going to. do everything they know how to secure the punishment of thoso i who have brought this stain upon their civilization We believe the good people of Car- inesville and of every corner of Franklin county deprecate and condemn lynch law.

The good people are vastly in the majority in that county. But will the state at large will the world at large believe it unless they assert themselves and seethat the lawless tynchers are brought to speedy punish. ment The responsibility is upon Franklin county The Atlantic and Birmingham. The first annual report of the At. antic and Birmingham Railway Corn any makes an excellent showing for this property which seems destined to play in an important part In the development of a rich section of this state and perhaps to prove a valuable link in bringing Into Georgia some one of the great railway systems ofj the west.

The financial record of the first year of operation shows net earnings over operating expenses of 210802 which deducting interest on bonds and interest and discounts leaves a surplus of 107866. The railroad proper ty consists of the main line from Waycross to Montezuma to which has since been added to the line from Nicholls to Brunswick giving a line into that important south Atlantic port and a branch from Fitzgerald to Thomasvllle. The tot mileage is valuable terminus in the splendid port city of Brunswick and extends through a section of the state which is rich and capable of great develop. ment Ultimately it will be extended on to Birmingham with a line also into Atlanta. The probability is that at Birmingham there will be math traffic arrangements It the relation" ship Is not even closer with some Important system piercing the west which thereby would secure a direct line to the seaboard.

With Captain W. G. Raoul at its head' and an efficient staff of officers under him the work of pushing for- warli the development of th property will go rapidly on. The Atlantic and Birmingham seems destined to be ax important factor In the railroad affairs of this section in the near future. slightly over 340 The Fourth" Class Postmasters.

The Texas League of Fourth Class Postmasters has organized a movement designed to impress upon congress the necessity and Justice of extending the civil service rules to Include postmasters of this grade and the reasons they set forth are certainly logical and reasonable. There are over 65000 postmasters of the. fourth-class in the United States whose average salary based on a commission on the amount of tamps cancelled at their offices Is less than 15 per month and many of them do not receive 25 a year. It is complained that to these postmasters the postofflce department does not furnish a single thing with which to coriduct the business of the office making no allowance whatsoever for rent fuel etc. As things are organized at present the fourth-class postmaster Has the slenderest kind of a hold on his office poorly renfuner- ted as he is for this is a spoils preserve of toe politician.

who is generally practical in polling appointments of the kind. This precarious tenure of office and beggarly treatment at the hands of Uncle Sam makes the average lass postmaster think twice before he goes to much personal expense to fix up" his office tar the convenience and aesthetic pleasure of it patrons. He is not apt to build handsome box i fixtures and buy much- mahogany of flee furniture under the present pe urione arrangement nor ir he sofapt to exert himself to become a first- lass postmaster In a fourth-des It Is believed that the application of ri WtotbJb rf ot faithful a benefltjof the llt 14 fair' jpresonrt thu would the' effect and it 1 certain the tonrth class postmasters wfl hare the strong est kind of znor4 support in. their respective" communities when an Is sue is made of the matter before the committees and floor. of congress.

This with reference to the Decatur orphans' home alone.

Many thousands of do lace are raised annually by this praise worthy method for the several institutions mentioned the gratifying result having gone tar to place them on I secure financial footing and add to their capacity for good works. There are other institutions of the kind not joining in the formal call which as sorely need a share in these free will offerings notably the Geor. gla Industrial school at Macon the St. Joseph's orphanage. at Washington the Home of the Friendless and the Sheltering Arms it Atlanta the Augusta orphan asylum the Appleton home.

deserves the sincerest concurrence of the Goor gla public. The loss of one days In. come may be and doubtless is a sacrifice to the majority of those who are charitable enougn to freely make it but thrice blessed is the. charity that comes through self-denial. Thera ii something peculiarly beautiful and Christian in the general observation of this Gift Day and the growth of the custom encourages the hope that it will become more and root of a permanent fixture in Georgia philanthropy as years roll on.

The Constitution earnestly ex. presses the hope that the people of Georgia will do their. full part toward helping in the charitable cause as suggested and that Saturday evening will witness the most generous lift Day offering ever made since the noble movement was inaugurated.
