He was Intro jgtej by Dr.

J. W. Oarmlchael of the fourth ward committee. Dr. jjjjaieliael made a very brief speech Vattof that he came to hear Mr.

StocX- i iri speech and would not take up the Ua of the meeting UrStocfcdell spoke as follows. I have a pardonable ambition to be maror of the city of Atlanta and I want to MT that I believe it is a pardonable pbltlon on the part of any citizen tOj de' to be a candidate before the people for that office. I do not believe the ambition on the part of any man to be gayor the second time is quite so par. 4onWe. unless there- be circumstances er conditions demanding his candidacy other th his personal desire for the Bos and the salary accompanying Viben man fee called upon to run for tie office of mayor the third.

time. about the only reason that he can have torso doing is that he must be In need of thj office and the salary which goes itonj with It. We- have before us in this ne for the mayoralty a candidate who if sow making his fourth race for that and that is Alderman Woodward. Be has already made the race for the tfSce three times and" been defeated lid he has the audacity to ap. war before the people again asking them to put him In the mayors chair.

We have In this race another cendgate who feu already served two terms of- two. jars each as mayor and that. la ex- Xl1or Goodwin. I do not believe that ft demand on the part of his friends fa run for this of was anything like ft peat as his desire to have the office ud the salary that goes along with It. lx Goodwin has.

In my opinion hen fully paid for all that he has ever toe for the city of Atlanta. The public record shows that from 1874 to 1894 he tew from the city treasury as councll- tan alderman mayor and city attorney enormous sum of 29250 and now he nats another term of the mayoralty an additional pay of S8. 00 which You1d live him out of the city treasury IC elected this time the-sum of 35250 hli service extending over twenty- years. In other words he- will bin received if elected this time money out of the city treasury hue supported him during the twen- two years time. I do not believe that- people of this city are prepared to' say7 hit there Is any public demand for Goodwin to be elected to the Bce of mayor for the third time.

His jut record during his four years' ice ll10r does not show from the records nithlng that he has ever done of any teportance nor does It that he has rer reconmmended anything. I have no WUdsm to make of his conduct while In tbt office of mayor during the tom' years iMpestion because I believe he did his but that is no reason why he ijfliotild feel called upon toserve theciiv tt I. third term. friend. 2 I. ad not ued the funds of my friends as I did ln 1893 the notes of the city of Atlanta would have gone to protest and Mayor Goodwin would have had to shoulder an the criticism that would have followed. Yet for all this what do I let at the hands of Colonel Goodwin Nothing tout a coldblooded op position in' my present race for the may oralty. although I was an announced candidate forty days neforsjje decided to nter the Held.

KxiMayorOoodwIh says that he' la running Ills race now. because the conditions are the same as in 1892 when he allowed himself to be persuaded by his friends to run at that time. What he mean by that Is that Alderman Woodward was going to be a candidate. and that he Mayor Goodwin Is the only man who could beat Woodward. HoV Woodward Waa Beaten.

Ra has entirely overlooked the fact tharIn Orfer to beat Woodward in 1892 It took the combined efforts of all of his frlefls and all of mine to accomplish it and The only thing that I can possibly thlnk of that prompted him to enter the. race outside of his desire for the 0tflce and thft xalary would be tnat he thought TposslblyL would retire. In fact I have heard It said that Mayor Goodwin had that Impression because he did not think would warifHo get mixed up in aihot political race The friends of Colonel Goodwin are spreading broadcast throughout This city the statement that Colonel Good wins position in the Odd Fellows is such that all the members of that grand In stitution will vote. for him. and rUht here I want to make a few solemn re marks.

I do not believe that the Inst- tutlon of Independent Order Odd Fel- lows will authorize or allow any such thing as is beiiw advocated by ex- Mayor Goodwins friends. The conduct of these people In order to bring this ancient and honorable institution into politics. Is such as to merit the condemnB tion of every member of the order. and If there Is anything in what a great many of my friend tell me who are Odd Fellows. I am sure they will rcpudlatr this conduct.

I want to BAT that I belong to a great many ernal mVmutloM and I have not myself nor 1 allowed my friends to use them to the XieSt candidacy In this race or any other uolltlcal race and any who does It or permits Us friendsto do It Is not entitled to the ro- sSect ofthe good people of this city. whetteV tW be members of fraternal Berarding the Tax Bate. a m. of my enemies are circulating i Tt that If I am elected mayor I Are being made sol eiro antee mjuring that I will veto to the People of AUaaUUW a i pr ltlot tacrtaslng of tates or the a mg towards be some licenses wf JSSJLy which could not eorgreatemergenoy have avoided and Vmy position antf meet like men. that of ex- i lks drrtsed to Major Slaton nuikln thr propc Uo that.

am the' only candidate for the office of. mayor who has stated on all occasions and everywhere in favor Of putting Chief John W. Ball at the head of the police department with abso lute power and control over the de. partment to give him a fair trial and If elected I will not' only- promise to do so but I wilL guarantee to too so or give up tho office. I am very sorry Indeed to see my friend.

Dr. Loriglno weaken on this subject arid telling the public that the police question does not amount to' anything. As Mayor pro tern he presided over the meeting of the gen eral council recently when the two famous ordinances Were adopted mak ing in police commissioners Ineligible to succeed themselves and to require a three-fourths vote of the police to de pose the chief. He must have known from the immense crowd of cit izens who" were there In their Indigna Uon that the people demanded the ac tion wbkh was taken by the council. He must have read the newspapers and saw that all of them with one accord were on the same line and yet.

seeing all this he should stand up. before the community and say there Is nothing at all In this police question. I had thought Dr. tiongino had too much backbone to make any such statement but I am not surprised at It because he has always been a Billy Brotherton man and I understand has always voted' for Brlth- erton. Speaks tp Mr Woodward.

I have heard of Alderman Woodward talking to his friends. among the labor Inl men and saying that I am too proud to speak to the people and while there may be times when I have passed my best friends without speaking to them I want to gaythat If I have been co m. mented on for one thing more than another It is for speaking to nearly every body I see. I am not thrown much with the laboring classes and" any state ments made by Alderman Woodward to them on the line that I do not speak to them Is simply appealing to their prejudices and is not right. I want to say there is no kick coming to.

Jim Woodward about my speaking to people I speak to him and when I do that I can certainly speak to anybody on earth. If there is any candidate run. nlnl for the office of mayor whose record is clearly before the people it IB Alder- man Woodward. I can only say. to-them you have his record before you.

You know what it was when he was mayor. You know what It Is and knowing that record vote for him If you wilt Now I come to the last man In the race. Little Jlmmle Key. Little Jimmle should properly be called an orphan as he has no hornet He says he Is against all the factions and it that be true where in the world does he expect to let his support from And who Is go- litg tovote for him In this race Be fore he gets through with It he will wish that he had somebody to adopt him who had some Influence and give him some standing in this community. He as well as some of the giber candidates insists on referring to factions and are disposed to' lump upon me be cause I am supported by Captain Eng Uh and Ills friends.

Now I want to say I am proud of the fact that Captain English Is my friend and at the samti time-1 want to say tnat i do not repre sent any factfon but on the contrary I represent a great part of the population of' the city of Atlanta that portion of our population which wants peace and order that portion of our populaUn who despise police board politics and who do not believe In a man being elect- e6 to oMce simply because they can vote for this mans friend or the other that part of our population which Is utterly and unalterably opposed to fostering upon this community a system of poli tics which has been In vogue or years and at whose head stands prominently VV. straightforward men shall elected to the council and aldermanic beard who will take care of the city's interests In the proper manner and havr no connection whatever with any iar- tion of any kind but stand for- the good people of Atlanta In. all its various in dustrlu and Interests and finally that portion of our population who stand I ready at all tlmeu to acknowledge tb I gcod works of our prmlnent citizens who have aided In building up this great city' of ours and who are known of an men. and in this connection I want to I say there Is no man who stands more prominent In the work of building ut the city of Atlanta than my good old trlend. Captain J. W.

Sngiish. Right here I want to say that go far as police board matters are concerned CayliUn English Is thoroughly satisfied with th situation but he agrees with me that i we should go further with it and make It stronger and more effective and mak It so that politics will be taken out of the board and police department and forever kept out. I want to say further that you can put all of Capialn Eng lishs political enemies together. and mako a list of th and see what they hav done In the way of dollars ana cent toward building up this city and' jou will find that the individual efforts of Captain English alone are far In excess of everything that has been done by all i of his political enemies combined and I vhen one of the candidates whom will call Sunny rim attempts to reflect or. Captain English In any.

way ha wrings down upon his head the coo- demnaUon or that portion of tii pop ulation of the city whom I represent. In conclusion I want to tell you of campaign lie which Is being clrcu- lated for the purpose of Injurins In the race and that Is that hava made a combination certain candi dates for the aldermanie board and council I deny these statement as absolutely false and without any foundation whatever.
