Lloyd George declared that Germanys troubles were very genuine ones. lie emphasized the dangers that would lurk in separate action. such no seiz tire of the Ruhr basin for instance which France has een threatening. Great Britain. Lloyd George declared has suffered from the war equally a much as France.

The interestu of all the allies not one only. should be considered in formulating a polity toward Germany the prime minister said. Pqinrare argued that Germanys condition is largely her own fault and i the result of reckless expenditure subsidies and unscrupulous inflation of her currency. The French premier branded the report of the guar antees commission as etrernely vague and inadequate anti not providing suf ficient control over the Issue of paper currency and omitting any refutation of the reichstag. Opposes Moratorium.

France he asserted will oppose a moratorium for Germany the allies are given productive guarantees. Poincare warned the delegates that if France is forced to act alone she may have to take strong measures but explained that she wanted to work with the allies if possible Premier Poincares proposals pro' vide for the control of tax assessment arid collection investigation of all of Germany' assets and establishing al tied control over them so that the private fortunes of the bit industrial kings particularly can be drawn on for revenues by the allies. Poincare raid the Versailles treaty i being disregarded more and prp and claimed that Germany has failed to disarm. Lloyd George di disagreeing with the French premier. retorted that as a military power Germany is prostrate and broken.

Polncare Angered. Premier Poincare angrily ileclirpil that Germany has been groltirtily let off from her obligations until now she is paying nothing and causing a serious deficit in the French budget. He denied emphatically thatFranr is imperialistic. but insiited that it is impossible for France to disnrm while she is still unsatisfied ns to her Settloty Replying Lloyd George cited fig- area to show that England had contributed vastly more money th France in the war. HP said Britain's claim to reparations was ns great as Frances declaring that England also has devastated districts in her trade.

The population of Frances devastated districts lie wild is only two million whereas eon four and five million in Great Britain are affected by unemployment. Collapsed Mark. As to Germany Lloyd George said he had already paid WK000000 pounds sterling about to the allies The collapse of the German mark the primp minister said showed the true condition of af. fairs. We are all interested in getting as much as possible from Germany.

but it is a question of method- whether we are going to get only trouble or hard cash. the British premier declared. This test he said should applied to all sanctions. Lloyd George thought unanimity should govern all action of the allies regarding enforcement of the Versailles treaty. He warned of the costs and probable futility of an invasion of the Ruhr district.

Italy. Belgium and Japan submit. ted their respective views after the two premiers had finished. SAFETY WEEK" PLANS ARE MADE Continued From First Page. ty requested.

Tb is said to be pro. ducing unusually gratifying results. Delbert Outlines. In outlining the plans for the "Safety Week George A. Diebert.

secretary of the Citizens' Safety association emphasized the fact that it is not his organizations idea to have one week of feverish activity against traffic law violations during which motorists and pedestrians will be hauled in for the Vast infringement of the law after which the safety idea will become a passive one. What intend to do said Mr. Deibert. is to warn each and every man. woman and child far in advance that they must regard each and every regulation.

The police will lend us their cheerful aid. I am sure and during the wet week they will be asked to point out firmly to each violator of the traffic laws hi mistake and explain how it may be avoided. i In event of flagrant we will ask the poliw to rtand act sternly and we will ask Recorder Johnson to go the very limit on the driver or pedestrian who is dgliber- ately ignoringthe laws. I noticed that in Jacksonville last weeks two men were sentenced to 70 days in the stockade each by a judge who had reason to believe they were criminally negligent in injuring two children. That judge has my admiration.

Asked what he considered the greatest menace to the safety of Atlanta's public. Mr. Deibert said Drunken drivers young people on joy rides negro truck drivers and people who are just indifferent con stitute the most threatening classes. There are a lot of them in Atlanta but they can be placed on the right track with the proper treatment. Drivers in genertil tire obeying the laws as are pedestrians but there is need for improvement.

For in stance pedestrians rigidly obey th Five Points' traffic signals but they I absolutely ignore all the other lights. i This is partly due to the fart that police supervision is not as strict as at the city's busiest point. I Inexperienced drivers. we have found. are not really dangerous.

As' it clTPs they realize their responsibility and are very careful. But the joy rider and the drunken thriven must' be taught to obey the laws. It will depend solely upon them how quickly they shall learn and how little trouble they will encounter during the process. We intend to make this' years safety drive a sane and sensible anti a thoroughly efficient one. We look test general operation and hone that the campaign may go rtiron li permanently without inconveniencing anyone.

Police officials said Monday night that their department wil cheerfully lend their aid to the project. I FARR IS BADLY HURT i Horace E. Way. traffic in the downtown business district of Atlanta will be greatly facilitated I it was asserted by members of the city planning commission who recommended passage of tbfe ordinance.
