In February, Steve plans to change the name of his company from Strang Communications to Charisma Media. Since 2004, an online program has allowed Florida teens to take the learn- ers-licensetest without going to a Department of Motor Vehicles office. The permit is needed before getting a drivers license.

That program is being canceled, and teens now will have to go to a county tax office or a DMV office to take the test. The online test cost $20 to $30, but there is no charge for taking it in person, state officials said. The 97,000 tests taken online in 2009 generated about to lion in revenue. Ken Underwood, a Ponte Vedra Beach businessman who is the founder of the National Safety Commission, which runs one of the online-testing programs, said the real loss is to the residents of Florida. The cancellation will lead to longer lines at the DMV and tax offices and also will make it less convenient for teens to get their learners licenses, he said.

State officials say the online test is being canceled because unreliable. But Underwood claims the state is canceling the online program to punish him. He successfully sued the state over another issue, and claims the cancellation of the online program is payback for losing that case.
