Among its plans is one to ask the Territorial Legislature for sufficient money to support each soil conservation district office. Another is to embrace more landowners as co-operators in the Soil Conservation District. Others include encouragement of better control of runoff water, good mulching practices, knd urging of the University Agricultural Experiment Station to install mulching experiments and to determine a proper fertilization program for different crops.

NOTABLE FACT A notable fact pointed out in the 1955 report by Erik C. Hinrichsen, chairman of the District, is that: Co-operators who have installed the recommended conservation program, were much better off than the average farmer during the stormy months. The district has 164 co-operators farming a total of 18,350 acres. Conservation practices during the past year emphasized mulching with sawdust, wood shavings, bagasse and trash to conserve moisture and soil, reduce weeding expense and give better crops, Hinrichsen said. Opening Delayed At Child Center A slow response in referrals of children has delayed opening of the Susannah Wesley Home as a treatment center, the Reverend Eugene McClure said today.

The Home was scheduled to open today as Hawaii's first treatment center for children with personality, behavior and emotional problems. However Mr. McClure said only two referrals of children have been received. The center had hoped to open with approximately six youngsters. LACK OF UNDERSTANDING Mr.

McClure attributed the small response to "lack of community understanding of the type of program we plan' He said cost of the treatment ($200 or more a month) also may be prohibitive. However he explained that funds will be available to supplement the costs for children who need treatment, but whose parents cannot pay the full amount. The investment is for a sand and gravel filter at the open reservoir in Upper Nuu-anu Valley, near the Pali. The filter is to be contained in a concrete box, 30 by 30 feet and eight feet deep.

No water from the open reservoirs in Nuuanu has entered the distribution system since 1923. The reservoirs ave been maintained for Obod control.
