July. 29 It was learned on high authority here today that the British authorities have arrested a Ocr- man subject who had in his possession a forged American passport which the arrested man admits is not genuine. The forged document has beets compared with the original passport which was issued to A bona fide American. citizen. The real passport which was sent to London by the state department at Washington shows the forgery la a dangerous Imitation.

The' arrested man Is understood to have declared that the false passport was given to him in Antwerp by Captain Schneitzer. a German secret service officer The real passport as Issued to an American business mar who reached Germany March 24 and left that country April 8 This man was at his home with his passport. when the holder of the false document was' arrested in England. Washington July 29 Represents- tlons were made to the Berlin government by the United States today re lating to reports that Germn spies apprehended in England. have been' supplied with American passparts by German officers.

State department of ilcials said a thorough Investigation or such cases has been begun. State department officials today were drafting a note to Germany asking pa merit for loss. of the American steamer Leelanaw torpedoed by' a Ocr man submarine off the Orkney islands last Sunday on the ground of violation- of. the Prussian-American treaty Preparation of the document followed the receipt of a report IromAmerican Consul Dennison at Dundee Scotland which' showed that time eelanawscop tain attempted. to escape but submitted to visit and search after warning shots had been.

fired. Officials hold that the right to escape is conceded by International law. only repeated attempts to. evade capture or forcible resistance being regarded as affecting the case. Any doubts.

in the minds of officials that the treaty of 1828 had been. violated was reno ed by advices which said that the German marine commander was. unwilling to jettison. the' Leelanaws cargo and. to allow her to proceed.
