The house also passed a bill providing that advertisement of proposed legislation' affecting municipal charters should be printed lit the papers of the place whose charters were to be af fected.

The bill was introduced by Mr. Stark of Jackson. The law now re quires that the advertisement' of such I bills appear only in the papers of the' county seat. A bill fixing the penalty for the crime of Incest at from one to twenty years which was Introduced by Mr. Meadows of Wayne.

It is a favorable scheme of the I friends of. beer saloons and liquor clubs to indulge in cheap flings at the Men' and Religion Forward Mov ement de- daring' that their efforts at cleaning up the city and the state are fathered' simply by Messrs. John J. Eagan and Marlon Jackson and being singled out by the friends of legal looseness and protected lewdness as arrogating to themselves the privilege and the duty of speaking' for a whole city. Any minded person.

Contesting delegations asking for the establishment' of two new. counties which include areas sought by the oth- er appeared before the constitutional i amendments committee yesterday aft- ernoon. The proposed' county of James. with A as its county seat would In dude parts of Laurens. Johnson I uel and Montgomery counties. Treut- len county would be comprised of the northern section of Montgomery. and a section of Emanuel county with Sop-S I erton as Its county seat.

There were speakers present from each of the tour Counties effected who strongly urged the committee to turn down' proposals for new counties which would cut slices from their respective counties. The Treutlen delegation which was I composed largely of citizens of Soperton. ere substantiated in their re quests by prominent people of Mount Vernon the county seat of Montgomery county. The representatives of Emanuel. hlle opposing any.

She Data Showing Congestion' at That Institution Prepared for the Legislature. Data showing the urgent need for new buildings' for negro patients at the state sanitarium lilledgevllle was jmade public Thursday by the board of trustees. It. will besubmitted to the governor and the house appropriations committee. They pointed out that the net increase in number of patients per' year at the sanitarian was 150 and that this will necessitate a larger maintenance fund.

While the original provision was for the accommodation of 5:10 negro patients they stated that there were now ap proximately 1175 inmates Tit the sanl- 1 taYium. A number of these have been provided for in the pavilion' erectedforj tubercular doses and others have been placed In the detached buildings. for. males and the remodeled gas house. Al though the negro.

In the hospital. ward are 67 pa tients said one member of the board of whom 41 sleep on beds. 4 on mattresses on the floor. 11 on blankets on the floor. Two of the single rooms accommodate.

two patients each. The condition of the dormitories in this de partment is almost as bad as on the female side 18 and 19 beds being crowded Into rooms which should contain 9 or at most 10.
