September 4. Via Paris. Cardinal Gibbons' Interview with President Wilson Is considered toy the Vati can as the most Important event In the campaign for peace. but the holy see sttshes to have the attitude of the pope pIa1n1 set forth. to.

avoid misunderstanding and. therefore ha Issued a. formal statement that the pope did not send a special message by the cardinal to the president. The statement follows Reports from America. concerning the visit' of Cardinal Gibbons to "Washington might give the impression that the cardinal was the bearer of a.

special message from Pope Benedict to President Wilson. which is not the. tact It. is considered important by. the Vatican authorities that the facts be stated with careful exactness.

to avoid mlsunderstanainss which might hinder the supreme object or peace. Cardinal Gibbons did not need any special Written- message from the pope. a lie thoroughly knows the ideas and alms of the pontiff and undoubtedly ex pounded them to President Wilson in the conversation that was had with Mm. The situation at the present moment. It pointed out does.

not seem favorable for the to. take the initiative for peace but the pontiff Is ready to help In any effort In that direction. from. whatever source It comes. The.

opinion is expressed in Vatican circles here' that the United States is in the best position to undertake. such a mission. The pope Is. said to have expressed the. opinion that calm reflection would demonstrate that these problems may be solved mote easily through-friendly negotiations than by force of arms which always causes.

resentment and reactions. Persons who have conversed with the pope say he has' come' to the' conclusion that greater satisfaction would be ob tamed by all concerned by ending hostilities than by continuing the struggle which ever side might be victorious. N. Ya September New York's constitutional convention closed consideration of nil proposed amend- merits tonight amid exciting scenes. While' friends and' foes of the- i posal to' permit the legislature to enact a living wage for- women and children I clamored for a. vote. President tithu Root on motion of' Majority Leader I Wlckersh declared the convention adjourned until next Thursday.

At that time consideration will be given only to the work of the revision committee and a vote on the wage proposition before final adjournment probably Friday or Saturday. will be Impossible. Debate- on the proposal was unexpectedly shut- off when the revision committee reported' the hilt of Tights section ready for. final adoption. Shouted protests came from all parts of the chamber.

Is this proposal to be snuffed out. without. a vote cried. William Barnes who opposed it. It never.

should be' left in this condition. There should be a record vote' on it. The gavel silenced protests. and consideration or. the bill of rights proposal proceeded until adjournment.

Republicans for Constitution Republicans. who are In the majority in the conventlon lI6 to 52 wilt immediately launch a vigorous. campaign in behalf of the new. constitution. It is considered doubtful If the' democrats will wage an organized tight against it.

The chief proposed amendments would provide for Shortening- of the ballot so as to make the governor lieutenant govern. or attorney general and comptroller' the only elective state officers. An executive budget system whereby the legislature might eliminate items from tit. vlnulgret of' the governor but make no additions. Votes for women The convention merely provided that if the proposed suffrage amendment already passed by two legislatures la approved at the referendum this fall it.

shall become operative. A broader power for titles In regu- lattngtheir local affairs axidrevlslng 1 charters Raising. the governors annual salary from 10000 to 20000. and salaries of legislators from 1500 tr 2500. Giving the' logisiature power to prohibit manufacturing in' tenements.
