FOR TORPID LIVER. FOIfiOMSTIMTlOR. FDUAUOWi ff Ji Mite Says Other Pay Candidates. The Ticket Which Bifid Gone Out From tb Secretary of State Included of Name of and the Ballot Will Be Purely a Democratic One. Constitution Bureau 4 7 Second Street Yaacro Ga.

September 17. Special. A letter from Judge A. 1. Miller chairman of the state democratic executive committee makes some explanations to the county chairmen or the county executive committees for the coming election.

which are of considerable Interest to those who would know Just how the official democratic ballot will be made up. This ticket was made up by the sub- committee five of which Judge Miller was chairman. In the Atlanta. meeting of last week. The ticket.

which had gone out from the office or the secretary of state Included the names of all candidates or at least an arrangement upon a sheet for the elections which carried all the names. From tills ticket the ballot was to be made up In all the counties in the offices of the ordinaries. Misunderstandings as will be seen from Judge Millers letter In various Instances were about to cause ballots to be made which contained the names of all socialist candidates and other candidates than the nominees the democratic party. The ticket had been arranged for print In Blbb In this manner and explanations have been made. which' caused changes.

and which will result in running a ticket having only the names of the democratic noml nee a. On the ticket which was being prepared the names of Ouyton McLendon democrat. and T. C. Crenshaw appeared side by side for railroad commissioner.

Candidate Crenshaw had asked that hi name be put on as a democrat. In tn state ticket prepared by Judge Miller and the subcommittee neither has been done. Only the name of Uuyton McLendon appears. Millers Letter. Judge Millers letter of explanation Is to the point and will mean that tile democratic- ballot wilt carry only the democratic nominees and the provisions for constitutional amendments that are to be voted upon in the coming election.

Other party candidates will have to ar. range their own tickets. In sending the letter out Judge Miller lncloees a. form of the ballot to be used by democrats and writes as follows I beg to Inclose you herewith the form of the democratic official ballot which I have prepared as chairman of a subcommittee of flveYrom the genera Ute committee. This" subcommittee le charged with tniuty of preparing for fh demo oee UB qoters Georgia Ucr form of an otgelad democratic ballot.

which alone will be used by all democrats In the ap. proachlng general election to be held on October 3 I99 The state committee of course do a not print the ballots which will be used In that election. It has no funds for that puryosw. All It en do it to send out the form of official ballot containing the nzmes of the democratic nominees as declared at the reliant convention in Macon and property submitting the constitutional amendments. I fills out the ballot down to where the names of the state sena- tors.

representatives and county officers come in leaving appropriate blanks for these nominees who have been named by district and county primaries. The ticket fc then CQmpleed the ohairman of toe county democratic executive committee. He tills the blanks by inserting the names of the senators representatives and coun- ty officers and has printed at their ex- Pfnse a sufficient number of ball for tits county. This expense is trilling and should not amount to as much as a. dollar for each local candidate.

This matter is sometimes looked after by the ordinaries out the law realty charges those officers with no more than sending out the forms of consolidated and precinct returns. tally sheets and lists of voters which are received by them from the secretary of states office. I suggest however that to prevent confusion the chairman of the county committee and the ordinary of the county might act together in seeing that the ballots for the county are properly printed and distributed. An Objection Overruled. Inasmuch as a belief has become cur- rent throughout the state that the secre- taty of state Is charged with the preparation of an official ballot.

which alone can be voted. at tile coming general election I avail myself of this opportunity to explain through you to the voters of your county that the secretary of state prepares no ballot whatever but only sends out a form for a return of the various precinct elections and a form of consolidated return which Includes all the precincts of the county. end Ms made up the flay after The election. The law require that on these consolidated and precinct he shall place the names of all candidates regardless of party. but this la merely intended as a convenience to assist the election managers In making up their returns.

Neither the secretary of state nor the ordinaries have any power whatever over the official democratic ballot. th form of this ballot determined by the state democratic executive committee and oen- taint the nominees of the democratic party and no one else. nor should any names be added to It. Title official ticket prepared by the state end county democratic authorities should be voted by alt democrats just exactly as printed. x- cept that to voting on the three consti- tuttonal amendment the voter should' scratch either.

For or Xfeafnst I he may wish to vote In. favor of or against the respective' amtndments. I pare written you fully because of the numerous. Inquiries upon this sub Jtoct whfch iare reached me from all portions of the state. Sincerely yours A MILLAR Chairman.
