There Is a dispute as to the Phraseology of the communication sent by Schley on which this chargel based. Must go to Key West- for Coal. What Schley May Claim. The friends of Schley. white not admitting this to be a tact point to two reason as-a justification for the intention of their friend to proceed to Key West. The first Is that while there may have Men a supply for ten days of blockade duty.

such a supply would not last for one day under conditions which prevail in battle. when forced draught is a necessity. The second is that the chances were for fouler weather Instead of better. Inasmuch as the Merrlmac was. at best.

a useless hulk. and now that she was disabled. she was worse than useless they contend that the question of coal was a pressing necessity which Schley could not disregard. The court. however.

must decide whether the supply was adequate. The detractors of Schley claim that he stood five and six miles off with his battleships In firing at the Colon and the hor defenses of Santiago. Of course there is a dispute as to the distance of the ranges. but Schley has a better defense than that. One of the positive orders of Secretary Long was to the effect that no commander was to risk disablement of any of his fighting ships by sending them to bombard shore batteries at Havana Clenfuegos Vr Santiago until After the Spanish fleet had been captured or destroyed.

The insinuation is that Schley was a Coward and that he was afraid to get Into a fight. This does not harmonize with the vlewg attributed to Admiral liowison In th Boston Interview which has been the basis of Schleys Interrogation as to his competency. Howlson is reported to have said that Schley was hot-headed and not cautious enough. Still another Charge Is that he withdrew the flying squadron from the mouth of Santiago harbor to a distance of from twenty to twenty-five miles. The Insinuation back of this charge is that he was afraid of the Spanish squadron and gave every opportunity to escape rather than ruts the risk ol an engagement at night.

Captain James Parker one of the lawyers for Schley. has copied extracts from the log of the Iowa. the Massachusetts and he Texas showing that the uadroh was never more than four miles from the mouth of the harbor at night. These extract else show that the ships kept wD a ceaseless vigil by steaming back and forth. past the entrance.

Where Was the Brooklyn The ninth article of the precept di rects the court to establish the position of the Brooklyn on the morning of the battle the circumstances attending. the reasons for. and the incidents resulting from the turning of the Brooklyn in the direction In which she turned at or about the beginning of the action and the possibility of thereby colliding with or endangering any other of the vessels of the American fleet and the propriety of Commodore Schleys conduct in the premises. This Is the article which win result In the investigation of the now more or less celebrated loop. Great surprise Was expressed when the precept was is- sued that any reference should be made to this Incident of the fight.

It has een so clearly shown since the discus- Mon of this tactical mode WM begun that It was absolutely necessary for Schley to turn one way or the other If ne desired to avoid a collision. According even to the maps made by the enemies Of Schley. the Brooklyn was headed northeast while the other American ships were headed northwest. The Spanish ships were headed south and just before the battle began In earnest they headed west. If Rchly had continued on the course In which he was steaming when the Spanish vessels were first seen coming out.

he would have collided either with the Vlscaya or with the Texas. Lieutenant H. H. Ward Is the man who made the discovery that this loop was Such a terrible thing. He has never yet undertaken to explain how Schley was to have continued in the chase westward It he had not' made the turn.

Neither has he explained how If Schley han turned the other way he would have avoided presenting the full length of the Brooklyn as a target for the heaviest guns of the whole Spanish squadron. If Schley ha made the turn as Ward seems to think be sh hld have he would have been unable to use the 5-1 ach guns of the Brooklyn for more than a small fraction of the timed used in the execution of the movement. The best possible refutation of the charge of turning tall is found In the rt that the Brooklyn sustained 58 per tent of the damage inflicted upon the American squadron and accomplished b4 per cent of all the damage that was done to the Spanish vessels. Heilner vs. Hodgson.

The enemies of Sebley think they have something against his honor in the alle gation that he said. Damn the Texas let her look out for herself. in answer to a remonstrance supposed to have been made by Lieutenant Commander Albion C. Hodgson who apparently thought that a turn to the right by the Brooklyn would- result In that vessel ramming the Texas. Hodgson nd Commander Heilner have had a controversy of their own with regard to this alleged colloquy on the bridge of he Brooklyn.

This colloquy has been dignified by the fact that Secretary Long thought It worth while to de- Vtrte an entire article of the precept to it. He Intends that not only shall the colloquy but the controversy between Commander Heilner and Lieutenant Commander Hodgson shall be inquired into. So much for the charges and Sebleys probable ground- of defence. The people of Macon were shocked and distressed today to her of the Sudden death of Dr. William HolC of this city which occurred suddenly this morning in New York city at a hospital The first Information came in a telegram from Congressman Bartlett of Macon which was as follows New York. T. Holt Macon. Ga. Dr. Holt died suddenly this.

morning at the hospital here. His daugh- ter has been notified to come here. Jac- ques Dr. Anderson and myself will look after all arrangements. Signed L.

BARTLETT Victoria Hotel. Dr. Holt had been spending several weeks at Saratoga as was his yearly custom and went to New York" yesterday. and as he was not feeling very well de cided to go to a private hospital last night. This morning while a nurse was bathing his face he was stricken with paralysis of the heart and fell forward dead.

The remains will be brought to Macon for burial and are expected to reach here on Thursday morning. His daughter Miss Ida and son. iliam his only children are at Tate Spring enn. and have been notified of their fathers death and will reach Macon tomorrow. The wife of Dr.

Holt died several years ago. The deceased was one of Macon's lead- log physicians and well beloved citizens. He had a large and lucrative practice. He stood high in the medical profession of Georgia. Dr.

William r. Holt was born near Holton. In Bibb county Georgia August 23 1S3. He attended the common schools of the county and afterwards he entered th University of Georgia at Athens. and graduated at the youthful age of years to 1854.

After graduating at Athens he attended the Jefferson medical college in Philadelphia and graduated at the age of 21 years. After his graduation he returned to Macon. whim he Immediately commenced to practice his profession and has continued its practice In this city with the exception of the time he served in the war as a physician in the Georgia rniiitla. He was elected president of the Georgia State Medical Association In 1882 and has served In that capacity several- times since. In.

1890 he was elected delegate from the American Dental Association to the International Medical Association which met in Paris during that ar. He was a member of the board of edu. cation for ten years physician for the Academy of the Blind for twenty-three years chairman of the board of directors of the city hospital since its organization. and was physician for the Methodist orphans' home for twenty-five years. He was a prominent member of the St.

Omet Commandery Knights Template No. 2. In 1858 he was married to Miss MatUe Napier. of this county and tour children were born unto them three sons and one daughter. Arrangements for the funeral have not yet been mad.

Council Refused to Becotulder. Macon. Ga. September 10. Special.

There was an interesting discussion tonight at the meeting of the mayor and council. On a motion by Alderman Moore to reconsider the action or council last Tuesday night in passing a resolution to close the parks on Poplar street aain their use as a camping ground for coon- try teams. council by a vote of to 4 refused to reconsider Us action and the parks will be turfed and no longer used by wagons. This goes into effect in No- vember. First Jackson County Bale.

Harmony Grove. Ga. September 10. Special. B.

P. Wardlaw. who has one of the largest farms in Jackson county. today brought In the first bale of cotton which has been sold In Harmony Grove this season. This cotton commanded the usual high price received for the initial bale.

Mr. Wardlaw also sold the first bale of cotton in Harmony Grove last year and likewise sold the first bale In Athens. He Is one of the most progressive farmers In the state and his farm which is located near Nicholson Is a model of its kind. in the precept. The attorneys for Schley are able men eminent in their profession and their training has undoubtedly suggested to them many bits of evidence which have not been thought of by the newspaper then who as friends of Sebley have made it their business to dig up and exploit all the facts they could find tending to show that the powers that be In the navy department are bitterly prejudiced against Schley In favor of Sampson who apparently has been their pet and idol.

What is at the Bottom of itP The foundation for this controversy was laid on April 21 1898. late at night when Captain William T. Sampson then at the head" of the list of captains received the following telegr from the navy depart- ment You are assigned to command the United States naval forces on the north Atlantic squadron with the rank of a rear admiral. Hoist the flag of a rear admiral immediately. The navy department justified this advancement of a captain over the whole list of rear admirals and commodores on the active list of uie navy by the statement that Sampson had been second In command of' that fleet during the previous year and was familiar with Its workings.

Sampson was assigned to the command of the north Atlantic station when Rear Admiral Sicard was compelled on account of the- poor condition of his health to ask to be relieved. FOR. VANNUCCI DIES SUDDENLY. Macon Park Keeper Found in Dying Condition. Macon GL September 10. Special. rkkeper Anthony Varmucci generally known as Tony Vanriuccl.

was found dead this afternoon at past 4 o'clock on. the floor of the room where he lived St Central City park. Shortly before VannucclS death Sid Cheatham was passing through the park gate anti he saw Mr. Vannuccl lying on his face in the open doorway of the room. and his head was outside of the door.

Mr. Cheatham turned him over. think- Ing that he was dead. but he was breath- Ing though unconscious and there was a gurgling noise in his throat. Mr.

Cheatham notified police authorities and an ambulance was sent to the park to take Mr. Vannuccl to the hospital but when the officials reached the park they found that Mr. Vannuccl was dead. The deceased had been parkkeeper for some time and had lived in Macon many. years.

He was 46 years old. lie was a brother of Louis Vannueci. of Macon and had other relatives here. He was unmarried. JOBSON GOES FOR EWAED.

He Arrested Negro Murderers of 1. N. Slappey. Macon. Ga.

September 10. Special. Arthur Jobson. of Macon. will leave in the morning for Atlanta to collect the re ward of 200 which was offered by Gov- ernor Candler for the arrest and conviction of the party or parties who murdered J.

N. Slappey of Twlggs county. some time ago. Mr. Jobson arrested two negroes Sol Solomon and Jeff Orr and at the superior court of Twlggs county last week they' were tried and convicted and sentenced to the penitentiary for life.

Shaw's Ride on Blue QirL New York. September 10. The stewards of the Coney island Jockey Club issued the following statement today. In the great filly stakes the stewards of the Coney Island Jockey Club while they are unaftle to connect Shaw's riding of Blue Girl with any fraud they are of the opinion that it was most careless and inefficient and In view of his other rides of a suspicious character at Saratoga respectfully refer his case to the stewards of the Jockey Club for further action. Small Negro Robs the Mail.

Wayeross ca September 10. Special. A little negro about 6 years old was arrested for robbing the postofflee at Argyle Saturday. The postmaster after making up the mail threw a registered package containing 68 on the mall pouch and went out. The little darky reached his hand through a pigeon hole and got It.

He spent 60 cents and hid the rest but when arrested showed where he placed the booty. The boy wan taken to Valdosta before Commissioner Johnson. who bound him over to the United States court in the sum of 160- Bond was furnished and tie prisoner turned loose. First Labor Union to Ad. Special. Maeon Central Labor Union' at a meeting tonight unanimously passed resolutions condemning the attempted assassination of President McKlniey. So tar as Is known this Is the first labor union to take such action. Bruno Pfeiffer of Sylvanla Dead. Sylvanla Ga.

September 10. Special. Bruno tfeiffer a prominent citizen of Sereven county. died here this afternoon of Bright's disease. The deceased tame to this country from Germany about twenty-five years ago and had accumulated a large property.

I. I Hintin. MATTER OF CREDIT A REASON Merchants and Manufacturers of United States' Indifferent to Central and South American Trade Needs Ignore Local Conditions. Savannah Oa. September Special.

In view of his acquaintance with South and Central American conditions and in View or th agitation of the question of extending the trade of the United States to those countries E. H. Hlnton traffic manager of the Central of Georgia railway was asked yesterday to give the reasons a. he ee them why this country does not enjoy a greater share or the business. Mr.

Hinton said In the spring or 1886. at the request of the Panama Railroad Company I IIIdO a trip to the Isthmus of Panama. where after familiarizing myself with the physi- cal conditions of the propVty In general way. I sailed for San it from Panama with Instructions to land at all the principal ports of call and collect all the Information possible in regard to the trade conditions. The Panama Railroad Company was operating its own fleet of steamers unOer the United States nag and was.

therefore interested In developing all the business it possibly could between the United States and the Central American and Mexican republics and especially between New york and the Pacific ports of those countries. I made stops and talked with the merchants customs officials and others at Puntarenaa the port for San Jose de Costa Rica the capital which is reached by a little road about 20 miles long La LlbertaA in San Salvador the port La Llbertad In San Salvador Champeri- co San Jose de Guatemala where I made a mile journey Inland to Guatemala City by a first class railroad owned by that genius of railroad construction C. P. Huntington Acapulco. Mexico and one or two other points.

I found two Important factors operating against the in- crease of trade with tile United States. Two Important Factors. First the apparent Indifference of the merchants sod manufacturers in the United States to the ieeds of the trade and a disposition to ignore peculiar local conditions. Second. the question of credits.

The Germans do or at that time did a large part of the business. the British coming next. These people have representatives in the republics studying the wants of the people. and they cater to them by manufacturing what is wanted. The American on the other hand has been prone to think that what is good enough for his home trade Is good enough for anybody.

The peculiar local conditions are that the country is poorly supplied with railroads on account of the almost Insuperable obstacles in the way of railroad construction incident to the mountainous character of the coOhtry Goods have to be distributed by muleback and are carried over the mountains the Cordilleras as they call them The tropical rains are exceedingly heavy at times and It Is not uncommon for pack trains to be caught in these heavy downpours. It follows therefore that not only must the goods be put up in uniform packages of about 100 pounds each. so that two packages may be loaded comfortably on one mule. but it is also necessary that they should be water-tight. The German and the English pack the goods which they ship to Central and South American countries with great care.

I recall a shipment of hardware and cutlery which. in being. discharged from a foreign vessel at Colon fell overboard. It was fished out with all the speed that the climate and the natural indolence of a Jamaica nigger' would admit of but the water was deep and it was some little time before it was landed on the dock. The package was opened no small undertaking In Itself on account of the great care with which it had been nailed and to the astonishment of every one the contents were as dry as a powder horn.

The shipment had been Wrapped in ordinary wrapping paper and around this several layers of oil paper had been carefully folded before putting in the chipping case. The ordinary packing of the American is flimsy in comparison with the packing done for this trade by both the Germans and the English. and had the shipment I refer to been an American shipment in all probability It Would have been ruined. Americans Pack Flimsily. I ws told by ft large shipper at Guatemala City that he attended the Pan- American congress which was engineered by Secretary Blame and as he returned home filled with a fraternal desire to ce ment business relations between the sister republics he determined that the first large order which It was necessary for him to tend in would be placed with a United States firm.

His first needs happened to be an unusually large order for hardware. He said to me that he wrote to the firm from which he ordered the goods explaining how each package should be put up why it was necessary to have it in pound packages why it was necessary to take oars to provide against tropical rains and giving all of the detailed inftfttaatlon which would. enable them to ship in the shape to suit his trade. Said he NOtwithstanding my specific directions and notwithstanding my trouble to explain at great length the local conditions which made my request necessary details Which I never found It necessary to enter into in ordering from a German or English house would you believe It that not one of my Was Complied with In the slightest particular The shipments came forward In immense packlhg cases put up in the average flimsy American style and without an attempt to protect the contents from rain. I had to unpack the entire shipment and put it yp In packages suitable for a pack train.

I did not send my next order to a merchant in the United States. I refer to this Incident because It la typical and while there might have been variations as to the minor details the salient features in this particular case were borne out by what wet told me by others. Foreigners Sell on Long Time. With regard to Credits the English and especially the Germans are Willing to sell on long time while the American usually wants cash or ninety days. It is my conviction that If the Panama railroad were to double Its fleet tomorrow It Would not materially increase its trade between New fork and Central American republics.

September 10. Special. The Confederate Veterans of Efflngham county gathered today at Springfield and the reunion was heartily enjoyed by all who attended. There were more than two hundred vet- erans in attendance a number of them having come from a distance to reunite with their old friends and eomradea. At about noon the veterans of the county and visiting comrades were formed In line under command of Major 1.

Brewer and udder escort of the Efflnghaffl Hussars commanded by Captain C. F. Berry and marched through the town Captain J. D. Groover being chief marshal with Captain James Bird a assistant.

With the marshals mounted were Cob- nel J. H. Ettlll Major L. L. Elklns and others.

Upon the conclusion of the parade Colonel EstUI Spoke in part a fol lows A third of a century has passed since that struggle for independence closed and. In spite of the ravages of war and the succeeding years of outrages by political adventurers the south Is today enjoying the blessings of peace and plenty. Its vet- erans hay. forgiven and are trying to forget. Their reunions are not to mourn over the past.

but to commemorate the gallant deeds and patriotic sacrifices Of American soldiers battling for what they thought was right. If woman's tears and woman's prayers could have brought success it would nave been ours if hardships suffering and valor of soldiers could hue commanded success it would have been ours. But It was destined that the south should be a part of a new union. I do not like the name of the new south but there is a new south and there Is a new north. There Is a new nation so strong and mighty that it seems destined to carry the Ideas of a government of the people by the people and for the people' tothe farthest ends of the earth.

Confederate and union veterans and their sons have lined up' in battle against a foreign foe marching together in solid ranks of blue and under the starry flag. Young men of Efflngham don't think that you are not as good men your sires and grandsires who wore the gray. You have advantages that they had not you live in an age of wonders and of great possibilities you are free citizens of the greatest nation on the face of the globe. With the advantages much Is expected of you. and you should line up' better than your forebears.

The president of our great republic whose sufferings at the hand Of a would- be assassin and who has the sympathy of a united and patriotic people is Justly entitled to the credit of the era of good feeling which exists throughout the land. Unplaced southern soldiers the front in the Spanish war. General Wheeler of whose cavalry division the Bffiitgham Hussars were a. part who kept Sherman within narrow bounds during his march to the sea was given high rank In the army of the nw north and south and General Lee. another confederate soldier seemed to have been the favorite of McKinley.

We are proud of our country and its great future Is the heritage of Its young men. Let me repeat. In closing these famous words of that great Georgian who has passed away We are in our fathers house. and we are here to stay. BLUES ELECT COMMANDER.

Thad L. Adams Made Captain of BarnesviUe Company. Barnesyllie Oa. September 10. Spe cial.

The election of Thad L. Adams to the captaincy of company G. Second regi- ment. was held last night In the armory of the company which Is known locally as th Parnesville Blues. Mr.

Adams was the only candidate In the field and the election passed off quietly. only 27 votes being polled. On account of the dissension in the ranks of the organization. which resulted In the retirement of Captain R. L.

Swatts from the command. First Lieutenant J. L. Hunt. Jr.

refused to stand for election insisting that harmony could be better promoted by the election of an outside man. Thad L. Adams consented to run and was unanimously elected. The company is now In a better condition it has been in for months. This Is one of the crack military organi- zatlons of the state and is now splendidly officered.

Mr. Adams received his train- Ing in the Gordon Institute military department and the lieutenants. J. 1. Hunt Jr.

and H. S. Gray. are both tent and experienced officers who have the confidence and respect of the entire company. TO VOTE FOR WET OR DRY.

Prohibition Election Comes in Wll eon County Next Month. Abbeville Ga September K. Special. Wilcox county is to be plunged into a prohibition election. A petition has been presented to Ordi- nary Warren signed by the requisite number of Voters calling for an election on the liquor question.

Escott H. Brown. an Athens merchant. was seriously injured this morning by the falling of a pillar beneath his house on Barber street. Mr.
