Kunloka's staff is studying results of the schedules. By Walter Wright such cheating has been proved, but Maj. Samuel Akana, in charge of the per the test system filed just a week ago by police detective Stanley Colburn.

There have been rumors of cheating on such tests for at least 10 years. Colburn complained to the police union, the State of Hawaii Organization of Police Officers, that the chances for cheating made the testing system basically unfair. He and other officers said they heard of persons taking the first test and then gathering to record questions and answers to pass the information on to buddies taking the sec Mvertitrr Staff Wntrr Civil Service Director. Wallace Kunioka yesterday scrapped a two-day schedule for police sergeant promotion exams and said the test will be given in two back-to-back sittings on Saturday, July 11. Kunioka said he believed that the one-day schedule would minimize the opportunity for the first group of officers taking the test to pass questions and answers to the next group.

lieutenant exam and scores on similar police exams in 1978 to see if the second group scored significantly higher than the first. Colburn's appeal is expected to be heard by the Civil Service Commission within 10 days. Kunioka said he changed the sergeant exam schedule on the recommendation of June Hashimoto, head of the examinations division. Hashimoto conferred earlier with police to try to reduce conflict with department work Colburn produced copies of "crib sheets" allegedly containing as many as 105 of the 121 test questions on the May 29-30 lieutenant promotion exam. i Colburn asked that the lieutenant's exam be thrown out and a new test be given all candidates at once.

He also objected to a civil service policy allowing some officers absent with cause such as vacation, illness or death in the family to take the test several days or weeks late. sonnel division, said Hashimoto asked him about the possibility of testing all officers at once, or two test sittings in a single day. Akana said he recommended two sittings so that no officer would have to be relieved from work to take the test. Some time is needed for officers to get to and from work before or after the test. The first test will be given on one shift, and the second on another, with about 90 minutes in between.

Thursday, Moral Majority of Hawaii withdrew its registration with the state Department of Regulatory Agencies. Woods said the decision was made at an executive board meeting Wednesday.

He said the Hawaii group felt it did not have the funds for what it expected to be a long court battle. Darryl Choy of the state Department of Regulatory Agencies said Falwell's application for the use of the Moral Majority name was approved following the cancellation of the registration. Choy said Moral Majority Inc. filed a trademark registration in May and then filed a petition with the state for a determination on which group had the right to use the name. A hearing which had been scheduled yesterday was canceled when Moral Majority of Hawaii withdrew its registration.
