The Constitution will view the request of Congressman Levering of Musa- chusetts for a January estimate of the cotton crop with emphatic disfo- vor. Mr. Levering reported to the largest manufacturing cotton buyer in the country in fact.

The plan he now proposes has the air of using the already- more or less discredited federal estimate system' as a hammer to beat down the price of cotton. The Constitution wishes to do no Injustice to the mills of New Eng land their owners or the men and women who earn their tread by tending the looms and spindles. Neither shall injustice be done the several million farmers of the. south and THEIR wives and children.

But it also knows that if a deliberate scheme to prune down the price of cotton is executed at the most sensi tve portion of the season when much of it has yet to be marketed tad when the farmers' plans for the pending year are in process of adjustment the- most unfortunate results are to be expected.

The southern farmer does not want to hold up the mill owner he has. too' intimate on acquaintance with poverty to desire the undoing of working people' in his circumstances. He DOES want an. equitable compen. sation for his labor.

Let us be sure first the south will be dealt with justly by the governmental estimating boards then we- can discuss new estimates' and justice to the OTHER elements with. out misgiving. Cadet Ca se. The public generally will indorse the verdict in. the ease of Naval Cadet Meriwether.

As' Direc- tor North points out if the bureau as now organized will so shape' things as. to insure the next decennial cen- sus being taken at considerably less cost relatively than the lat. this. will of itself prove the wisdom of permanency. In discussing the.

future work of the bureau. Director North. makes some important suggestions. He ad- vises among other. things.

a. report at year intervals upon the industries of the country pointing out that nothing so rapid so striking so revolutionary in its ef- fects upon private manufacturing and public utilities as the application of electricity to power and heating pur. poses- has been witnessed in us trial history. He. recommends also decennial reports upon life fire and marine insurance upon savings banks.

institutions for saving cooperative banks mortgage loan and investment companies and similar in. stltuilons- upon the fisheries of the country and a consolidation and study of the midway state censuses. But perhaps the most interesting of his suggestions Is for the. compilation of what are known as judicial statistics. These include the records of homicides felonies misdemeanors and other punishable offenses.

So far but one state in the union. Mu- sachusetts makes an official compilation of the data contained in police docket and court records. In all other civilized countries this field of statistical research is regarded as most important. and Mr. North' believes it would be of great value in this country.

He thinks the-present unofficial statistics untrustworthy and of- little value. tending to misconception in regard to the' prevalence and increase or crime. The facts should be known. Such an undertaking would. he thinks tend to produce uniformity of the codes of laws relating to crimes and misdemeanors in the several' states whidrnow differ greatly.

Authentic statistics oi crime which point out the' inconsistencies of state' ordi- nances would. he says assist in solving this' problem. and make pos slble proper comparisons betvTeen different states and municipalities. This North believes to' be a thing much desired. and it would seem to be.

It there are to be sta ttsttcs these judicial records- should be an important feature of them even should they not. have the effect of producing the uniformity of laws of which the director speaks.
