And when these employees select a committee for the purpose of bettering their conditions and they proceed in a legitimate and honorable manner to do so. a right which cannot be questioned by any minded man. and. then are treatrd with contempt and even abused by the' manager for doing so it is not a wonder that these employees should protest' against such' treatment.

At this time the committees were not working Jointly. Each committee submitted their proposed agreement to their respective division and lodge for Its 'approval and some was approved. The matter was. then taken up' with the executiveof fleers of both Uons' for their approval and advice On November 27 we reached Waycross and held a Joint meeting with committees and after discussing the matter- for some time It was agreed that th committees cooperate and work Jointly and prepare a Joint schedule or agreement and present same to the ncm or the Atlantic and Birmingham railway for ronslderatlonn. Sir We. tht undersigned. have been called to Waycross Ga. by the committee representing the engineers arid firemen employed upon the Atlantic and Birmingham' railway to auvlse with them concerning an agreement wit the managing officers of the company. Wbtn we are called to aid committees rexresenUIlKthe the employees or railroads we Os not Interfere nor open negotiations with railroad officials until they themselves the committee have exhausted all honorable efforts with the managing officers of the company to effect a settlement and when we open negotiations with the view of effecting a' settlement we ere actuated wholly and entirely by a spirit anti a desire to be absolutely fair and reasonable to all parties' concerned.

On November 29 a committee repre- sending the' engineers and firemen of the Atlantic and Birmingham railway. called upon Mr. George Dole Wadley general manager and informed him that they had prepared an agreement for the government of the engineers and firemen which. they would like to- present to him and dictrs the matter' The general' manager informed them. In substance that If that was their mission they might as well go home.

We then asked. see him. which was granted. Atkinson Refuses To Interfere. lie received us very courteously.

and when we informed hi mof our mission he stated. that. he had just returned' from Boston and bed not looked over papers and consequently did not know. anything about the matter. We thee opened up.

our case and briefly. reviewed same speaking very frankly that the claims of the men were fair and that we expected some relief from him. He said he would wire the general manager at once and have him come to Atlanta and they would go over the case and he. would. let us know- not later than Satur.

Friday December 8 Upon our arrival you can imagine our surprise when we received the following letter- Atlanta. December 7. 1905 H. E. Wills.

Phoenix Hotel. Wayeron. Ga. Dear Sr I am wiring you night message as follows Find it win be Impossible for me confer with Yr Wadley Have decided that those interested must take the matter up direct with Mr. Wadley and now' beg to confirm the same.

Yours very truly. 11. SON' President You will note in- the above letter where the president says that parties interested roust take matters up direct with Mr. TV This could be construed to mean that Mr. TV adley would meet with the committee again it he had an op portunity.

The next day Mr. Wadley It. Is stated. called a member of the committee to. his office and he said to him that he would like to meet the committee again.

When this was reported to' the committeeUe advised the chairman to call him. up by phone and ascertain It he would do so- When his office was called up his clerk Informed tie chairman that he could not do any business over the- phone and told Mm to come to hi. office If he wished to talk to him.
