The DeKalb county committee met at Decatur and after a session which is said to hate been breezy the chairman announced bat the committee had decided to call' a mass meeting for the first Tues day in June.

But another mass meeting will be held and it also is tho result of the commit- tee action. This meeting which Is fixed for April ISth will be in the nature of a protest against some of the acts of the committee And Judging by the stories told by some democrats' who were present. this action was peculiar to say the least of it Mien the committee was called to order by Dr. Goss the chairman it was found that there was present In person and by proxy a good majority of the committee Several of these proxies were admitted but the chairman drew the line at others. It In this discrimination which has caused the criticisms of the chairman and those Of the committee who Indorsrd his ruling The men who htld proxies and were ad- milled voted on the same side' ns the chairman those who were ruled out would have toted against him The reason git en by Chairman Goss was that It had been the committee position in the past that a proxy must be held a person residing in the militia district of tre member who gave the proxy.

Hany of DeKalbs strong democrats take exception to this ruling They declare that it has no precedent hi DeKalb nor in the state. They cite the frequent Instances where members of the state executive committee have given their proxies to gentle men residing in other congressional districts ana that these proxies have always been recognized The sentiment of the majority of the committee was to follow the Instructions of the state committee as to a primary on June 6th and also to indorse the sug- gelion that the people express at the primary their choice for United States senator. But after eliminating these proxies which had been placed under ban there were' nine members present and flte of these voted for a mass meeting to be held the flr Tuesday in June. which is June 2nd That Is but tour days before the date set the state committee for the primaries. The action of the citizens who protested against the committee a decision is told in the following peclal from Deca.

tur Tho Story from DeXalb Decatur. Ga. April Special The De llb count democratic executive commit. te met today behind closed doors and decided to call a mass meeting for the first Tuesday in June when a new execu tive committee will be selected and also delegates to the state convention. There was much dissatisfaction express ed by those present at the action of the committee.

In fact the only ones who seemed satisfied were those who are the A peculiar feature of the committees aq- Uons was their refusal to recognize cer. tain proxies claiming that it was an unbroken precedent in DeKalb county for proxies not to be recognized unless held by persons living in the same militia dis trlct as the member who gives the proxy. There are those however wo differ with them. There were nine members preseat out of sixteen and only a of that num ber Influenced the committees action. Immediately after Dr.

J. Goss the chairman of the executive committee liad announced their action and retired sev eral gentlemen mounted the steps and in vited everybody present to join them in an open maas meeting in the superior court room where all democrats could take part and know what was being done and who did it Quite a Dumber responded and Colonel li. C. Kerr was made chairman. Waycross Qa April 7 Special Judge Sweat this afternoon informed The Con. stitution correspondent that the publica tion In Sundays Constitution concerning Colonel F. Harlow Burch was misleading and unfounded The truth is said Judge Sweat ilr duBlgnpn previous to Mr Burch's a nouncement that he would speak at Trad ers' Hill today secured permission from me to make his sound money speech during th noon recess at court In Traders Hill today and as a matter of course as Air Burch asked for that privilege later.

I was obliged to inform him that the prlvl. lege had been secured by Mr. duBlgnon. At Basle during Appllng superior court. I gave Mr.

Burch permission to speak dur ing court recess and this I would hate done at Traders' Hill excepting the circum stances just stated. This was the substance of my letter to Mr. Burch. and beyond that I have made no suggestion or statement with regard to the matter. KNIGHTS OF HONOR.

Patrick to make a survey of the swamp below the cltj for the purpose of constructing a canal to dran the swamp in behalf of sanitation and health and to. declaim a largo and rich area of land for agricultural purposes. Today at a meeting of the county commla- oners Engineer Patrick stated that on esterday he completed the survey but had not had time to complete his report It estimated fhat the projosed canal will cos about 40XX It nil' be about tour miles long. and will run in a southeasterly direction from the foot of Cherry street near the park. and empty into Tobesofkee creek wh ch flow into the Ocmulgee river.

At the starting point the canal will be about tour feet wide. and Will gradually Widen until at its outlet It will be twenty cet wide. The work on the canal will done by the county chaingang There will lateral canals built at the expense of property owners whose land is drained them. The proposed drainage of the swamp is one of the biggest public improvements now in sight for Bibb county. the commission ers also Intend to erect a new iron bridge the Ocmulgee river.

The swam drainage and the- iron brdge will be two monuments to the progresslteness and' ubllc spirit of the present board of coun. commissioners Public Sale Day. This was public sale da ana while a num ber of pieces of property were sold there were only a few of much value. Two hundred and twenty-seven acres of land on the Houston road belonging to the estate of the late Allen Beddlngfield was sold to Mr Bud Beddlngfleld for 13000 cash A part of the laboratory property was bought by the Georgia Trust and Loan Compan for 500 A piece of property of the Giles estate on Fourth street was sold for 1 400 Certan Kapler swamp land sold for Jtx All the other sales were of minor value. At 1205 o'clock this morning the death of Mr. William A. Swift occurred at Ms residence on First avenue after a brief illness of two days of peritonitis.
