HONOLULU ADVERTISER Tuesday, August 18, 1981 A-7 Ruling clears firm's plans to build mental hospital A cutback in prime-time Japanese television programs by KIKU Television last month has prompted a former general manager of the station to start her own Japanese programming on cable television. Joanne Ninomiya, general manager of KIKU for 12 years, said yesterday that, beginning Sept. 14, JN Productions will air five hours of Japanese programming per week over Oceanic Cablevision and TV Systems. Programming from the Tokyo Broadcasting Service (TBS), Japan's leading network, is scheduled to run four hours a week with the final hour reserved for a locally produced program called "Hawaii in Focus," dealing with local Japanese culture. Only Oceanic will carry the local program, she said.

Ninomiya, who said she enjoys watching Japanese television herself, said she left KIKU in January because she couldn't support the programming changes the station Japanese shows to be broadcast on cable television was proposing. KIKU doubled its broadcast day and changed to a predominantly English-language format. About two weeks ago, she formed JN Productions and hired four full-time staffers to help her. During the first week of service, three inaugural features will be aired. The following week will start four regular serials and Hawaii in Focus.

All dramas from Japan will be shown with locally inserted English subtitles. "I think the shows are very representative of what the local Japanese viewing audience wants," she said. She added there is a possibility the programming will be expanded sometime in the future. The serials are "Mito Komon" (Travels of Mito Komon); "Arigato" (Thank You); "Kasoku" (The Family) and "Ai no Kassoro 81" (The Runway '81). Brown Schools of Hawaii Inc.

has won a Circuit Court ruling which clears the way for the firm's plans to build an 88-bed psychiatric hospital in Waipahu. Brown Schools obtained a court order preventing the state Health Planning and Development Agency (SHPDA) from conducting an "administrative review" of the firm's application for the facility. The review had been scheduled for yesterday. Circuit Judge James Wakatsuki ruled that SHPDA already approved the application. He said requiring a review under new rules adopted by SHPDA in Feburary would be "unreasonable." Brown Schools had filed for the approval last summer.

Ronald Leong, attorney for Brown Schools, said the firm is now completing negotiations to obtain a lease from Campbell Estate for the 14-acre project. Charter Medical Corporation also was seeking approval from SHPDA to build a psychiatric facility, but Wakatsuki ruled that SHPDA denied the request.
