Ucn by slight rise. THB COOLING OFF OF CHARITY. We regret very much to see by the News of that city that the admirable charity move. tnent of a few days in Augusta went awry. Ihe mayors office was so besieged with ne- vagrants that the feeling of charity cooled oft" and disgust tookits place.

In no spirit of boasting but as reference for the future we point out the difference between the Atlanta method and Augusta's. In Atlanta instead of letting the poor find the committee the committee went out and found the poor. Instead of disbursing charity from a given point discreet men with wagons were sent into the byways and th alleys. To those who besieged the committee's headquarters we said Go home. you are needy we will find you.

If you are not needy we have nothing for you. Go home and wait" When the committee found that the de serving poor had been supplied instead of tcattering its surplus among the idle and vicious crowd that hung about its doors it quietly disbanded and placed its surplus in the hands of the pastors of eleven churches for distribution through the poor committees of their congregation. Had it done otherwise it would have encouraged idleness and established a precedent for vagrancy. In its method of distribution no less than in its abundance- the winter charity of Atlanta has set an example worthy of imitation. Instead of cooling off it has made charity fervent.

THE CROPS OF THE PAST YEAR. Commissioner Henderson alter looking the state over carefully puts his conclusions in a circular just issued from the department of agriculture. He estimates the cotton crop at 65 per cent of the crop of the previous year. The drouth injured the crop in every section of the state and the rust in some counties. rn crop is estimated to be 27 per cent elow that the previous fruitful year.

The drouth cut the crop down tb 26640000 bushels as against 30 003940 bushels in 1SS2. The oat csop fell off IS per cent bringing the crop down to 8199400 bushels. Tae com missioner adds that the drouth which did all this damage was of more general extent and of longer duration than that of any previous visitation of recent period. But the fall supply of farm pork exceeds by 4 per cent the product of 1882 and the number of stock hogs is now 11 per cent more than a year ago. Let us hope this grat.

ifythg fact will be maintained and even improved upon during the current year. The sheep have increased sixteen per cent. Venow have Clly92 as against 527 580 in 1882. The sheep have increased in all sections of the state except in eastern Otcrgia where dogs are In the entire state it is estimated that the dogs killed last year over 50000 sheep. The loss in crops is therefore balanced to same extent by the gain in hogs and sheep.

The acreage town in wheat and oats is also reported to be. unusually large especially in middle and upper orgia. It is believed that the sowing of eats in southern Georgia will also be very heavy. The indebtedness of the farmers is reported to be less by 12 per cent than it was one year ego. The middle Georgia farmers make the best showing in this respect The purchase of supplies has fallen off quarter while the price of lands has advanced 8 per cent in the last twelve months.

The commissioner is hopeful and he tutpa up the situation in these words Though the production of most crops has fallen short of an average the condition of the farmers is by no means discouraging. The dryseason prompted the most rigid economy had this with Unfavorable crop of last year Baa generally enabled them to come out with less indebtedness than usual and the increased pork supply will in a great degree compensate the deficiency in other provision crops Jar HTUCDJTHK Lo better known as Pyre Uyaduthe. drew a large congregation composed of representatives of the Protestant and Catholic chusthe when he preached In Christ church Sa- 1 it TMlnradSVCllhL Pew Of those who heard Ihe eermon understood it as It was delivered La French but the coagregattou found that the reiiad fine vole andposxsd considerable ortjorll ability. la appearance ta dttn guished Frenchman is rather striking. lie prr- titDyt aMnu closely shaven face heavy eyes aud intellectual features.

THE subscriptions to the Barusoldi pedestal fund now amount to 125010 about half of the entire amount required. People do not seem to realize the grand proportions of this statue and pedestal. It is over 300 feet high fifty feet higher than Trinity steeple.

It Is seventy fef square at the point where the masonry begins. As this mammoth statue is a gift from France and as tine United States government has appropriated Bjdioes island for its location it is a matter of surprise that the J250000 required from the people fur the pedestal should be to tong delayed. The money raised up to the present line has come mainly from New York. A gentleman In Chicago sent 500 but this to the only outside donation of any consequence. The Bartholdi statue is one of the most superb gifts ever made by one nation to another.

It is designed to stand as a perpetual Monument of the amity which has existed between tie two nations since th foundation of our republic. It has been sue- gested that as the base of the statue is to consist of forty huge stones each bearing the coat of firms of a StatG or territory the states and territories ought to pay for their part of the pedestal. The portion of Mexico we hid pea-ed through seemed to have been a succession of grand flat lands' entirely surrounded oa sides by. mountains and 011 the other two tldfs by bHn whloh hills we would cross. Sometimes these sinks which looked like they had been seas and the water evaporated were twenty miles bag. It is Impossible for me.

to fully describe the country. People will soon be coming from the United Olales in shoals over the Mexican Central to see for tnem elves. The lowest altitude of any point on that railroad is about 3700 feet shove the level of the sea. A grand view paid me for a toilsome walk of nearly three miles up hilt to the top of Zaeatecas mountain. The city of Zaeatecas.

with Its 40000 people lay at our feet hundreds of feet below and yet the city is 8800 feet above the sea. My walk did not seem to tire my legs but my was very shag and It seemed nttle difucalt to inflate my lungs. The atmosphere wee delightful and the day clear and bright. The long stone wall that was made on the side of the mountain to retain the road ray is a fine piece of work and seated upon itt soon became enwrap- i ed in the beautiful view that a sense of catching a very bad cold scarcely. aroused me from the reveries brought on by this magnificent view.

But the ambnlaaces coming up we were whirled down the hill nd through the narrow streets us the end of tile Mexican Central road which nail been laid to that point only two days. There were not lets than ZOCCO people out to see the rays laid and tto locotnatire sn-ave. There Is nothing like a railroad to civilize people. Rents and property have already advanced In price. When it comes to money the Mexican Is up to snuff.

lie always asks enough to allow for a decline if demanded. In this country one should generally make a contract for every service before he gets it performed as the Mexican laborer or cabman la like In American prototype I have found in. wanting more pay slier the service Is performed than before. The word manana" means to row. When you come here next year you will Sod that almost every one you employ will tell you manana when you wish a service performed.

Banana" has injured Mexico greatly. There la tooxauch procras' tination. The country around Zacatecas In the valleys seems very productive. but the supply of water for the city is too limited to admit of gardening. We saw for hours women anti children waiting their turn to stoop over the high rim of the fountain in the city end dip up with leather dippers water for cooking and drinking which they poured into ol- lea acid titans they lugged off on their shoulders.

The better cla es buy their drlnkin water- Irons peons who bring ssveral miles in otlas on tie backs of bourrcs. Zacatfcas Is a prosperous city despite its lack of water and will some day be a fine mercantile lnt. The postal facilities of Mextenare bad. My let tars mun be taken to the poateffice arid the pottage paid there. No stamps are sold.

tbei There teagraat5uncertainsty aboutthe safe delivery of letters. You may get this or not but at any rate Itwillsaart Christmas being nearly on us. the bulls are. having their horns sawed off and as for game chickens we saw over a hundred at a little village. tied about ten feet apart to a line.

There wss not a Shawl Seek among them and my sympathy went out to the benighted. people who had never heard of the olcmbua of Shawl Neck chickens. What a field for chicken missionaries from the states The Mexican dog Is almost as plentful as the Mexican baby and it seemed to me the former wee more highly prized by the owner. The system here is almost directly opposite to ours. People go to the let and not the right.

A waiter at the table hands the plates to you on your right side. Stilt I am south taken with Mexico so far. My lack of the Spanish lass- cuage Is a great drawback but session of a few months under a teacher will in my opinion give any one such an insight into the langntg that jusineps can be transacted by him. Itiivery sliai ar to the lads. C.
