CULBERSON HAS A PLAN OF HIS OWN lit. Scheme It to Issue Fire Hundred Million of Bond. to Sold for Greenbacks. Washington January 4. Special.

In the event that congress cannot agree upon a currency bill very. soon several of the southern silver men are talking of introducing and urging a resolution instructing the secretary of the treasury to redeem greenbacks in both silver and gold half and half when presented to the treasury. It Is be. lieved by many that had Carlisle done this months ago there would have been no financial trouble. But Cleveland was made the tool of the bankers and financial sharics and he drove Carlisle to the policy which has proven ruinous to the treasury and the country alike.

Mad the treasury department taken a firm stand and had the governments finances been managed as any good bush- ness man would have conducted his affairs the present conditions could not exist. If Carlisle would redeem in silver and gold alike as the French government does this syndicate of sharks who have been gobbling up the gold for personal profits could have accomplished nothing. The trouble has been as every sensible reader of newspapers knows that the president has to all appearances been in with this gang or else hoodwinked by them and has played his hand right Into theirs. Mr. Carlisle has been made the scapegoat of the policy.

He has been reversed and turned down and buoyed up and toyed with so much by the president that the good man hardly knows which way to turn. Cleveland has been. tossing him about in a net nanoeuvered by the Morgans. Stewards and others and catching him in so many different meshes that the secretary when he gets back into the water hardly knows In which direction to swim. He Is now trying to change and modify and reconstruct his bill in order to get It in a shape to suit all the varied and conflicting views of the alleged.

statesmen wIns are fighting over it. I But Carlisle refuses to swim intqj the silver school of fish. He darts about the edges of the shining fellows and attempts to lead them oft by other baits. The all- verites are slow to nibble at such bait. They fear there's a hook concealed be.

neatn it. Disburse on All icle As a matter of fact there Is dlstrlat on all hands. Men are looking for I ditches and concealed bombs. Therefore each faction fears to stray out of Its beaten track. Old Colonel Dave Culberson dons see much hope of action upon the Carlisle bill and he is now talking about a plan toiisaue lOtiiSdedv of i per cent bonds to be jld at par for grnenBcks.

There are 5O0O51XI of these treasury notes which have beea used for drawing gold from the treasury outstanding. These bonds would draw th in and they could be canceled. Then the wnds could be used by the banks as a basis for currency. Culberson is a sliver man but seeing no hope for silver now or in the near future he thinks the abovepUn might be wise. However.

It don't slide into the good graces of ihe average silver man with the eifte of a sleighs over new snow. There's too much national banks In it Bonds and na tional banKs to them are synonymous and both are the poisonous enemies of silver. If Mr. Cleveland instead of making bluffs at punishing the bond syndicate people for threatening him would. simply come out and announce a policy of redeeming greenbacks in gold and silver alike- and equally he would soon stop this demand for gold from the treasury.

He would certainly prevent the bilking or the vaults which has been going on for months. The Gold Withdrawal. Do you know that since November 13th when the bond issue was decided upon 8000000 of gold nas been withdrawn from the treasury. Of this amount but 110000000 was for export. An intimate friend of Secretary Carlisle who is Indignant at the charges of bad faith preferred against him by the New York syndicate crov explained it today.

The syndicate which purchased the bonds he said took two steps instead of one In paying for them. The first step was to pay the fifty millions of gold into the treasury. This secured the oonds. Then they offered lh for we to small purchasers demand- log that they in turn pay for them in gold. To get this gold the small buyers went to the treasury drawing out the gold paid in by the syndicate.

This explains said Secretary' Carllsles friend. why the syndicate was so anxious to pay the entire amount for the bonds In gx ld In advance. They wanted the gold there for the small bankers to draw out SO they could sell their bonds quickly and real. ize. Their scheme succeeded until all ex.

cept 12001000 of the 10000510 had been withdrawn. and then It became apparent that something must quickly be done by congress or arfother bond Issue Would be made. The small bankers saw It would be to their advantage to waif for the new bond Issue than to purchase bonds at a premium from the syndicate. Hence they stopped buying. This caused the price of the bonds to fall which meant a loss instead of a gain to- the syndicate.

Then the syndicate sharks turned on the secretary and accused him of breaking faith. Instead of that It was the syndicates greediness said double deal- In and not any action on the secretary's part. that caused the failure of the syndicate to realize. These syndicate people have made a grand kick to the president. They were vigorous and vicious In it.

They wanted Carlisle removed but as the secretary had simply acted under orders of the president the latter was forced to defend him. Right now the president and the syndicate people are at loggerheads. They turned on Wm and he had to resent It or offer Mr. Carlisle up as a sacrifice to their greedi- ness. Cleveland could not afford to do the latUrJ Not Muck- Out with Them.

So. Cleveland is out with the old crowd who have been dictating to him the government's financial policy in their own intOest They run him Into one too many traps. But that's a shrewd crowd over in New York and they are liable at any minute to throw out a seductive bait which the presi dent will take and. then they Will have him again. The latest arid prettiest little scheme of the gold-bugs is to stuff the representatives of Japan here anti thnwffVthem th guy- necessity bt Japta gxtorio a vi fasts ot finance.

Mr. Kuzino the Japanese minister-8878 Japan Is taking steps to provide a. curren cy commission to evolve for' that country a new system of finance resting upon a of gold and only gold. The country will demand an Indemnity from China and demand its payment In gold. So we have it.

The gold men seem to hold the reins now. but It cannot last always. As matters now stand In the terasury there Is cause for alarm. The gold reserve down to 55000000 and If Mr. Cleveland carries out the threat On his last message we will have more bonds very soon and they will again be I per centers.

That's the only bond Carlisle can issue under the present law. and It Is quite evident congress Is In no humor to give him a new bond law. Perhaps if something was done to put the government on a paying basis affairs might be better but as It is receipts continue monthly to fall below the expenditures of the government. Last month the expenditures run 5269524 below receipts and for the put six months the deficit was $27,135460. It Is however expected that the In come tax will do the work in making up this deficit provided the senate ever passes the bill making an appropriation for the collection of the income tax.

Carlisle is having a grumbling hard time managing the treasury department Cleveland gives him orders that he swallows as. a child would castor oil. He takes them because he knows he must Then the east and the south and the west all pound him at the same time but for different reasons. He la surrounded by devils and deep seas galore. lie realizes that he has wandered far from his old fireside and since the Wall street people have grappled at his throat he seems ready to return to the old democratic views which he advocated when In the house of representatives.

But will he- E. W. B. DEBATE OX TUB CURRENCY. Speeches for and Against the Dill In the Hoary.

Washington January 4 Speaker Crisp laid before the house the resignation of Representative Thomas H. Paynter of the ninth district of Kentucky to- take effect tomorrow. Mr. Paynter takes a place on the bench of the Kentucky court of appeals on Monday next. The committees having been called for reports Mr.

Springer moved that the house proceed to the consideration or the currency bill in committee of the whole. Agreed to. and Mr. Richardson of Tennessee. resumed the chair.

The. debate on the currency tilt which followed was in some respects the most notable and interesting that has occurred. The speeches of Messrs. Dlnglty of Maine and Hipburn or Iowa were significant in that they were taken to express the purpose of the republican majority in the next congress to proceed at once upon its assembling to th" preparation of a revenue measure. which will in ther opinion provide enough money to meet the xpeWnur of the governint.

Nutning short ot that. according to tutu- statements will be sum. clent to remedy or remove the evils from which the treasury and lbs whole country are suffering. Mr. Hepburn would.

also go further an proceed to legislate for a more general use and coinage of sliver but Mr. Dlogley wan silent on that point. Failure Predicted Representative Hendrix of New Ycrk also made a notable speech. He said the bill would be a failure as far as purposes which it was sought to elect were concerned. The new year opened he said with a fear generally prevailing among the people of the country that the tovernlnnt could.

not maintain on a parity with cold the volume of the other currency 'circulating among them. He was of the opinion that It Is so however. and the best proof that It could was found in the fact that It has done so. Hut this largely depended upon the answer whether or not the government ptcposed to retire from the business of is suing circulating stoles. lie rtferredto the aggressions upon the gold serve through the medium of demand notes and salts that.

as long as there was a msrgiu of of 1 per cent to business. men In conducting the transfer of gold from his couutrytto Europe so long would they engage in It. He as glad to know that it had been made a part of the democratic policy from the highest sources of leadership to take the government out of the business of issuing circulating notes as it had been taken out of the silver business. But was there a successful application of this prascipie. as set out in the pending bill asked Mr.

Hen. dxix. lie thought not. The bill would not relieve the treasury of the aggressions upon the gold reserve. it would fail as a banking measure because It seeks to superimpose upon the government credit cur- rency a volume of bank credit currency with no sufficient redeemer In sight Debt- hiding is not paying.

The wisest- cheapest and practically almost the only thing left for the government to do is re tire and dispose of the demand notes. through which the gold reserve open to the aggression of any one who Is inclined to attack it Upon commerce should be thrown the burden of providing the gold with which to settle Its balances in Inter. national business. The bill pending therefore said he although It was a great improvement In Its present condition over the measure originally Introduced would not relieve the treasury nor would it provide such a currency as the country ought to have. If the principle Wd down by the president and secretary of the treasury and which is feebly and apologetically expressed In the ninth section of the bill can be carried out congress ought to do it.

Other speeches were made by Messrs. Carutls democrat of Kentucky and Gresh- am democrat of Texas In favprof the bill. Sperry Has a Substitute. Mr. Sperry duiocratpfC0nPectlthit gave notice of a Substitute Intended to offer nd Mr.

Walker republican of Massachusetts presented wo additional sections to his substitute requiring the payment of customs dues In part in gold for a certain period and authorizing the secretary of th treasury to sell 3 per cent bonds to er deficiencies In the treasury and to. maintain the gold reserve. Mr. Sperry's substitute authorizes the is. sue of per cent bonds to run ten or thirty years to an amount not exceedingthe U.

gregate of all United States notes outstanding and with the gold obtained from the sale of the bond to withdraw the United States notes. At o'clock the house took a recess until o'clock 1114 night session to be for In consideration of private pension bills. 1 LODGE SPEAKS FOR HIS BILL. Calling- for Information About Withdrawal ofVe el from Hawaii. Washington January 4.

There was a very lively and Jnferesting discussion la the senate today- over Senator Lodges bill calling on the presltjent for Information to the withdrawal of American vessels of war from the Hawaiian islands. All of the republican. senator who participated la the discussion Messrs. Lodge. Sher man Hawley.

Morgan and Gray-argued In favor of Its reference upon Mr. Butlers motion to the committee oh foreign relations. In opening th debate Mr. Lodge said that Admiral Walker Ut letter brought out strongly Mgfaly Important point which hail thus tar' not been appreciated.

OUR YARDS ARE FULL OF THE JBEST COALS ON THE 3 MARKET. PROMPT DELIVERY FULL nEASUREnENT. lulu. The letter of Admiral Walker to which I have referred discloses in a striking way the danger and linpoilcy of this course and also proves that our government had been warned in regard to it by an officer fitted to speak on such points with- the authority of an expert. Admiral Walker says with great frankness that the British war as well as OUT own had been withdrawn It might sv been a good thing certainly done no harm to the stability of government in the islands.

But It appears that at the momenr when it was known that our vessel was to be taken' away. th British orders were changed and her majesty's ship Champion which has subsequently been replaced by the Hyacinth. was ordered to remain at Honolulu. It not necessary to impugn any Improper motive to Great Britain or her representatives for this action or even to suppose that it Is the Intention of Great Britain to seize Hawaii but It must not be forgotten that while our government hastens to recall man like Mr. Stevens who 15.

earnest in the prclinotion of American intern-ate Great Britain takes pains to retain and uphold her representative lor bl devo tion to British interests. The sympathi or Great Britain. Tf nothing more. has certainly been with the royalists. The presence of a British warship and the' withdrawal pf ours would believed by the supporters of the queen and by the natives generally.

whethr rihty wrongly It matters not to mean that the opportunity was favorable for a ror Uprising. To leave affairs there In such a condition was direct encoumgemeat a revolution and to the rmewai or disorder and possibly bloodshed In the islands. It should be remeuibrred also that Japan has retained a vessel there and that there are many Japanese in Hawaii who form a strong and somewhat threatening element in thepopulation Under such conditions to withdraw our ships cciii leave the ships of Japan and Great Brltat at Honolulu appears a blunder of the very first magnitude. The choice of the Hawaiian Islands to the United States cannot be overestimated and that Importance is being greatly In. creased by the approach of the time when we shall build the Nicaragua canal-an action which the senator from Alabama is pressing in such a broad and patriotic spirit and with such distinguished ability.

It can- not in any event be long delayed. When that canal Is built the Hawaiian islands will be absolutely essential to our safety in the Pacific more than they are now. Corn. rnercially and still more from a military point of view they are. of the utmost value.

We do not propose to allow any other country to Interfere with us there and the' Amer- lean people intend to take those Islands lust as soon as they have. an admlnlstra- tion which will not thwart their wishes. Mr. Butler said that he did not care to open up a discussion in reference to" the policy of the government towads sthe Sand- wich islands. He did not see how the panda lag resolution was going to aid the senate or the country or the president.

or the secretary of state or the secretary of the navy in regard to that policy. His object in moving the reference of the. resolution to the committee on foreign relation WM not for the purpose of defeating it but for the purpose of examining Into the propriety of the adoption of such a resolution. The whole matter was based upon the opinion of a naval officer who had simply given his opinion as. to what Great Britain would do in certain contingencies and under certain circumstances and he did riot think that that was of sufficient consequence to Justify the senate.

In adopting the resolution without giving-an opportunity to the appropriate committee to Inquire Into the circumstances and facts as stated by Admiral Walker. He Mr. Butler undertook to say that Great Britain wott do no such thing as Admiral Walker thought' lb would and no other foreign government would attempt to do it. There was not the slightest apprehension in his mind on that subject. He did not what the government of tOe United States tad to do wita the International affairs of the Sandwich Islands.

It there was conspiracy against the existing government in the Sandwich islands. that government should. able suppress It and certainly the United State. government should not interfere in a purely domestic controversy. lie should there- fore.

insist upon his motion to the resolution to the commute on foreign re lations. One democrat Mr. Call. opposed toe refer- dice. The morning hour expired before any vote could be taken and the resolution lost It place on the table and went to the calendar where It' will be heard or no more.

Then Sir. Morgan finished his speech In support of the Nicaragua canal bill. No action was taken. and the bill till remains the unfinished business. Mr.

Mitchell of. Oregon has the floor when It next cQmt The military academy appropriation bin was passed with few amendments occupying no more time than was necessary for the-clerk to read It.
