2C Pensacola News Journal Monday, September 19, 1994 LOCAL ton the Record Parking buses at subject of council home review 1 By Angie Basiouny News Journal Pensacola school bus drivers could find it harder to take their work home with them under a proposal that would strictly regulate overnight parking of the vehicles at the drivers' residences. The Community Economic Development Committee of the Pensacola City Council today will review the practice of parking buses in city residential districts. The proposal, made by the city's Planning Board, suggests that school buses be added to an amendment detailing how recreational vehicles can be parked in front of homes. The amendment allows RVs to stand in a carport, garage or driveway unrestricted. But an RV parked in a back yard can't come within three feet of rear Highway.

The center also accepts blood donations at its offices at 2201 N. Ninth Pensacola, from 9 am to 7:30 pm Monday, noon to 7:30 p.m. Tuesday through Thursday and 9 am. to 1 p.m. Friday.

The union and school administration can't agree on faculty raises, so the union has declared an impasse.

Ron McCuiston, PJC Faculty Association communications chairman and a math professor at the college, said the union has asked for an average 10.7 percent raise. That figure would bring the PJC faculty into the top 20 percent of community college pay in Florida, a goal of both PJC and the union. Administrators say withholding the raises is a matter of money. "There's no money," said Larry Bracken, director of college advancement. "The bulk of our budget comes from two sources legislative appropriations and student tuition." This year, the school had little increase in legislative money, most of which was already earmarked for certain programs.

All salary increases must come from the general operations budget, which also did not receive more funding this year, Bracken said. Student tuition did not rise, and the college got less state funding because the same amount of students are taking fewer hours. "I think the administration and the board of trustees are committed to raising the faculty salaries as high as possible and as quickly as possible," Bracken said. "They haven't abandoned their commitment, but education is not a priority issue with the Legislature this year." The college is offering raises to only 42 of 254 people that McCuiston's union represents. The union includes faculty, counselors and librarians.

Those 42 would receive raises only because they received promotions, Bracken said. Because of the impasse, the Public Employee Relations Commission will automatically submit a list of special masters, who mediate disputes. The union and administration will agree on a special master to assist in the negotiations. The college board of trustees will remain the final authority on whether raises are granted. Under the administration's proposal, 24 faculty members would divide about $24,000 in raises for promotions.

Another 18 faculty members would get $600 each in raises because they were promoted last year without raises. 32566. EDSEL "EDDIE TILLMON Edsel "Eddie Tillmon, 64, of Pensacola died Wednesday, Sept. 14, 1994, in a local hospital after a brief illness. He was bom in Georgiana, to the late Nercey Tillmon and Pink Gilmore on Dec. 22, 1 929.

He served in the U.S. Army in the Korean conflict. He was a member of the Brothers United Social Club and a very active member of the Sixth Avenue Baptist Church. Survivors Include his wife, Ella Tillmon; son, Joseph Lee Sims of Detroit; two daughters, Margaret Sims and Annie B. (the Rev.
