CONSTITUTION, ATLANTA. GA. WEDNESDAY, SEPTEMBER 11, 1912. HALF -MILL JUMP 'IN COUNTY RATE Continued from Page One. that he had carefully gone over the situation and had found that a raise was imperative.

He proposed a one mill increase, showing that the courthouse work would be a heavy drag on the funds of the county, but was opposed by H. E. W. Palmer, who stated that at the outset the board had desired to accomplish the building of the new courthouse without raising the tax rate and that he believed it to he possible. $30,000 Additional Expense.

General Anderson showed that since the plans for the building were made an additional expense of more than $30,000 each year had been put upon the county because of the establishing of the new branch of the superior court, the juvenile and the increased cost of county court, prisoners. He showed that the 6-mill rate would bring In but $768.000, while the expenses of the county, exclusive of the courthouse, would be $733.000. Judge Palmer proposed that the counts. borrow courthouse the expenses necessary in funds 1913, decl.ring that it was cheaper -for the taxpayer to pay the bank 4 per cent on borrowed money than it Was to pay out the additional increase in tax. but he was told this would serve only for a short time, whereas the county would be forced to pay for the courthouse sooner or later.

Both the county and the contractors are losing heavily on the delayed work on the courthouse caused by unusual weather conditions, was shown, and the new building will not be fit for ocunpancy In part until September 01 October, 1913. though it was expected that it would be ready on the lower floor by June, 1913. The county will, therefore, be forced to pay an additional four months' rent on buildings now being occufore pled, while the contractors are also losing because of atmospheric conditions. Two More Tar Levies. There will be but two more tax he levies before the courthouse is completed, as it is thought the structure will be finished in the early months of 1915.

Already $407,471 have been collected and applied to the building fund. while the estimated cost of the building, and is other $800,000, and the will furnishIncidentals amount to almost $100,000. Even with the increased tax rate. the commissioners estimated the rent expenses for 1913 must not great1v exceed of 1912, and it was the sentiment of the board that 1913 will a "close" year, so far as new work is concerned. Every possieconomy will be exerted, and many departments be forced to do with less money order that thew county may not run in debt on the courthouse, but the commissioners believe that with the rate for 1913-14 the question will be solved.

In 1915 they believe that the rate will be reduced to probably mills, because the county will not be burdened with debt, and it is possible that increased values in 1913 will cause the rate to be reduced for 1914.
