No article of commerce can evade their keen Observation, and wherever anything can be found upon which ,500 or 1000 per cent, can be made, there can also be seen a host of grasping mercenaries, who, regardless of the wants of the community, purchase all they can find, and conveying their property elsewhere, realize almost a fortune at a single operation, and langh at the eagerness of those around them, who seek to add to their ill-gotten gains." Buckner has issued an order relative to this subject, which is thus spoken of by the Tribune The special order, No. 348, published yesterday, is considered of doubtful utility by many of the citizens. If food is scarce, that will not make it abundant. Unless the order be generally and rigorously enforced, food, which under a course of free trade would find Its Way to market, 1 likely te be concealed or sent to places where there are no restrictions. Since the times the memory whereof is lost, there have been efforts made, on occasions, to cheapen food by legislation, but they have never been raeoessfuL There la one plan that has not yet been fully tried or even partially that Is to leave the law of demand and supply to work out its own results.

Make eommunioation as free as possible between ail sections of the country let the man who makes what the public needs have nnembatTatsed egress and ingress to all sections of the Confederacy, so' that, like water, the superabundance of the plentiful regions may be attracted to those where there is a scarcity. This can only be done by taxing the shackle from our railroads and steamboats. One local benefit, we think, might be secured now. although it may be too late to accomplish mnch good. If It had been adopted long ago, it would have- unquestionably been of advantage, and that Is to declare our markets free for all commerce for every man who has any thing te sell.

The amount of speculation which originates in the city restrictions Is enormous. They encourage monopoly and high prices. Only those who have seen the various little streams, each apparently insignificant, that have contributed to the whole volume, can appreciate it. The market places, we are told, are now without leases and therefore, the city will violate no contract by declaring them free-. And in mentioning the market, we mean the right to sell anywhere witbin the corporate limits and at any time.

Fire in Clinton, La. Rebel Armory De-etroyed. We learn en good authority that the establishment at Clin ton. for the manufacture of arms, ammunition, eec, was totally destroyed by fire about two weeks since. CEra, of this aftvraoan. Formidable Invasion of the Bart-. ISH SonJ'Speechoj 'tXe Emperor Napoleon- The following is the speech of the Em peror of the French in reply to the address of Prince Napoleon at the presentation of the awards to the French exhibitors in the Louvre, on the 21st nit. Surely a sovereign imbued with these wise, broad, deep and liberal views of statesmanship is fit to be the ruler of a great people Gentlemen, yon have worthily represented France abroad. I thank you for so doing, for universal exhibitions are not simple bazaars, but striking manifestations of the strength and the genius of peoples.

The condition of society shows itself by the degree, more or less advanced, of the various elements of which it is composed, and as all Improvements move forward the examination of a single one of the manifold products of Intelligence 'suffices to appreciate the civilization of the country to which In tune it belongs. Thus, when now we discover a simple object of art of ancient times, we judge by its perfection, more or lees jcreat, to what period of history it belongs. If it merits our admiration you may be sure that it dates from an epoch when society, well established, was great in arms, in speech, in the sciences as in the arte. It is nbt then a matter of iadiflerenoe In reference to the past reserved to France to have exposed to the contemplation of Europe the products fit our industry; they of themselves bear witness to our moral and political condition. I congratulate you on your energy and your pemveranoe in rivalry with a country whioh had surpassed us in certain branches of industry.

Thus, in fact, was realized at but this formidable invasion of the British soil predicted for so long a time. Ton nave crossed the channel; yon have boldly established yourself in the British capital you have courageously struggled with the veterans of industry. This campaign has not been without glory, and to-day I render to vou the recom- pence of the brave. This kind of war, which mas.es no victims, has more than one merit it incites a noble emulation, leads to those treaties of commerce which bring people together and cauaea national prejudoee to disappear without weakening the love of country. From these material exchanges is born an exchange still more precious that of ideas.

If foreigners can envy us many useful things, we have; also much to learn from them. You must, no doubt, have been struck in England with the unrestrained allowed to the manifestation of all opinions as well as to the development of all interests. Yon have remarked the perfect order maintained amidst he vivacity of discussion and the perils of competition. It is that Emdish liberty always respects the principal basis on whioh society and power repose, By so doing, Liberty does not destroy but improves it bears in the hand not the torch, which causes a conflagration, bnt the light which illuminates and in private enterprise, individual initiative exercising itself with an indefatigable ardor, dispenses with the government being the sole promoter i of the vital forces of a nation and thus, instead of regulating everything, it leaves to each one the responsibility of his acts. It is on these conditions that this marvellous activity, this absolute independence, exists in England.

Franc will also arrive at this consummation on the day when we shall consolidated the basis indispensable te the establishment ef an entire liberty. Let us, then, work with all our strength in imitating each profitable Let sound political and commercial doctrines impress you incessantly i nnte in a similar thought of eoaservatlon, and stimulate amongst individuals an energetic spontaneity for all that is useful and good. Such is your task. Mine will be to eonstantly take the wise progress of public opinion aa a measure of improvements, and. to dear away administrative obstacles from the path you ought to follow.

Each one will thus have ae- eomplished his duty, and our passage on this, carta wm not nave been useless, since we shall have left to our children great works accomplished, and fruitful truths raised on the ruins of deetrovad nreindioea and of animoaK ies buried 1 cannot conclude thanking the Imperial Commission and its reaaoent ror tne enlightened seal with which they organised the French exhibition, and for spirit of iuii wkuk MU4 at the disposal of awards. Feb. 10. The Navy Department has received the following from Aamirai jrarraguit 1 The Galvetton Affair. Flagship New Orleans. Jan.

29, Sir I herewith transmit the report of Act-ins; Master J. A. Hannum, of the Harriet Lane, by wnicn yen will perceive the exag cerations which, have been circulated -con' faming the defence of that vessel. Also the pusillanimous conuuei 01 tne omcers wno of truee, and corroborated to Lieut. the enemy's statement that tne otueere and crew of too- Harrietane had perished, save some ten or fifteen persona, whereas there were scarcely that number or aTUierj ana wonnoea.

1 take it for arranted that of -the nine slightly wounded the greater part amounted to notuiDsr. so tuat the teoti mony of the rebel pilot was very near the truth when be said Ave killed and six or eight wounded. 'I'eaonot think but that for the death ef Cotn'r Wainwright and Ltteot, Com'g Lee the vessel eould not have been captured. it is dimcait, However, to conceive a more posillanimous surrender of a vessel to an enemy already in our power than occurred in the cae 01 tne uarnet JLaane. Very respectfully, your obedient servant.

D. Q. Farraout, Bear Admiral. To Hon. Gideon Went a Secretary ofthe Kavy.

The Sabine Pat Affair. Flag Ship HAaTroRto, Nxw Orlxahs. January 29. 1863. Sir I have received dispatches from Com.

Bell sod Lien, Conuv Bead, on the coast of Texas, extracts and a copy of whioh I here with inclose, by which you will see that our oleasters on tnat coast are not yet enuea. as i nsa already anticipated, it appears tnat tne enemy came out of tsabine rasa witn two cot ton fortified steamers on a certain morning. ana ran out to sea. some twelve or xourteen miles, where the Monung Light was. The latter soon sot under way.

but, by the rebel accounts, and we have no other, they gave chase, soon came no with, and captured her without losing a man. The same course of doo-resistance appears to nave Deen pursued by the officers and crew of that vessel as wss pursued by those of the Westfield and Harriet Lne. lue schooner velocity was soon made also to surrender, and was taken into port. I am very thankful that they did not get the guns of the Morning Light, as it would have enabled them to erect a battery of great strength in such a shallow pass. Yon will notice the guns of the Morning Light were leaded and went off when they became heated, by whioh eircnnistance I judge the men did not fire their last charge, but surren dered without a struggle.

I am pleased to see by Com. Hell report that the Harriet Lane is still in Galveston harbor, although they have tried to impress ua with the idea that she had run out during the -last gale, which is now known not to be the case. D. G. Farrigut, Bear Admiral Gideon Welles, Secretary of the Navy.

P. 8. I nave last learned that the Morninar Light a captured in a dead calm by a steamer coming up astern of her. U. U.

ARRAGuT, KOST Admiral. The Harriet Lane etill at Galvetton. Unitxd States Stkam Sloop Brookxtit, Off Galveston, Jan. 25. 1863.

5 Sir I am very confident that the Harriet Lane is within Galveston waters. The sea broke heavily on the 18th and 19th, from one end of the shoals to the other, and nothing drawing over six feet of water could have possibly crossed the bar, and nothing could nave passed through the gunboats anchored there without being seen, although the night was verv dark. Subseanentlv the onlonrs ac companying the flags of truee tried to create see a sauare' rigged vessel, sails loosed, from the maintop masthead, which he takes to be the Harriet Lane. She lies beyond the Upper harbor, in the direction of -Virginia Point, and was doubtless carried over the shoal waters by the rise during the heavy easterly weather, very reepecUully, your obedient servant, J. -V.

uommoaore. To Bear Admiral iarragut, Lieut. Reed: Report. Lieut. Beed, of the United States' sunboat New London, in the dispatch referred to in Admiral Farragut's report, states that he was ordered, in company with the gunboat Cayuga, to proceed to Sabine Pass, to the relief of the Morning Light, Baehel Seaman and Velocity, blockading there, reported captured by the rebels.

At 13 1L, on the 23d of January, he discovered the Morning Light A steamer was just leaving her, and la a few momsnte the former was discovered to be on Are. The Cayuga was ordered forward, but it was impossible to save. her. The fire was started in the sitei part of the ttjp, Thsan- tne impression tnat sne is out, one or them saying so plainly. I don't believe it.
