AUSUST 94. gome time ago it was announced that negotiation were in progress between the Pope and Victor Emanuel, baring for their object an arrangement of the questions pending between the two powers. The Pope had never recognized Victor Emanuel es King of Italy, and although his refusal' to do so did not weaken the title bj which that monarch held Lhi crown; it ret had a Serious effect on the allegiance of that portion of the population which sympathizes vrith the ultramontane er advanced Church party. The continued, although perhaps latent jko4 reticent opposition of this party could-not- otherwise than constitute a dis- Waiting element in Julian politics, while it ras the evidence of a diriskm of that pub-" lie sentiment, the consolidation and unanimity of which have always been so strongly desired by the Rational Government What the', question still more was the- power- claimed by the Pope Of appointing bishops to vacant sees but sot only was this -power disputed by the Government, but the bishops so appointed were summarily and others will- ins; to reeognise the temporal hegemony of the King were put in their places.

It is si remarkable fact in the history of the times, that any Italian Government should venture on a step of this kind, and that it ihould, in taking that repose confidently on the support and approbation of a population which has always hitherto bees supposed to be completely-under the dominion oi sacerdotal influences. Such fkcts show the tendency of modern so-cjety, even in extreme Catholic countries, to discard the theological in favor of the temporal regime? The Pope, instead of restating to his spiritual armory for weapons GT defence against this alleged aggression cn his rights' as head' of the Catholic Church, agreed to enter into negotiations on the subject. It was, at one time thought that these negotiations would- result in a settlement of the disputed points, and such a recognition of Victor1 Emanuel's Govern-jnent as would entirely neutralize the opposition of the radical Church, party, and effect such an alliance between the Papal power and the King as would at once reju- Tenate the Papacy and establish the Uonal Government on a solid foundation. Stephens was received here yesterday. gentleman of this city, while in Boston, was fortunate enough to obtain permission to hold an interview with him, which he did in his cell.

He found the honorable gentleman a patient sufferer with health seriously undermined if not in a critical condition. Nor is this surprising, when it is stated that so damp' were his prison wall (his cell being partly under ground) that it. is found necessary, in the latter part of the. day, to build fires for the purpose of absorbing the dampness, and this, too, with an outside heat approaching 100 degrees. Amid it all, however, Mr.

Stephens, it is said, does not complain. Among other crimes and rascalities now so numerous-, bank defalcations are beginning to occupy a conspicuous place. The most prominent, of late, is that of Henry B. Jenkins, for many years reeeiving tel--ler in the Phoenix Bank of this city. He also occasionally acted as paying teller, in the absence of Mr.

Graham but his chief business in the bank was receiving deposits. Jenkins's peculations, it seems, have been going on for two years, yet it was oly the present 'Week, that suspicion was aroused against him. He was perfectly calm about the and when arrested (at 2 A. M. at 'his residence) offered no resistance, hut confessed his guilt He charged the blame for his misconduct, however, in part, upon other individuals, who, it is supposed, have been using the funds for speculations in stocks.

The amount of defalcation was at first reported at $50,000. but it has since swelled, in tbe affidavit ef the cashier of the to a quarter of a million Jenkins had, been connected with the bank for more than twenty years, and was known by the writer welL His conduct hitherto ha been, of the most exemplary and the officers of the bank and financial circles were never more astounded than when it had transpired that the little, gray haired receiving teller had turned out so heavy a defaulter. There is a rumor that Gen. Joe Johnston will receive the appointment of Superintendent of the Bichmond and Danville Rood. Gen.

McClellan is also reported to be a candidate for the superintendency of a railway at the West Only one of our papers that, I have noticed, comments on the recent decision in the British Court of Chancery upon the. question of ownership of Confederate prop- fcerty. Suppose the United States claimed that vessel while lying in a British port, and the master should say that the Confederate Government had agreed to give him so much prize money, as her commander, the court could hardly say that we must take the vessel subject to that agreement The Herald does not allude to the decision of the court editorially, but in its summary of news declares it to be' of a "most remarkable character. In its head lines the i character of decision is displayed with 'great prominence. i Gold commenced to fall yesterday in con sequence of the announcement from Wash ington that the Secretary of the Treasury had concluded to sell one million of his surplus gold, daily, in'order to supply the deficiency in the currency wants of his department i There maybe no truth in this, but the announcement had its effect' It has been proposed to reduce the balance of gold in the Treasury to' seven millions, on the ground that no reserve is necessary." Yet what is this but a direct violation of a law of Congress, which prohibits the sale of surplus gold except for the redemption of the public debt? The Secretary can redeem one per cent" of this with any gold he may have, but for no other purpose is he empowered to sell the Government gold. His proposed sale of a million daily to meet the currency wants of the Treasury is, therefore, nothing less than a palpable violation of the law, and an error which will surely be felt by the country at a future day. are becoming a positive nuisance, because of their plentitude, and one of our papers argues from this that silver will also soon be rolling out of its hiding place in a flood.

Since writing upon the Phoenix Bank defalcation, I now hear that the loss to the Bank will exceed $300,000. James H. Earle, a former book-keeper in the. bank, tprns out to have been in the same boat with Jenkins, and owned up when arrested to having made way with $100,000 of the He was arrested Thursday evening, and cut his throat next morning.

A "pretty waiter girl and a male companion have also been living in clover at the bank's expense, but bcth are now in custody. It was this girl who finally caused the exposure and ruin of Jenkins. He stopped with her till the small hours of the morning, gave her from $50 to $1000 at a time, and soon after, finding out the' occupation of her admirer, she, with her other male friend, commenced a system of blackmailing which resulted finally in an expose of the whole affair. Jenkins is in prison, but says he is happy." He has a wife and four chQ-dred, and, so far as is known, his domestic relations have been of the most pleasant character, until within the past few months, when his homeward step was seldom heard until the hours of a new day had begun to unfold. The bank- is understood to have a surplus equal to the loss, and its business is going on as usual.
