In proportion as Mexico will become acquainted with our manners, customs, and the genius of our people, will her prejudices, and the 111 feelings excited by the late war, give place to sentiments of respect and a desire of emulation while our own people will learn to have a proper regard lor a genue, agreeable and amiable people, for whom wo ought ever to cherish a lively sympathy. Mr. Calhoun was right when he said there was a mysterious connection between the United States and Mexico, which we ought to have a care not to dissolve by an aggressive policy. A foot hold in Mexico, gained by any European power, would be the most terrible blow inflicted on ourselves. Tbo honor and independence of Mexico is as much an object of solicitude to the United States as the honor and integrity of any State of our own Union.

Let us hope that an enlightened and liberal policy will henceforth be adopted by both (xoverninents iu regard to each other, and that the increased Intercourse between JLhe two countries, and the Important commercial relations which will spring from it, will be a bond of union between two Republics who have the strongest mutual interest in each other's welfare. It will now depend on the energy, enterprise and perseverance ot the good people ol New Orleans, and the Representa'ives ot Louisiana here in Congress, whether tbe great project of Ferdinand Cortes shall now be carried out to the fullest advantage ot the whole commercial world, and thus a new impetus and a new direction given to the industry and trade of the world. Religion, civilization and Increased comforts will follow this new route to India and China With the exception of a very few Senators and members who are atill maintaining ultra doctrines, more, I presume, for the purpose of political organization than with any view of changing the $tatut quo, all ia peace and quietude here in Washing ton. Those members and Senators who have left, have gone home in a far better spirit of compromise than tbey came hither, while there are some who, notwithstanding their apparent fierceness, are at heart, at least, opposed to all further agitation of the subject of slavery. Others there may be who have passed the Rubicon, and whose pride of consistency or personal vanity may induce them to persevere in a wrong course.

Against the acts of these, the sober second thought of the people is tbe best remedy. There is no such thing as convincing these men except through the ballot boxes. The ballot box is the true argument ad haminem of selfish or presumptuous politicians Including even those who have five years to sin in, and but one year to atone fur transgression. Let us trust in the good sense, honesty and patriotism of the peoplo let the press do its duty, and Senators and members will soon be convinced that the fee simple is in us and not in the dignity which, God knows, bangs loosely enough on some person's shoulders. The history of the next ten years will show to the satisfaction of all that there is nothing so short lived as a sectional politician, who derives his ephemeral power from the passion and prejudices of a misguided or deceived constituency.

A serious difficulty, arising out of a fugitive slave case, baa juat broken out between tbe States of Maryland and Pennsylvania, which, after a volu minous correspondence, will doubtless ba referred to the Supreme Court for adjudication. Mitchell, of Cecil county, Md, ascertained that a fugitive slave woman of hia, who had been absent about five years, was residing In Camden, N. nearly opposite Philadelphia that ahe had been married to a free negro since her escspe, and was 'the mother of one child. He accordingly employed two men Lnamcd Price and Albertit, residing in Philadelphia to secure her and her child for him, and deliver them to him at Elk ton. They accordingly went to work and secured the confidence of the woman and her husband, and Trice finally invited the woman to come over to the city, and bring her child with her, and to atop at hia house. The woman, suspecting nothing, accepted the invitation, and, after remaining a few days, was carried off in a carriage with her child, bTrice and Albertis, to Elk ton.

The husband of the slave, finding out how his wife bad been spirited off, had Albertis and Price both ar rested on the chargo of kidnapping. S. Mitchell, of Cecil county, on the charge of having employed persons to kidnap a free born child from that State. The requisition is accompanied by an able letter from the Governor of Pennsylvania, which Gov. Lowe, ol Maryland, has replied to most ably and eloquently, declining to give Mr. Mitchell up, on the ground that he has committed no offence that Is punishable under the laws of this State, and also refusion to eive ud the negroes.

He is sustained in this course by a long opinion from Attorney General Brent, all of which, I learn, will shortly be published. The stone prepared by order of the Legislature of Maryland for the Washington Monument haa been completed, and will be sent on next week. It is of the beautiful white crystalline marble from the quarry that tbe main shaft of tbe monument is being built of, which is located but a few miles from Baltimore.
