Arakawa, 41, will replace Darolyn Lendio, who told Harris when he hired her in 1994 that she would stay two years before returning to private practice with the law firm of McCorriston, Miho, Miller and Mukai. Lendio said she personally recommended Arakawa for the job. The mayor approached him the week after the election, she said, and Arakawa accepted this week and starts at the city Dec. 1. James Troiano escaped at 2:30 p.m. while being escorted to an outside exercise area from his cell, said Waiawa warden Phil Tumminello. A guard pursued Troiano, but he ran down into Waiahole Valley. Suspect, 21, charged By Angela Miller Advertiser Staff Writer Mayor Jeremy Harris said he hired David Arakawa as his next corporation counsel for his qualifications, not for political reasons. Arakawa, who ran unsuccessfully for city prosecutor, had many Democratic Party leaders and a massive network of grass-roots campaign workers behind him. "We're hiring David Arakawa because he's the best qualified, he has superb credentials and Pawaaplan endorsed by zoning panel Advertiser Staff The City Council Zoning Committee has endorsed Wal-dron Venture's plans for a residential development at the old Young Street police station site in Pawaa despite earlier concerns the developer took the Council for granted. The committee this week approved resolutions authorizing the city to enter into a development agreement with Wal-dron Ventures to build the project, and to grant the developer certain exemptions, such as an exemption from the 150-foot height limit.

One of the project towers is planned to be 260 feet high. Earlier, Zoning Chairwoman Donna Kim complained about a newspaper advertisement the developer placed seeking buyers for units even though the developer hadn't received Council approval for the project. The developer had been working with the city administration. The proposed project will include 200 affordable rental units, 246 condominium units, 646 parking stalls and about 2,800 square feet of commercial space on city land. ordtclrccli theft stemming from incidents in 1992 and 1993.

Bail for Lopaka Garry Pu-uala, 21, was set at $405,000. Officers entering the 12th-floor Kinau Street apartment with a search warrant from an unrelated case found chemicals used to make crystal metham-phetamine and what appeared to be liquid and crystal forms of the drug.

While the lab was small in comparison to others that police have uncovered, even small labs create dangers of fires and explosions, said Lt. Norman Min of the narcotics division. Five people were being held for investigation of narcotics charges, while one was being held on theft charges, police said.
