Office of Internal Revenue Washington. 8ert 24 (Sir have received your letter of the iin kncloeing a communication from the cigar manufacturers at Cincinnati, complaining ot my ontruction of the law relative to the tax on cigars, cigarettes and cheroots, as being unjust ana oppressive, and stating what would, in their opinion, be a proper construction of 1x0 lflrw These manufacturers insist that the ad valorem tax, to be asoeased on cigars valued at over $12 per thousand, should be on the excess above $12, and not upon the price sold for.

inanswer to these complaints; it will be sufficient for me to state that Congress itself settled the question whether the ad valorem tax should be upon the price sold for or upon the excess above $12 ner thouaund. liv the House bill, on all cigars, cigarettes and che roots valued above $12 per thousand, a tax oi $10 per thousand was to be paid. The Semite amended the House bill by striking out the tax of $10 per thousand on cigars, etc, valued above $12, and inserted in hen thereof 40 per cent, ad valorem on the excess above $12 per thousand. The House would not accede to the amendment of the Senate. A committee' of conference was appointed and a compromise waa effected on the basis of 20 per cent.

After the bill was passed a resolution was offered by Mr. Stevens, of Pennsylvania, declaring that the 20 per cent. ad valorem should be understood as only applying to the excess above $12 per thousand for which cigars might be gold. But this resolution being in direct contravention of the compromise entered into between the two Houses, fiiiled to receive any support from the members, and was dropped.

Cigars on which the tax does not accrue until after a sale has been effected are to be returned at the sales price, whether they are disposed of at wholesale or retail. Manufacturers of cigars may have them appraised at the wholesale market value and placed in bond. Whenever he (or they) may wish afterward to withdraw them for consumption or sale, he may do so on payment of the tax, and afterward sell them at retail or sell them thronirh meddlers at nricea in advance of their wholesale market value. In a letter to the London Morning Star, the Paris Draining on a gigantic scale is being carried on in France. No less than three hundred and fifty thousand square acres are undergoing this salutary Government has devoted seven millions carry out the works. The staff officers of the Civil Engineer Department have furthermore surveyed a superficies of five hundred thousand Bquare acres, the re clainihig of which will not cost less than thirty four millions. The most important pnbuc works now in hand, however, are the embankments, of which the immediate object is to prevent various rivers from overflowing their beds, and thus canning the frightful inun lations which have within the hist few years caused so much damage to the country. Works of this nature have been set on foot in sixty four departments.

Ten millions have been eet apart for defraying the necessary expenses. hundred liver courses will thus be dammed up, the total length of embankments required measuring eight thousand English miles. It is much to the credit of the country population that two thirds of the expense of these works will be defrayed by the interested parties.Government has only been called on to subscribe in districts where the population is of the poorest description. A calculation of the salaries paid to preachers in this country and the number of sermons preached, according to the New York Observer, shows that the average price paid for sermons, taking the hind through, is three cents a sermon. Billy, though deprived of one of his pedal extremities, is not indifferent to active sporting life. He loves to indulge in piscatorial excursions occasionally.

Iient Jacobs states that he received infor mation yesterday morning, at 9 o'clock, that a dead man was lying in a house on Hopkins's plantation, (formerly the Louisiana Race Course.) at the corner of Gentlily Road and Elysian Fields street, and that he had been murdered the night previous negroes. Lieut Jacobs, with the Coroner, proceeded at ease to the place' indicated, and found the body of a man named Loaia Doonaux, 72 years' ofe go, hi a house on the place.

The aase of bis death is attributed to chronic diarrhea. From reliable Information received, Lieut Jacobs ascrrtained that after the old man died be was robbed by negroes of about $300. Lieut Jacobs is mow on the track of the negroes, one of whom had been recently discharged by Donnaux. Stalest Yallse. Officer Sullivan arrested a negro on the 10th inst ou the Levee with a new leather valise in his possession, which the officer had every reason to suppose was stolen.

The negro, on being taken to the lockup, gave his name as John Henderson, and finally con I fessed that he had etolen the valise at Shreve port, and had come down on the steamer Lady Gay. The valise contained a lot of clothing, a watch, and other valuable articles. Yesterday evening a man came forward and claimed the valise, but we do not know whether he proved it to be his property or not A Dash at Gamblers. W. Gainsay, who is in the employ of Messrs.

W. Herrick made an affidavit yesterday befoie Recorder Ahern, charging Co as. Bush, one White and one Harrington with being gamblers, and keeping in operation a gambling saloon at No. 21 St Charles street The affidavit goes on to state that the deponent visited the saloon on the night of the 1st of September last, and did then and there gamble with said parties, and that gambling had been continued oightry by them since that time. It is stated that Gainsay lost considerable money by gaming on the night in question, and that he was induced to have the three parties arrested.

Bush hearing that an affidavit had been made, came forward and surrendered himself, and Lieut Manning srrested White and Harrington. All three gave recognizances to appear and answer when required. Kee order Ahera's Court Dr. A. Follin and Wm.

Robt Williams, colored, for insulting and abusing a police officer on Camp street, and Oscar De Hart, a belligerent darkey, for getting drnnk and wanting to whip out the whole' of St. Thomas street, have to pay each $15, or take a ride down to the Workhouse, there to abide for ninety days, neither more nor less. Kate Johnson and Mollie Sinclair, lewd and abandoned, were each fined $10.

T. M. Hunt and B. Munday were fined $10 each for running carts without license so to do. John Sowhanse, who was np for peddling all sorts of rat traps in the market, without a license, has to pay $10 or remain in the Workhouse for thirty days.

Frank Collins, who was found drnnk on Tchoupitoulas gtreet, with over a thousand dollars in his pocket, paid $10 fine. Fred Chambers and Henry Dupleses, two who stepped beyond the bounds of their avocation and good morals, and robbed the till of a soda shop, corner of St Charles and North streets, were sent to the Workhouse for ninety days, both claiming to be over sixteen years of age. Julia Stebbs, drunk on St Charles street, has to furnish a voucher er go down for ninety days. Bridget Murphy and Alfred Car din all paid $5 each for indulging in a jolly "bust" The case of Mary Hughes, charged with stealing $90 from a trunk at No. 27 Melpomene street, in the month of March last, belonging to J.

F. Sullivan, was fixed for the 22d inst bail $250. Recerder Gastlnel's Court. Louis Parantoes, charged by Or. Tebault with violating the 18th section of the health ordinance, was required to pay $10 or go to prison for ten days.

Gilbert Ryan was sent to the Workhouse for ninety days for being found under suspicious circumstances in a house on Barracks street John Williams was fined $10 for fighting on Gallatin street, and Frank Harris and Eugene Lee $5 for getting drunk. Recorder Letten's Conrt. A. G. Anderson, who was charged with swindling, was dismissed.

England and C. Ginsdorff, for being drunk and disturbing the peace, were sent to the Parish Prison for ten days. D. Rahm, drunk, discharged. J.

Walsh, who was charged by his wife with assault and battery, gave peace bonds for future good behavior. Mary Devesick and Mary Connors, charged with keeping disorderly houses, were discharged. D. Mc Castin, charged with assault and battery, discharged. Mrs.

Brichter, charged with a similar offence, gave bonds to keep the peace. Mrs. Ford, accused of larceny, dismissed. Also, J. Wolf, charged with insult and abuse.
