Local 2 Kokomo Und.) Tribune Thursday, June 3,1993 Lincoln closes for construction Lincoln Road will be closed between Home Avenue and Lafontaine Street for bridge construction work beginning Monday. Access will be available to the businesses on Lincoln Road, according to Ted Cain, Howard County highway The road will be closed for about 35 days, Cain said. Retirement party is Sunday Elwood Haynes School will host a retirement open house from 2 to 4 p.m. Sunday in the cafeteria. Third-grade teacher Phyllis Blakeslee, secretary Willdis DeWitte and paraprofessional Marshia Steiner are retiring after a combined 74 years' experience with Kokomo- Center School Corp.

The public is invited to attend. Cable committee meets Friday PERU, Ind. The Peru Cable Committee has scheduled a meeting for 4 p.m. Friday at Peru High School. The meeting is for the committee to consider recommendations for check-in and check-out procedures for equipment.

Kroger sponsors kids day Aladdin, the Keebler Elf, the Planters Peanut and door prizes will greet children when the Kroger Co. hosts a kids appreciation day at its U.S. 31 store Saturday. From I'l a.m. to 5 p.m., the store will organize free games and other activities for children 12 years and younger.

Project concerns commissioners UPTON, Ind. The Tipton County commissioners Tuesday expressed their concerns to Mayor Dave Berkemeier regarding the re- bidding of the downtown renovation project. At approximately $519,000, the lowest bid for the project was $32,000 more than the city can spend, so the bid specifications were changed and are going to be rebid with three alternates: to redo the sidewalks on the east, west and south sides of the Courthouse; to redo the sidewalk on the north side of the Courthouse; and to keep the overhead wires instead of: posts for the Ind. 19 and 28 highway signs. According to Helen Tragesser, commissioner secretary, the commissioners thought by going along with the application process and agreeing to purchase lights for the south side of the Courthouse, they helped the city receive the grant, which is to fund the majority of the project.

Tragesser said the commissioners agreed to purchase the lights providing the sidewalks around the courthouse were renovated. The city received a Community Focus Fund grant in October for $387,100. The grant is from the Department of Housing and Urban Development and issued through the Department of Commerce. The city was to match 20 percent of the grant, It was light RUSSIAVILLE, Ind. Four people were injured, one seriously, following a 10:35 a.m. two-vehicle accident Wednesday at Strawtown Pike and Miami County Road 650 South, according to the Miami County Sheriff Department.

Miami County Sheriff Sgt. Bob Lilley said Paul A. Keppel, 64, Wabash R.R. 1, was paralyzed on his left side after the accident. Transported by Lifeline helicopter to Parkview Hospital, Fort Wayne, Keppel is listed in critical condition.

Keppel was not able to tell deputies what happened, Lilley said. Also injured were Edward W. Binkard, 63,63 Bobtail Pike, and his grandson, Aaron Binkard, 12, 61 Bobtail Pike, a passenger in his 1984 GMC blazer. Edward complained of leg and neck injuries and Aaron complained of head and neck injuries. Both were treated at Dukes Memorial Hospital and released.

A passenger in the Keppel vehicle, Allen E. Paullus, 73, Fort Wayne, suffered head injuries but refused treatment. Lilley said both vehicles were southbound on Strawtown Pike, with Keppel in front driving a 1988 Toy- Corrections Because of incorrect information supplied to the Kokomo Tribune by the Kokomo Police Department, an accident story in Wednesday's newspaper incorrectly identified a man who reported the theft of a vehicle. When Keppel got to County Road 650 South, Binkard thought he was going to make a right hand turn. Instead, Keppel made a U-turn and was hit broadside by Binkard on the drivers side of the automobile. Paullus told deputies the two were confused. They had been looking for Big stores in Peru and didn't know how they got where they were. They planned to turn around and go back to Peru when the accident occurred.

Rain at the time contributed to the accident, reducing visibility and stopping ease, Lilley said. All involved in the accident were wearing safety belts, Lilley said. Lilley was assisted by Miami County Sheriff Deputy Jim Armstrong. Crashed truck not stolen Kokomo police say four Kokomo High School students involved in an accident in a friend's truck Tuesday borrowed the vehicle and did not steal it.

The owners of the truck reported it stolen at 9:30 a.m. Tuesday, but withdrew the theft report about 4 p.m. the same day. Police said the four students, Matthew Farmer, 16, 1103 S. Plate Jason Henderson, 17,1425 W.

North Ricky Larrison, 17,1803 N. Morrison and Matthew Barlow, 17, 1112 S. Berkley Road, borrowed the truck from Zavrie Whitfield of 1603 S.Washington St. Whitfield reported the 1992 GEO Tracker stolen to Kokomo police at 1:40 p.m. Tuesday.

Whitfield then filed a second report with Kokomo police about 4 p.m. Tuesday, saying that the truck had not been stolen and was driven with permission. The second report clearing the original auto theft report was not available to the Kokomo Tribune at press deadline Wednesday morning. That report was not received in Kokomo police records division until Wednesday afternoon. Howard County Sheriff deputies said the youths wrecked the truck about 9:30 a.m.

at Roads 400 North and 475 West after Barlow, who was driving, failed to negotiate a right turn from 400 North onto 475 West. The truck then left the roadway and rolled, coming to rest upright. All but Barlow were thrown from the convertible truck. Henderson and Larrison were released after treatment Tuesday at Saint Joseph Hospital Health Center. Farmer was released Wednesday from Howard Community Hospital, after being reported by hospital officials as being listed in fair condition Wednesday morning.

Arrests 4:15 a.m. Wednesday, Kokomo police arrested a 17-year-old Kokomo boy, at Jefferson Street and Dixon Road, on a Class felony possession of stolen property charge, and operating a vehicle while intoxicated, improper turn and no headlights charges. 4:35 a.m. Wednesday, Kokomo police arrested Vance P. Hale, 23, Lafayette, at 819 S.

Washington St. Apartment 2, on battery on a police officer and resisting law enforcement charges. 4:40 a.m. Wednesday, Kokomo police arrested a 16-year-old Kokomo boy, at Jefferson Street and Dixon Road, on a Class felony possession of stolen property charge, and resisting law enforcement, curfew violation, public intoxication, illegal consumption of alcohol and illegal possession of alcohol charges. Thefts, burglaries 6:40 a.m.

Paul D. Nelson, Reynolds, admitted that he had molested the child at a home in Kokomo during the winter The Class felony carries a maximum sentence of eight years in prison, and Wednesday, Nelson was ordered to serve six years in the Indiana Department of Correction. Howard Circuit Court Judge R. Alan Brubaker suspended four years of the sentence, and said Nelson should serve the remaining two years of the sentence in the Howard County Criminal Justice Center.

As for the four years that were sus-' pended, Brubaker placed Nelson probation for four years, and said he! should serve the probation in super-' vised in-home detention. Brubaker denied Nelson's request; for an appeal bond, but granted his request for delayed incarceration, according to court records. Nelson will remain free until 9 a.m. June 14. A second count of child molesting was dismissed.

In imposing sentence, Brubaker ordered Nelson to comply with terms of a sentence that was handed down in White Superior Court Jan. 8 in a child molesting case. Nelson pleaded guilty to a Class felony, and all but 60 days of an eight-year prison sentence was suspended. Nelson was ordered to serve time in house arrest, receive counseling and perform eight hours of community service. In addition, attorneys recommended establishing a $30,000 escrow account to be used to pay for the ongoing counseling of Nelson's victims.

He was placed on probation for;" eight years.
