Local attorneys Wednesday heard a review of judicial measures expected to be considered by the 1977 Indiana General Assembly along with an assessment of the revamped court system in Allen County The information was provided to members of the local legal profession during a Madison County Bar Association seminar State Sen Leslie Duvall Indianapolis former chairman of the Senate Judiciary Committee gave the attorneys a preview of measures already drafted for possible introduction during the next legislative session Jean Miller a New Haven attorney recenUy appointed to the Indiana Supreme disiplinary commission explained the format of the Allen County Superior Court system which has been restructured to provide for merit selection of judges According to Duvall the next session of the legislature is expected to involve consideration of bills that would amend laws on obscenity child abuse bailbonding juvenile court procedures location of pornographic bookstores compensation for victims of violent crimes and crimes involving the use of firearms He indicated the lawmakers also will study proposed legislation involving the criminal code that is to become effective next July 1 These proposed bills will likely include measures aimed at bringing capital punishment statutes in line with recent US Supreme Court decisions Duvall predicted Duvall stated the General Assembly will look at bills that would restrict mandate powers This is expected Duvall added because certain legislators have experienced strong local reaction to isolated cases where judges are alleged to have abused their powers A measure that would provide for bipartisan selection of judges in the Marion County Superior Court will be offered for consideration by the legislature Duvall told the attorneys He called the bill an innovative approach to restructuring the judicial system and indicated it is also an attempt to attract practitioners" to the judicial career Duvall contended the legislature in the last few years has not favored measures providing for appointive judges Mrs Miller who was instrumental in efforts to draft the bill revamping the Allen County Superior Court told the lawyers the system involves merit selection of judges similar to the procedure used to fill vacancies on the Indiana Supreme Court and Court of Appeals She said the system has been an satisfactory experience"
