City Council rejected the $2.9 million plan in a 4-1 vote in July 2012, opting not to kick in its $191,000 share. But even then, an official at the county's Department of Environmental Resources Management said "DERM will put the project on hold." It came up again in then-mayor Susan Whelchel's state of the city address in May 2013 as a possible way to increase revenue. A comeback was predicted last February, three months after the city's Marine Advisory Board recommended contacting DERM.

After all, the Delray Beach couple has done it for 70 years. "I have some advice," says Phyllis, 90, a playful glint in her eyes. "First, you must have love and respect. And a little patience." There's more. "Now, when you're having a disagreement with your spouse and you don't seem to be getting anywhere, instead of continuing to argue you just say, Tfou may be she says.

Emphasis on may. "And when it's time to retire from work," Phyllis says, "make sure you have a living room and a den, with a TV and a computer in each room. That way you can go on forever." The Rubin's recently celebrated their milestone 70th wedding anniversary at Benvenuto Restaurant in Boynton Beach, surrounded by family and friends who hailed from California, New York and Maryland. They even received a congratulatory card from President and Michelle Obama, wishing them continued devotion and happiness. During the festivities, Murray, 93, took the floor to make an announcement "There's been an ongoing disagreement between us for years, as to whether or not I ever formally proposed.

Well, I'm going to settle that argument right now," he said, dropping to one knee and asking his bride of 70 years to marry him. "Of course," Phyllis said, smiling broadly as the room erupted in laughter and applause. "They are indeed a match made in heaven," said longtime friend Shirley Goodhart, who has known the Rubins for 80 years and attended their wedding in 1945. "To see the love and devotion they have for each other is a delight." They met on the Fourth of July, 1940, on a playground in their Brooklyn neighborhood. "Phyllis' dad was a good player," Murray said, laughing. "Me, not so much." The two shared the same circle of friends and spent afternoons roller-skating and riding bikes, Phyllis perched atop Murray's handlebars. But in 1943, World War II separated them. Murray joined the Air Force and was off to fight in the Pacific Jeff and Lisa Goldstein and their daughter Lindsey settled into their seats in West Boca Raton Community High School's theater. "It's really important to find out what engages you," Principal Craig Sommer told the students. Academy coordinator Jamie Capps showed slides touting the programs that lead to career internships, certifications and work study and announced the school's new Academy of Performing Arts. The intra included performances from the musical "Hair" and in-strumentals by several members of the Vanguard Band.

Schools Superintendent Robert Avossa and school board vice chairman Frank Barbieri who was there, helped fast track the drama department's effort to morph into an academy that will include theater, musical theater and instrumental music, drama director Lance Blank told visiting students on the tours afterward. Dance will be added later, he said. He said he hopes the academy will become a south county alternative to AW Dreyfoos School of the Performing Arts, he said. "We want to open it this up to more people," said assistant director Cheryl Crout, who also teaches at Loggers' Run. Students and their families from feeder schools like Eagles Landing and Loggers' Run middle schools fanned out across the campus.

Phyllis wrote him every day, sending letters by V-Mail; Murray kept them all, and always wrote back. And when Sgt. "We knew we wanted to get married," Murray said. "But going into the service, I didn't know if I was coming back. So I made it a friendship ring instead of an engagement ring." "Did I miss him?"
