Findley In Romania For Talks Illinois Statehouse Renovation Halted By H. Josef Hebert Of the Associated Press Springfield The remodeling of the Illinois Statehouse has virtually ground to a halt because, contractors say, government officials can't figure out what they want. Although the $6-million-plus eonstruction project was to have been completed last April, it may continue right into the next year with the delays costing taxpayers a of dollars." The Statehouse. renovation project has been in progress for nearly four years and its first phase already has been completed at the cost of $4.3 million, $1.2 million more than it originally was contracted for. Phase two is now under way, but for the last 18 months much of the work has been stymied because of, according to the contractors, fickle government officials who can't make up their minds about what to have in the 82-year-old Capitol.

Several ago, newspaper accounts showed that numerous changes in construction plans resulted in an increase of construction costs and to delays. On Monday, Lewis said he has had enough and wants all changes stopped and construction temporarily halted where changes would be needed. Lewis threatened Monday to cancel all of the existing contracts and start all over" again -a proposition strongly criticized by the contractors who said it would result in a great loss of money. An aide to Lewis said in an interview that the problem stems partly from the fact that many of the people involved in the original plans four years ago are no longer in the same positions of power and that governmental needs themselves have changed. Originally, he said, plans called for leaving the first floor temporarily free so that office personnel on the upper floors could be moved down there when construction reached their areas. But then, he continued, the state moved the Bureau of the Budget onto the first floor, forcing a virtual scrapping of that plan. As a result of these problems some rooms in the Statehouse have been razed for up to 18 months with the contractors unable to move ahead with construction, although they continue to absorb various costs, Rauhoff said. He added that the delays have cost his company "thousands and thousands of dollars." MOBILITY According to a report on the 1970 U.S. census, 13,441 of Madison County's 229,628 residents (five years old and older) were living in a state other than Illinois in 1965.

A total of 13,738 county residents were living in a different county of the state in 1965. There are 148 sewage systems serving more than 381,000 people in Madison, St. Clair and Monroe Counties.
