12 OP)--The Illinois Federation of Retail Associations today urged passage of legislation to outlaw secondary boycotting, and make it illegal to attempt: to force employers to become members of unions. The federation made public its stand in a statement, signed by J. T. Meek, executive secretary and director to the small business committee of the Illinois legislature. The statement expressed the belief that such legislation, "while it might be outwardly vigorously contested by, labor, would be most welcome to many of its constructive leaders.

We believe that they, with us, are of the opinion that the way to fair and equitable settlement of. labor disputes is not through the use of a secondary boycott which may starve the smallest of retail stores into unionization despite the lack of interest on the part of one or two employes." "Neither," said the statement, "do we think it is fair and equitable to attempt to force the retail employer into union membership as a means of getting to his em- ployes and to use the secondary boycott to literally starve him into submission."
