Belleville, 111., July 2--Bellevlllo has never had a dry law and it has none now--but It will have in a few days. County Judge Davis ruled that Belleville was without a dry law and Mayor Anton will Bee to It that Belleville gets one.

In fact, Malr Anton has already done his duty so far aa the dry law is concerned and all ho has to do now is to wait a few days for It to become of- fectlve. But in the meantime, Gottfried Lugge, who confessed that ho violated tho liquor law--which really doesn't exist--Is a free man. Judge Davis' opinion regarding Belleville's liquor ordinance was made public when he granted a motion to Quash an Indictment returned against Lugge, charged with violation of tho prohibition law. Lugge was one of the seventeen Belleville men indicted recently on tho records of justice courts whera they had entered pleas of guilty to violation of the city dry law ordinance--an ordinance, Judge Davis says, that IB merely pending. A half dozen of those indicted entered pleas of guilty and were fined.

But when Lugge's case was called, his attorney brought out tho fact that Mayor Anton had only signed the dry law ordinance fifteen minutes before it was Introduced Into court. And according to legislative rules, ordinances with penalties attached must be published for ten days after they have been signed by the Mayor before they become laws. Lugge, consequently, is a free man, and according to the prosecuting attorney's office, tho others indicted with Lugge will, In all probability, not bo prosecuted.
