Poge 2C Chf Pfnsjrold Journal Saturday, June 23, 1979 Mixson Backs Graham's Execution Stance PIL CHECK SUNDAY PAPER and around the world to attract industry to Florida," he said. "We are going to change the image of Florida to pro-business." Mixson also promised to work to make the industrial tax laws more competitive. "One of the thing I hear most when I talk with people about why they are not doing business in Florida is, 'We just never have thought about Florida as a place to locate he said. Mixson said he is also establishing an Office of Business Assistance within his office to act as a liaison between the business community and the state departments it must deal with. "The permitting procedure in Florida is far too slow," he said.

"A man told me the other day that it would take him a year to go into business in Florida because of the time lag in the permits." Graham campaigned on a promise to enforce the death penalty, said there is "basic support" in Florida for "this kind of penalty." Graham recently signed the death warrants of two other men on Florida's death row. "The people want this as a last resort," Mixson said. "They want to send a message that they are not going to stand for this kind of heineous crime." Mixson also told the Rotarians that the Graham administration is "out to change the image of Florida." Among the things he said he was pushing for is a beefing up of the Florida Department of Commerce. Mixson characterized the department as an "arm to assist the business community in creating more jobs." The state government will spend $10 million to "aggressively go across the nation By RAAD CAVVTHON Journal Staff Writer Lt. Gov.

Wayne Mixson Friday defended Gov. Bob Graham's decision to sign the death warrant which led to John Spenkel-ink's execution. Mixson, speaking to a local Rotary Club, said both he and the governor were "strong supporters" of the death penalty when they were in the Florida Legislature. Mixson also said the polls showing an increase in the public's support of capital punishment after Spenkelink's death are an indication that the people of Florida are behind the death penalty. "Before Spenkelink's death there was already heavy support for the death penalty," he said.

"And even after the news media's intense coverage of the execution, polls showed an even stronger support for the death penalty after the fact." The state is seeking temporary and permanent injunctions against the business. The complaint, naming Robert Edward Ellis and his business as defendants, was filed in the civil division of Escambia County Circuit Court. According to the lawsuit, the business on several occasions agreed to plans for work, then altered the plans without the consent of the customer.

"Defendants have at times, when they have not performed the agreed-upon work, failed to return the customer's furniture, without justification or legal cause," the action charged. When the work was performed, the company at times did not return the furniture when it was supposed to, the state said. The suit also charged that Big Ed's has refused to return deposits when it did not comply with its contracts and that promised "free" services have not been delivered. Assistant State Attorney Jerry Allred said in the lawsuit, "The community at large has been, is being and may continue to be, irreparably harmed by the unfair trade practices." Bass Convicted in Retrial, Given Second Life Sentence Closeout Models, Display Models, Swap Outs, School Plan Appliances and Repossessions all at Rock Bottom Prices IFrigidaire Charlie Arthur Bass was declared guilty Friday night in his retrial for the near-fatal 1977 stabbing of Paul Douglas Hanks. The jury deliberated less than three hours before determining that Bass committed attempted second degree murder and armed robbery.

Bass, who is already serving a life sentence on a previous conviction, was adjudicated guilty by Frye following the jury's verdict Friday. He was sentenced to life imprisonment on the armed robbery charge and to five years on the attempted murder charge. Frye ordered that the two sentences take effect after Bass completes his earlier life sentence. The first life sentence dealt with an armed robbery conviction in Santa Rosa County. The 3 1 -year-old former employee at Pensacola Naval Air Station had been convicted of the same charges previously and had been sentenced by Escambia County Circuit Court Judge William Frye III to 45 years imprisonment.

An appellate court overturned the decision because the jury that convicted him was not selected from a group representative of the community. The jury list that week fell short of the required number of persons, so two court employees solicited members of the community to volunteer for jury duty. On Thursday, Bass testified tht he did not commit the crimes and did not know the victim, who identified him from the witness stand earlier that day. Bass admitted to the jury that he has 16 prior convictions. REFRIGERATORS DISCOUNTED UP TO '200 We've got a great supply of too many to list them all.
