The idea that an illegal assessment necessarily becomes a lien upon the city is simply absurd. It 1 a question between the individuals who con tracted the work and the contractor. Mr. Lan-ing, and every other good lawyer knows this, and the question Is one to be settled between the contractor and bis employers, who have no power to bind the city by any act unless In strict accordance with the city charter. Not yet, so far as we recollect, has the diplomatic editor of the Courier been able to realize any glory or profit out his attempt to ridicule the school ques tion, or to maintain a position on both sides of it. Cary is buried under about 10,000. General Hates'S majority is not large in no great a vote. The figures we regard as confirming our pre- viousiy-expresscu convictions that it was the "school question" that saved Oh: Had the issue been upon the financial policy pure and simple, we believe th there would have been enough inflation Republicans to have combined with the Democracy and carried the State. But when the schools were openly assaulted, the friends of those dearly-prized institutions rallied to their defence. And why their solicitude about the Governor? Why especially are certain Democratic editors now so anxious to sustain when they did their level best to prevent his nomination The answer to these questions is to be found in the fact that the Democrats of this State are running this campaign with sole reference to out Tilden before tbe next national convention. They don't care a brass farthing for reform, nor does he, save as it helps to keep him prominent as a candidate, for the coveted presidential nomination. With startling and original profundity the Courier says that "a prominent lawyer js not necessarily a good legislator; an estimable gentleman, not necessarily sound on political questions. And ergo the Courier would have its" readers think that it is not wise to vote lor Sherman S. Rogers, who is among the first in his profession and -has a stainless record as a citizen.

But is it not safer to run the risk of making a "good legislator" out of this material it is to confer Such distinction upon a "party who is certainly not a "prominent lawyer," and is not especially "estimable" as a gentleman Dblos De Wolf ased to be pretty good authority lor almost -anything with the editor- oi the Courier. It drives the nail, and clinches it, into charges that have been made seriously compromising Gov ernor Tilden, with reference to the pay ment of certain claims against the canal; 1 held by prominent Derauc leaders.

The Governor 'certainly does not clear up his record in the statement which he has authorized the Albany Argut to make in his behalf. It i proved that anidng the claims pointed iut by tne uovernor as manifestly; fraudulent was one held by Wil- lard Johnson for a very large amount. Mr. J)elOS Dr Wolf, well known as a Democratic politician, went to see Gov ernor Tilden about this special claim.

The Governor gave him assurances of such a character that Johnson was able to (urn! the claims to good account and raise money upon them. The Governor so I)e Wolf says admitted that these claims were valid, and he promised that evqri if he did not sign the bill he would allow It to become a law. To the assertions made by! De Wolf tbe Governor makes a broad denial. But-it Is a significant fact that the Journal, the first rpapier to make these charges, has fortified them at every step and has made good every allegation. It now gives us its authority the carefully-written statements of leading men in the Democratic party.

It is not a pleasant position for a Governor to be placed in. 'But a man who makes such zealous pretensions as a reformer must be prepared to defend his record, and as to this part of it Mr. Til-PEN lamentably fails. HOW IT IS DONE. i It has been suspected for some time that the Canal Commission were turning their investigations as far as possible into shape, to serve the interests of the Demo- ticket.

The Republican jour nals hiive been very careful about giving expression to these just suspicions, be cause they did not like to throw discredit upon the Commission's work. It was a candid but masterly vindication of the Jut claims of the Republican party of the State and nation to be considered the true party of political and administrative re form. 14 was a thorough exposition of the impudent dishonesty of the claim sejjl up by Governor Tildes for the credit of whatever administrative reform and ira provement in the financial conditiou of this State, has been secured during the last few years. The hall was uncomfort ably crowded. Every seat was occupied. The stairways and aisles were packed with standing auditors.

Even the window-sills were filled. Wherever It wai possible to And standing- or sitting-room, or to get within sound of the orator's voice, there Senator Cokklimg had an eager, attentive, admiring listener. And there thev all stayed until 11 o'clock, without any of impatience, with many an expressed desire to remain as long as he would continue speaking evpn 1 "all night. Not a dozen persons left the hall before the conclusion of his speech, a three hours' speech, au indication of universal interest unparalleled within our recollec tlon of political meetings. As for the speech Itself, we can only hope It will be presented to our readers with tolerable accuracy, though certain to be Bhorn of its fair proportions.

Here we shall not attempt to give more than a hasty glance at its leading features. Received with enthusiastic, proton 1 and repeated demonstrations of Mr. Conkling briefly arknowb jd the compliment, and 'then at once wailed it is the proper word into the subject now so generally but carelossly considered by the people, the question of administrative: economy and reform. By figures uuile-j nlable he first proved that the Fede Government under President Grant has expense to the people than was incurn under the administration of Johnson or Lincoln or Buchanan. He exposed the untruthfulness and reckless dishonesty the innumerable and persistent assaults upon members of Grant's Cabinet for the misuse of public property and extrava gsnce in conducting the affairs of their respective offices.

As a sample of thi cruel injustice he took the case of Attor ney-General Williams, and showed that his use of a landau at the public ex pense was not only necessary and proper. but that a similar practice has prevailed with his predecessors from the establish ment of the Department. Senator Conkling apparently spoke witl great feeling upon this wholesale abuse of public officers. He showed the vast in jury it had indirectly inflicted upon the country by creating distrust of our people's Integrity in the money markets of the world. Only by many millions yearly could this loss be counted.

When one- half of our own newspaper press and public speakers represented to the world that frightful profligacy, corruption, din-honesty and extravagance prevailed in the administration ot every department of the Government that capacity and integrity were the exception and imbecility and corruption the rule in the party which has conducted the country safely through the greatest civil war in history it impossible to fund our national debt, the best-secured national debt on earth, at a low rate of interest. Turning from his vindication of the Republican party in reference to national affairs, Senator Conkling next took up the questions more nearly concerning the people of this State, and which are at Issue In the pending election. He quickly torn the mask of reform from the Democ racy. Allowing due credit to the Governor for what ha had accomplished, he showed the dishonesty of Tilden and his agents In flooding the country with their quack-medicine advertisements" of the Governor as the only genuine and original reformer and the one cure-all for the political Bis ot wblch'the people complain. He showed how the State debt has been reduced under Republican administra tion; how the wonderful improvement ot which Mr.

Tixden boasts, and for which he claims the entire credit, had been secured before our modest Governor came Into office. He showed how, while panal corruption was a Democratic Institution, canal reform began and was carried On by the Republican party before ever Mr. TlLDKN put on the robes of poetical purity and innocence, With scathing sarcasm he referred to the' records of other modern model reformers.
