During his term of office the, rascal has TRANSFERRED MUCH VALUABLE PROPERTY to a purchaser named Woodruff, purporting to be a resident of Australia, and, of course, none other than himself. The sales were invariably made at a low figure, the money represented in the transactions stolen from the Development Company, to be paid to himself and stolen over again. The design of tbe thief wa evidently to abscond, abandon bis wife in thi city, resume hi former identity in Australia, and realize on an immense amount of real estate through power of attorney, under the name of Woodruff. The scheme was a daring one, and carried out on a gigantic scale, with great art and shrewdness. The rascal was too avaricious, however, and delayed the consummation of the swindle until suspicion fell upon him.

The day before his hurried flight, in anticipation of arrest, be attempted to borrow $20,000 of a real estate firm in this city on his residence, and the loan would have been supplied bad his departure not been so hasty. The company are daily discovering parcels of real estate owned by the thief, represented In the name of Wood ruff, and yesterday. It Is reported, they recov ered a large amount in securities, which were secreted In the residence he lately occupied. What will be the final disposition of this precious scoundrel may not be pre dicted, as tbe autheitties or the law are not cognizant ot bis heinous eriraes, and at present he is merely in tbe custody of tbe railroad company." This, of course, does not excite anything like the interest which attaches to the University Regatta. In this day's contest Harvard, Cornell, Brown and Princeton are represented, and It is claimed tbat they rank in this order in the pools, and in the predictions of those who watch tbe crews at practice. It will be a lively time at Saratoga for the next few days. The contesting col leges are each represented by crowds of excited adherents, all of whom profess to bave the utmost confidence in the victory of their respective crews. The result, however, Is beyond prediction.

The race is riot always to the swift, nor are there any on tbe inside." For this at least is a race that is never sold out. TUB STATE CBNSDS. It will be time enough to pass judgment upon the work of the census enumerators In Buffalo after they have completed It. There are complaints of negligence and inaccuracy; but trust that these are not well-founded. From all parte of the State, however, the complaints are loud and open that the collection of the statistics and enumeration of the people have been simply ridiculous In their manifest incompleteness.

The Herald says that the work has been conducted in a notoriously loose way in the metropolis. It is thought by some that the returns will not represent the actual population into several hundred thousands. The enumerators met with srreat obstacles where they tried to be thorough. Even in bouses of well-edu cated and ostensibly refined people the information asked for was refused. Then, too, the tusk allotted to a few of the enu merators was too large to be thoroughly attended to in the prescribed time, and the result was hurry and loose work.

Complaints of this sort come from every large city and town in the State. The inevitable conclusion is that the census will be worse then no census at all. Properly compiled, and with every measure adopted to secure accuracy, such an enu meration of the people is of the highest value. When performed In a slip-shod way it is actually worse than nottiing. It is proposed in some quarters that the large cities and towns should have the census re-taken, at the expense of the corporations.

This would certainly pay better than it will to have false returns published of the number of inhabitants. AN BASY LEAD.
