The Mayor sent in a communication In re lation to the account of the First National Bank, referred to in his communication of the 5th Inst. lie stated that the money in question was 'advanced by the Bank or by Mr. Colt, the Cashier, at the rate of seven per cent, per annum, in order to save the poor workmen from paying a heavy share, which he considered a very kind act on the part of the Bank and Mr.Coit. He further said that there could be no dispute as to the liability of the city in the matter. The Street Commissioner, the legally authorized agent of the city, contracted the debt, and the city would have to pay it.

He could see no propriety in the Conncil refusing to pay the claim. Litigation would only involve the city in unnecessary expense, Ue therefore returned without his approval the resolution refusing to pay account The communication was reeeived and tiled. The Mayor also returned without his ap proval the resolution adopted by the Common Council on the 12th annulling assessment roll No. 8,436, giving as his reason that the Street Commissioner had reported that work had been done to the amount of $94.60.

TiSt to restrain the payment to Street Commissioner Hayes of his expenses in defending himself against the charges recently preferred. We therefore publish a problem which appeared sometime since in the Westminster Papers, ol Lon don, by a Buffalo player, and a game played some twenty years ago by telegraph between the cities of Buffalo and Syracuse. A snatch is now in progress between Mr. Delmar of New-York and Mr, Loyd of Elizabeth, New Jersey. Mr. Delmar is well known in chess circles as being, with the exception of Captain Mackenzie, probably the strongest player in the State. Mr.

Loyd in addition to being recognized as one of the strongest play ers in the country, is even more widely known as second to none as a composer of problems.
