No town shall be divided in the formation of assembly districts. Every county heretofore established and separately organized, except the county of Hamilton, shall always be entitled to one member of assembly, and no new county shall be hereafter erected unless its population shall entitle it to a member. The county of Hamilton shall elect with the county of Fulton, until the population of the county of Hamilton shall, acoording to the ratiobe entitled to a member. But the legislature may abolish, the said county of Hamilton and annex the territory thereof to some other coonty or eountiea. Nothing in this section shall prevent division, at any time, of counties and towns, and the erection of new towns and counties by the legislature.

ttO. Kach member of the legislature shall receive for his services an annual salary of seven hundred and fifty dollars. The members of either house shall receive the sum of onn dollar for every ten miles they shall travel in going to and returning from their place meeting onto in each session on the moet usual route. Resolved (if the assembly concur), That sections twelve and thirteen of article six of the conautu- -Uon, be amended so as to read as follows: i 1 812. The superior court of the citsj of New-York, the court of common pleas of the city and county of New-York, the superior court of Buffalo, and the city court of Brooklyn, are continued, with the powers and Jurisdiction they now severallv have, and such further civil and criminal Jurisdiction as may be conferred bylaw.

The superior court of New-York shall be composed of the six judges In ofliceat the adoption of this article, and their successors. The court of common pleas of New-York, of the three Judges then in office, and their successors, and three additional Judges. The superior court of Buffalo, of the Judges now in otlice, and their succestors; and the city court of Brooklyn. of such number of Judges, not exceeding three, as may be provided by law. The judges of said courts in office at the adontionof this article, are con'inued until the expiration of their terms.

A chief Judge shalle appointed by the Judges of each of said courts, from their own number, who shall act as such during his official term, vacancies in the office of the judges named in this section, occurring otherwise than by expiration of term, shall be tilled in the same manner as vacancies in the supreme court The legislature may provide for detailing Judges of the superior court and court of common pleas of New-York, to hold circuits and special terms of the supreme court in that city; and for detailing judges of the city court of Brooklyn to hold circuits and special terms of the supreme court in Kings county, as the public Interests may require. iS. Justice of the supreme court shall be chosen by the electors of their respective Judicial districts. CONCURRENT RESOLUTION Proposing to Amend aetiglk Skvbn ot i 1 the Constitution, Resolved (If the senate concur), Thnt article seven of the constitution is hereby amend od so aa to read as follows Section Section first section second of article seven of the constitution of the state are hereby abrogated and annulled. I 2. Section three of said article shall bo changed to section one, and the aaid section shall hereafter read as follows r- II. The legislature shall not lease, sell, or otherwise dispose of the Erie canal, the Oswego canal, the Champlain canal, the Black river canal, or the Cayuga and Seneca canal, but they shall remain the property of the state, and under its management forever. The rates of toll on persons and property transported on the canal shall not be reduced below those for the year eighteen hundred and fifty-two, except by the canal board, with the concnyrence of the legislature.

All contract for work or materials on any canal, shall be made with the personwho shall offer to do or provide the same at the lowest price, with adequate security for their performance. No extra compensation shall be made to an? cont ractor, but if, from any onforseen cause, the terms of any tract shall prove to be unjust and oppressive, the canal board may, upon the application of the contractor, cancel such contract. i 8 3. Hereafter the expenditures for collection, superintendence, ordinary or extraordinary repairs on the canals named in the first section of this article, shall not exceed, in any year, their gross receipt for tha previous year, except in cases hereinafter provided, i 4. There shall be created a fund, under the control and management the commissioners of the canal fund, which shall be made up in the following manner: 1 1.

The present canal funded debt shall hereafter be named a general fund debt, and shall be redeemed and "paid at the time or the times when the same becomes due by taxation, and the payment of the principal and interest thereof shall be provided for by a sinking fund in the same manner as now, except that the incomes from the canals shall not be died npon for that purpose. 8 IS. This article of the constitution hereby re-onatructed shall be and remain article seven of the constitution, in place and etead of article seven of the constitution hereby amended.

But few, even among chass players, are aware of the extent of the literature of the game; while: among the non-chess-play ing community course, the densest ignorance ex ists on the subject, We remember some three years that we informed a friend of our who was unacquainted with the game, that the Cafe International, In New-York, pos sessed a chess library comprising nearly four hundred volumes.

We saw at once, by the expression of his face, that he considered us a Baron Munchausenuiumber two. We took great pleasure, about three months since, In showing him the Catalogue of the chess library belonging to the late Professor Allen of Philadelphia, numbering nearly one thousand volumes. It was hoped at one time that an arrangement might be made by which f-this vast collection, might be kept together, But we believe that the efforts made for that purpose have failed, and the collection is to be broken up. In common with other chess players, we feel great regret that so fine a collection, and one that reflected so much credit on American chess, should be scattered to the four winds. We take great pleasure, however, in assuring our chess-playing friends that notwithstanding Prof.

Allen's library is, or will soon be, a thing of the past, the chess players of the United StateB Can still claim that they have in this country the largest chess illbrary ever collected in the world. We refer to the collection of Mr. J. Gt white, of During a recent visit to that city we had the pleasure of glancing over this extraordinary collection. To attempt giving even a resume of its con tents would be impossible in this article.

We can only briefly state that it numbers between 1,700 and 1,800 volumes; that it contains all the works of the ancient and modern writers on the game; in addition a larre number of very rare and valuable manuscripts in Arabic and Persian. We believe that Mr. White possesses sets of every chess magazine ever published in the English or any other lan guage. short this eminent collection must be seen to be fully appreciated. The question is, not to name the chess books that are in it, but to name any that are not comprised in it.

The chess players, not only of Cleveland, but of the United States are under great ob ligations to Mr. White, for the infinite pains add expense that he most have taken to amass this vast collection. It is only one more proof that in chess as in other matters this country can not be surpassed. In actual play we have shown them what Morphy could do. We can now point with pride to Mr.

White's chess library, as the most complete collection of works on chess ever made. The beautiful three move problem In our last should have been credited to Mr. Loyd, Mr. D. Fiske, to whom by mistake the authorship was accredited, was the editor of the Chens Monthly from which it was taken.

The Manhattan Chess Club of New-York city have issued a circular, relative to a pro posed chess congress to be held in this country the following Winter. The Club desires the opinion of the chess players of, the country as to the feasibility of such a congress, as to what eity would be the mosteligibieas the place of meeting, whether the tourney to be held should be national or international in its character, and as to the most favorable time for holding the same.
